Online Public Participation:
The meeting will be available to join beginning at 5:00 pm, July 23, 2025. Participants should
try to sign in prior to the 5:00 pm meeting start time, if possible. For public comments, the Chair
will ask participants to click the “Raise Hand” button to indicate you would like to speak at that
time. Staff will moderate the Teams session to ensure all participants have an opportunity to
address the Board or Commission.
To participate:
•Use a laptop, computer, or internet-enabled smartphone. (Using earphones with a
microphone will greatly improve your audio).
•You need to have access to the internet.
•Keep yourself on muted status.

1.CALL TO ORDER
Chair Gallichotte called the meeting to order at 5:04 PM.
2.ROLL CALL
•Board Members Present – Jebrail Dempsey, Emily (Fitz) Fitzmeyer, Emily
Gallichotte, Jamie Ridgeway, Julie Trone
•Board Members Absent – Gina Maez, Kendall Stephenson
•City of Fort Collins Staff– Rachel Owens
3.AGENDA REVIEW
•No changes.
4.PUBLIC PARTICIPATION
•Aeran L.- Working with Fitzmeyer and Ridgeway on a "Know Your Rights"
document and list of health care provider resources.
•Ira-Working with Aeran on a questionnaire for trans community feedback
5.APPROVAL OF MINUTES
•Emily Gallichotte made a motion to approve the minutes of the May 21,
2025 meeting.
•Julie Trone seconded the motion.
•Motion passed

6.BOARD UPDATES
•Speaker: Reggie Johnson
o Reggie Johnson, president of PFLAG presented on PFLAG and
transgender advocacy.
•City Code updates
Redd working with City Manager's Office to update our name
•RCV at Super Issues meeting
Gallichotte got approval from Davina Lu to include slides for the
super issues meeting on August 11th. Will review slides at July
meeting.
•Colorado legislative bills update
Gallichotte went over how a bill becomes law
Trone highlighted bills relavent to the board

7.NEW BUSINESS
•Recap Boards & Commissions Joint Meeting
Gallichotte will share meeting notes with WGEAB
Finding collaborative opportunities across boards
•Gender Neutral Bathrooms Update
Board will begin compiling a list of downtown businesses that have gender
neutral/accessible bathrooms
Rachel will work with City Manager's Office and Equity Office to get a map of
CoFC gender neutral/accessible
•Review 2025 Work Plan
Gallichotte will send out updated work plan
•Review City Council’s Calendar
City Council’s Planning Calendar was reviewed and disc ussed for the
Board’s opportunities of attendance and participation.

•Board proposed being able to ask board focused questions to the mayoral
candidates
