Online Public Participation:
The meeting will be available to join beginning at 5:30 pm, September 24, 2025. Participants
should try to sign in prior to the 5:30 pm meeting start time, if possible. For public comments, the
Chair will ask participants to click the “Raise Hand” button to indicate you would like to speak at
that time. Staff will moderate the Teams session to ensure all participants have an opportunity
to address the Board.
To participate:
• Use a laptop, computer, or internet-enabled smartphone. (Using earphones with a
microphone will greatly improve your audio).
• You need to have access to the internet.
• Keep yourself on muted status.
Documents to Share: If residents wish to share a document or presentation, the staff liaison
needs to receive those materials via email by 24 hours before the meeting.
Individuals uncomfortable attending in person or unable to access the Microsoft Teams platform
are encouraged to participate by emailing general public comments to lewilliams@fcgov.com.
The staff liaison will ensure the Boards or Commissions receives your comments. If you have
specific comments on any of the discussion items scheduled, please make that clear in the
subject line of the email and send 24 hours prior to the meeting.

o Rolland Moore Tennis Complex & Renovation –refining preferred designs
o Landings Park – Open House Sept 30th
o SCCP Splashpad pump controls and restroom expansion –90% CD’s in
review
o Twin Silo playground repairs – installation completed
o Rolland Moore basketball parking lot lighting- out to bid
Development Review
o Willox Farms – finalizing easement agreement for electric through Soft
Gold Park
o Coordination with Johnson Dr. apartments on stormwater outfall through
Creekside Park
o Xcel substation site restoration installed at Whitewater Park
Trails
o Siphon overpass – construction paused until bridge fabricated and
installed
o Harmony Underpass – Engineering rebidding project
o Fossil Creek Trail spur to Venus Dr – approval of project from Natural
Areas & notice of alignment approved
Parks
o Tailwinds Park (aka Schoolside Park) – Construction nearing completion
o Neighborhood Park off Sykes Dr. – Open House held on Sept 10 & online
engagement until Sept 24
o Twin Silo V-bridge was replaced in the playground by contractors
Urban Forestry Tree Policy updates
o In both Municipal and Land Use Code updates
o Staff attended a Council work session on August 26
o Policy additions and updates discussed include:

Establish Commercial Tree Removal Permit – to help address
removal of large trees outside the development review process
(Municipal Code and LUC)
Enhanced measures for tree protection during construction (LUC)
3-year establishment period for Street Trees (LUC)
Expand the exemptions for tree mitigation to include Russian-olive,
ash, and Siberian elm species under 11” (LUC)
Update tree mitigation policies for commercial development: Tree
Mitigation by size, with reductions for trees saved (LUC)
o Next Steps:
Feedback loop with Development Community on modifications
based on feedback received to-date
Planning and Zoning Commission October 11 and 16
