CALL TO ORDER: 3:37 PM 2. ROLL CALL a) Board Members Present – Natalie Barnes, Kathy Bauer, Myra Powers, Renee Sherman, Heidi Shuff and Christopher Staten b) Board Members Absent – Nancy Zola c) Staff Members Present – Ellen Martin, Liz Good, Libby Colbert d) Guests – None present 3. AGENDA REVIEW 4. PUBLIC PARTICIPATION 5. APPROVAL OF MINUTES, July 16, 2025 Ms. Powers moved approval of the minutes Ms. Sherman seconded. Unanimously approved. 6. NEW BUSINESS a) TRANSFORMER CABINET MURAL REVIEW Ms. Martin presented designs by Diane Findley and Larry Tucci. Diane will paint a cabinet that is a replacement for one previously painted at 132 Laporte Ave that has been moved to another location. As part of ongoing maintenance, she will also repair her existing murals on nearby cabinets. Larry has worked with PSD Global Academy students and teacher Molly Babcock on a cabinet near their school. His final design was presented for approval. Ms. Powers moved approval of Tucci and Findley’s Transformer Cabinet Murals. Ms. Shuff seconded. Unanimously approved. b) 2026 TRANSFORMER CABINET CALL TO ARTISTS Ms. Martin presented the updated call for 2026 in response to earlier discussions to allow more emerging artists to paint Transformer Cabinet Murals. In celebration of 20 years since the completion of the first murals in Tenney Court , the 2026 call will only be open to artists who haven’t painted a Transformer Cabinet Mural for the program. We will not solicit for artists for the Neighborhood Transformer Cabinet Mural Project in 2026, but can use the Artist Consultant List ART IN PUBLIC PLACES REGULAR MEETING 8/27 /20 2 5 – MINUTES Page 2 if an opportunity arises. There was discussion about promoting the call and the anniversary of the cabinet mural program. Ms. Shuff moved to approve the Transformer Cabinet RFQ with the revisions as discussed Ms. Barnes seconded. Unanimously approved. c) 30TH ANNIVERSARY CABINET MURAL Ms. Martin shared an update about the Transformer Cabinet Mural by Chris Bates. It was approved at the July meeting and staff said they would share updates. Staff has reviewed the City’s copyright for the projects included and has requested swapping out some. However, a key change is that Chris Bates will be painting everything on the mural with an email notifying the included artists. Artists with featured work will be credited on a special label. The design will also be updated to highlight the anniversary with the number “30” street facing. Chris also has received an extension to compete the mural later than usual because of the extended process and Chris’s existing travel plans. d) SOUTHEAST COMMUNITY CENTER SUBMISSION REVIEW Ms. Martin shared that these are the six finalists that will be interviewed by the project team. The project team was clarified to include Library District, Recreation, Op Services, Outside Design Teams. Staff will share updates and details as the project develops. Ms. Powers moved to accept the 6 artists as presented for the Southeast Community Center project to move forward to interviews. Ms. Sherman seconded. Unanimously approved. 7. STAFF REPORT Ms. Martin shared the highlights. The full report will be emailed to the Board. 8. OTHER BUSINESS Ms. Colbert shared about a community member stopping a cabinet mural artist to share how excited they were that we have projects like that in the City. Ms. Good shared about the upcoming Creative Foundation Workshops, details will be emailed. Ms. Bauer brought up a discussion about the CSU digital signage. 9. ADJOURNMENT 4:33 PM Minutes approved by the chair and a vote of the Board/Commission on XX/XX/XX MONTHLY UPDATES: 215 MASON LOBBY: Artist Rafe Ropek has been contacted and is interested in working on the remodeling project that will affect his APP project currently in the space. ASPHALT ART, Canyon Magnolia Sherwood: This is a FC Moves project with support from APP. Maintenance and design updates are scheduled for the fall. Contracts are completed. CENTER FOR CREATIVITY, 200 Mathews St.: Artist Noelle Miller was selected from the Artist Consultant List to paint the cooling tower mural. Her design was presented today. She should start painting in early October. COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team selected Mark Leichliter from the Design Consultant List. This project is under contract and currently is in fabrication. COLLEGE AVE. AND TRILBY INTERSECTION: The project team will select an artist from the pre-approved list. ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper presented her design to the board and the project was approved. This project is under contract and in fabrication. Installation has been delayed to October. I-25 AND PROSPECT INTERCHANGE: Artist Stephen Shachtman was selected for this project and it has been approved by the Board and City Council. This project is under contract and in fabrication. Installation was delayed, but is now set for before the end of the year. LAPORTE AVE MULTIMODAL, Laporte Ave. between Fishback Ave. and Sunset St.: Artist James Lynxwiler is currently meeting with the project team and developing art for the project. MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist within a 75-mile radius of Fort Collins. There will be different phases to this project. OAK STREET STORMWATER IMPROVEMENTS, Oak Street from Jackson Ave. to Mason St.: Artist Mark Aeling was selected for this project. This project has been approved by the Board and Council. We are currently sharing information on the project website and newsletter, and working on a contract. PEDESTRIAN PAVER PROJECT: APP staff is developing the digital files for the 2024 and 2025 designs. The 2023 pavers are in being installed. C I T Y O F F O R T C O L L I N S Art in Public Places Program Staff Report — September 17, 2025 Installation of artwork by Gregory Fields at Tailwinds Park (formerly Schoolside Park). Gregory is shown right with Park Planning project manager Jennifer Torrey. PIANOS ABOUT TOWN PROJECT: Artist Ben Hatcher started his mural today and will be painting through October 6. His corgi-themed mural will be featured during the Tour de Corgi on October 4 and he will be a judge for the costume contest. POWER TRAIL AND HARMONY CROSSING, Harmony Road between McMurry Ave. and Timberline Rd.: Artist Todd Kundla was selected for this project. The final design was approved by the Board and Council. The project is under contract and in fabrication. Art installation has been postponed until 2026. TAILWINDS PARK (FORMERLY BACON & SCHOOLSIDE PARK), Timberline Rd, near Bacon Elementary: Artist Gregory Fields was selected for this project. The artwork has been installed and there will be a ribbon cutting on October 9, 4-5 p.m. TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the pre-approved list. SOUTHEAST COMMUNITY CENTER, adjacent to Fossil Ridge High School and north of Twin Silo Community Park: Six finalists were selected and will be interviewed soon. SOUTHRIDGE GREENS NEIGHBORHOOD BRIDGE MURALS, Front Nine Drive and Fairway 6 Drive: The project will be discussed today. STORM DRAIN MURALS, Lady Moon at Big Dipper Dr. and Kechter Rd.: Artists Mary Stevens and Werner Schreiber will be painted murals as part of the Open Streets event on September 14. TRANSFORMER CABINET MURAL PROJECT: The 2025 murals have been approved and are being painted. TRANSFORMER CABINET MURAL PROJECT — AMELIA CARUSO: Amelia is currently working to paint a mural on the site of one of the first cabinet murals in Tenney Alley. UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Allie Ogg has finalized her four story panels and presented to the Utility team. Allie continues to work on additional illustrations for Utilities. WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter is currently meeting with the project team and developing art for the project. WILLOW STREET, Willow from Linden to Lincoln and Lincoln from Willow to Riverside: Staff will issue an RFQ for a Colorado artist. This project is on hold. OTHER BUSINESS: THE LINCOLN CENTER GALLERY CURRENTLY IS SHOWING 2025 ART IN PUBLIC PLACES ARTISTS THROUGH OCTOBER 17. THERE WILL BE A RECEPTION FRIDAY, OCTOBER 10, 5:30– 7:30 PM WITH AN ARTIST PANEL FROM 6:30— 7:30 PM UPOMING MEETING OCTOBER 15 Chelsea Ermer painting her Neighborhood Transformer Cabinet Mural with help from Habitat for Humanity volunteers.
