Approval of Minutes: Copies of the draft Minutes of the Regular September meeting is attached for the Board’s approval. Approval of minutes requires a formal motion and vote by the Board . 3. Hybrid meetings: 2025 meetings will be hybrid. PRESENTATION/DISCUSSION: 1. INTRODUCTION TO CARE COMMUNITIES, STEVE KUEHNEMAN, EXECUTIVE DIRECTOR (15 MINUTES) Steve will provide the Board with an overview of the services CARE Communities provides to the community and highlight current development projects such as Heartside Hill. CARE is hosting this month’s meeting in their new Community Building at Heartside Hill. Please the church visitor’s car parking. • Board Action – FYI 2. COMMERCIAL CORRIDORS, MEGAN KEITH, SENIOR PLANNER (30 MINUTES) The City is considering adopting the final parts of the Land Use Code regulating commercial corridors. This complements the work on Housing that was adopted last year. There are some proposed regulations that directly affect housing. Megan and 2 team will explain how. They are of different lengths to stagger board membership. Still, all board members can serve up to 8 years upon application and reappointment by City Council. 4 o All regular terms expire in June. Marilyn shared that Loveland will be closing their sheltering service at the end of September. They will have two churches with safe parking. 5. APPROVAL OF MINUTES Bob Pawlikowski motioned to approve the August 7, 2025 Affordable Housing Board Meeting Minutes. Josh Beard seconded. Approved 6-0. 6. UNFINISHED BUSINESS – None. 7. NEW BUSINESS a. Introduction to Neighbor to Neighbor • Kelly Evans presented an overview of Neighbor to Neighbor services and the state of affordable housing in Fort Collins. • Those utilizing eviction prevention services are generally under 30% AMI. Able to assist 30% of clients in need of support. • The organization’s revenue comes from donations, rent, grants. • N2N has 12 programs and has been around 55 years. The programs fall into three main buckets: • Rent and utility assistance • Housing - Landlord for over 100 affordable apartments • Home ownership and financial education • Kelly shared that the need is bigger, and they are less able to do proactive programming, and focus heavily on emergent needs due to limited funding. b. Urban Renewal Authority Update • Andy Smith came to the City from commercial real estate as a broker and entitlement consultant and is passionate about affordable housing. • He was on the board of the URA for 6 years prior to joining its management with the City. • Andy shared that the URA is a distinct quasi-governmental entity, somewhat controlled by the City of Fort Collins similar to the Library District or PFA. The Board of Commissioners is made up of 11 members. The 7 City Councilmembers, 3 taxing district representatives, and 1 member appointed by the mayor. • Andy discussed the scrutinized history of the URA, and how it has changed to do better. • Recently acquired properties include 1636 N. College (formerly Albertsons), and 1513 N College (formerly Budget Host Motel). • Properties acquired by the URA have the potential to be reimaged as community hubs as well as affordable housing units. c. VOA Request For Funding From the Affordable Housing Capital Fund • The Affordable Housing Capital Fund provides support for the capital needs of 1 or more affordable housing developments. • $4 million was set aside over 10 years for affordable housing – capital needs. • $1.6M currently available – Switchgrass Crossing is seeking $1.4M from AHCF for gap funding. Bob Pawlikowski motioned for the Board to recommend via memo that Council approve the VOA request for $1.4M in funding from AHCF funds for Switchgrass Crossing Project as last in funding providing the final amount needed to begin construction. Claire Bouchard seconded. Approved 6-0. 8. STAFF REPORTS a. Sue shared that on August 19th City Council voted to refer the Capital Tax Renewal to the November Ballot. 9. OTHER BUSINESS a. One Voice for Housing Memo • The Board agreed to officially support the memo. Stefanie Berganini made a motion to write a brief memo in official support of the Once Voice for Housing Memo. Bob Pawlikowski seconded. Approved 6-0. b. Board Member Updates • Jorja shared that she attended the National Housing Affordability Crisis Summit at the U.S. Capitol, and that affordable housing has bipartisan support across the board. They just passed a federal bill called “Road to Housing” unanimously 24-0. 10. ADJOURNMENT a. Meeting was adjourned at 6:07 Minutes approved by the Chair and a vote of the Board/Commission on XX/XX/XX September 22, 2025 From: Affordable Housing Board Chair Stefanie Berganini To: City Council, via Sarah Kane Re: Support for One Voice for Housing’s August 12th Letter to Council On August 12th, One Voice for Housing sent a letter to Council expressing their concern over the City’s resources for affordable housing funding, especially as related to the proposed Community Capital Investment Program (CCIP) renewal. This letter was provided to the Affordable Housing Board as part of the packet for our September meeting. In June, the Affordable Housing Board sent a memo to Council that, while applauding City staff ’s recommendation for the inclusion of $10M in affordable housing funding in the proposed CCIP renewal, also strongly encouraged Council to increase that amount as much as possible in the final ballot language. As such, we’re sending this memo to Council to reaffirm our agreement with, and support for, One Voice for Housing’s August 12th letter. We agree with the call that, at minimum, Council consider reallocating all excess tax collections from the expiring CCIP into the existing Housing Fund. We also agree, as One Voice’s letter states, that the proposed allocation of funds in the CCIP renewal proposal does not meet the housing needs of the moment, and that prioritizing funding for affordable housing through this ballot measure is a meaningful and strategic start to addressing our affordable housing crisis. Respectfully, Stefanie Berganini Chair, Affordable Housing Board September 8, 2025 To: City Council Re: Gap Funding Discretionary Request – Affordable Housing Capital Fund Switchgrass Crossing – 3800 Mason Street, Fort Collins Per the mission of the Affordable Housing Board (AHB) to advise City Council on matters pertaining to affordable housing topics of concern to the City, we recommend that Council approves the Volunteers of America (VOA) request for $1.4MM gap funding for the Switchgrass Crossing project to offset additional costs due to Build America Buy America (BABA) requirements as well as general cost escalations conditional upon VOA closing any additional gap needs.
