Participation for this Planning & Zoning Commission Regular Meeting will be in
person at Council Chambers, City Hall, 300 Laporte Avenue, Fort Collins, CO

Online Public Participation:
The meeting will be available to join beginning at 5:45 pm, October 16, 2025.
Participants should try to sign in prior to the 6:00 pm meeting start time, if possible. For
public comments, the Chair will ask participants to click the “Raise Hand” button to
indicate you would like to speak at that time. Staff will moderate the Zoom session to
ensure all participants have an opportunity to address the Board or Commission and
watch the meeting through that site.

• Use a laptop, computer, or internet-enabled smartphone. (Using
earphones with a microphone will greatly improve your audio).
• You need to have access to the internet.
• Keep yourself on muted status.
• Documents to Share: If residents wish to share a document or presentation,
City Staff needs to receive those materials via email by 24 hours before the
meeting. Please email any documents to kkidwell@fcgov.com.
• Individuals uncomfortable or unable to access the Zoom platform or unable to
participate by phone are encouraged to participate by emailing general public
comments you may have to devreviewcomments@fcgov.com . Staff will ensure
the Commission receives your comments. If you have specific comments on
of the email and send 24 hours prior to the meeting.
Appeals:
Appeals of decisions of this Commission must be filed with the City Clerk no more than
14 days following the hearing. You must have participated in the hearing via written or
oral comments, and the issue on appeal must be included in the record of the hearing.

1. CONSIDERATION AND APPROVAL OF THE MINUTES OF JULY 17, 2025
The purpose of this item is to approve the minutes from the July 17, 2025, meeting of the
Planning and Zoning Commission.

The purpose of this item is to approve the minutes from the August 21, 2025, meeting of
the Planning and Zoning Commission.
3. AXIS INTERNATIONAL ACADEMY PARKING LOT – SPA250004
DESCRIPTION: This is a Site Plan Advisory Review (SPAR) request to construct a
parking lot for the AXIS International Academy school at 3939
Automation Way (parcel #8731109001). The site is located in the
Employment (E) zone district and is subject to a Site Plan Advisory
Review (SPAR) review and will go to the Planning and Zoning

4. COMMERCIAL CORRIDORS AND CENTERS LAND USE CODE UPDATES
DESCRIPTION: The purpose of this item is to consider updates to the City’s Land
Use Code related to commercial corridors and centers. Staff seek a
recommendation from the Planning & Zoning Commission that City
Council approve these updates to the Land Use Code. These Land
Use Code updates implement policy direction in City Plan, the

5. TREE MITIGATION POLICY
DESCRIPTION: The purpose of this item is to consider updates to the City’s Land
Use Code related to tree policies in Division 5.10 Landscaping and
Tree Protection. Staff seek a recommendation from the Planning &
Zoning Commission that City Council approve these updates to the
Land Use Code. These updates support previous and current
Council Priorities as well as align with policy improvement
opportunities identified through the Urban Forest Strategic Planning
