Ms. Sherman pointed out that Ms. Barnes’ name was listed incorrectly in a
motion. This will be corrected on the final version
Ms. Barnes moved to approve the minutes
Ms. Sherman seconded.
Unanimously approved.
7. NEW BUSINESS
a) ARTIST CONSULTANT LIST REVIEW
Ms. Martin thanked the board for their work in reviewing the submissions. This
was formerly the Design Consultant List. She noted that it is a preapproved list
and that acceptance doesn’t guarantee the artists will be hired for a project.
There was a large gap before the lowest scored applicants.
Ms. Zola moved we accept the top 16 for inclusion on the Artist List
Ms. Sherman seconded.
Unanimously approved.
b) ASPHALT ART PRESENTATION
Ms. Martin shared information about this FC Moves project. As it is art on City
property, the design must be approved by the APP Board. After the mural was
installed in 2024 the Arapahoe tribal community shared that the feather imagery

used on the ground is seen as disrespectful. The City’s equity office worked with
the decedents of Chief Friday (who was represented in the mural by the
feathers). They suggested redesigning the feather elements to include nature
imagery and native symbolism. The artist, Jess Bean, created a redesign that
changes the feathers into fish with the Arapahoe symbol for fish as their fins. FC
Moves will also be creating an interpretive sign with information about the history
of native tribes in the area and the artist’s statement. FC Moves is responsible
for the accuracy of the historical references on the signage, which is still being
developed. FC Moves is responsible for the accuracy of the Arapaho imagery on
the trout.
Ms. Barnes moved to approve the redesign.
Mr. Staten seconded.
Unanimously approved.
c) APP CONFERENCE
Ms. Good presented highlights from the Americans for the Arts AFTACON in
Cincinnati.
d) 30TH ANNIVERSARY DISCUSSION
Ms. Martin shared updates on the APP celebration. She shared the design of T-
shirts and asked the board to send Ms. Good their sizes for shirts. Other updates
included: Art exhibits sharing additional work by the artists creating projects for
APP this year are planned for the Center for Creativity and The Lincoln Center.
Highlighting past projects on our Instagram account (@focoart) and video
interviews with artists.
e) TRANSFORMER CABINET DISCUSSION
Ms. Martin brought a discussion to the table regarding previous discussions
about how to attract and select new artists. She noted that 2026 is the 20th
anniversary of the first cabinet being painted and suggested making 2026 a
special year to only solicit new artists that haven’t painted a cabinet before. She
is suggesting this as a one-year test and to then reevaluate. The Board was
supportive of the idea. Staff will bring a call for the Board to review at a future
meeting.
8. STAFF REPORT
Ms. Martin shared the highlights. The full report will be emailed to the Board.
9. OTHER BUSINESS
Ms. Zola asked about the final version of the APP/CuRB Board merger

ordinance. She noted typos in the version that was sent to the Board, particularly
saying both 7- and 9-member board. Board members shared their concern with
the process, specifically the fast timeline and lack of additional information. Ms.
Donaldson shared her knowledge including that both boards will be dissolved,
and current members need to reapply. She said the decision to combine was
about city resources and not a performance review. She shared that the new
Board won’t be reviewing Fort Fund grant applications and that staff is looking
for ways to improve processes for APP selection. Ms. Donaldson asked for the
conversation to be added to the agenda for the next APP Board Meeting. Ms.
Bauer wanted to confirm that staff won’t be losing their jobs. The Board
reiterated that a larger group needs to review APP projects.

MONTHLY UPDATES:
215 MASON LOBBY: Artist Rafe Ropek has been contacted and is interested in working on the remodeling
project that will affect his APP project currently in the space.
ASPHALT ART, Canyon Magnolia Sherwood: This is a FC Moves project with support from APP. Maintenance and
design updates are scheduled for the fall. Staff is currently helping to contract with the artist, Jess Bean.
CENTER FOR CREATIVITY, 200 Mathews St.: We are currently developing the budget and the project team will
select an artist from the preapproved list for the cooling tower mural.
COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team selected Mark
Leichliter from the Design Consultant List. This project is under contract and currently is in fabrication.
COLLEGE AVE. AND TRILBY INTERSECTION: The project team will select an artist from the pre-approved list.
ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper
presented her design to the board and the project was approved. This project is under contract and in
fabrication.
I-25 AND PROSPECT INTERCHANGE: Artist Stephen Shachtman was selected for this project and it has been
approved by the Board and City Council. This project is under contract and in fabrication.
LAPORTE AVE MULTIMODAL, Laporte Ave. between Fishback Ave. and Sunset St.: The project team selected
James Lynxwiler from the Design Consultant List. The team will begin meeting with him shortly.
MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist
within a 75-mile radius of Fort Collins. There will be different phases to this project.
NORTHSIDE AZTLAN COMMUNITY CENTER CHILDCARE, 112 E. Willow: The project team selected artist Gale
Whitman. The vinyl window clings are installed and Gale is close to completing her mural. See image above.
OAK STREET STORMWATER IMPROVEMENTS, Oak Street from Jackson Ave. to Mason St.: Artist Mark Aeling
was selected for this project. This project has been approved by the Board and Council. We are currently sharing
information on the project website and newsletter, and working on a contract.

Gale Whitman’s mural in progress at the Northside Aztlan Community Center
PEDESTRIAN PAVER PROJECT: APP staff completing paperwork for 2025 designs and developing the digital
files for the 2024 designs. The 2023 pavers are in fabrication.
PIANOS ABOUT TOWN PROJECT: Artist Chloe Cochran started her mural today and will be painting through
August 4.
POWER TRAIL AND HARMONY CROSSING, Harmony Road between McMurry Ave. and Timberline Rd.: Artist
Todd Kundla was selected for this project. The final design was approved by the Board and Council. The project
is under contract and in fabrication.
SCHOOLSIDE PARK (FORMERLY BACON PARK), Timberline Rd, near Bacon Elementary: Artist Gregory Fields
was selected for this project. The final design was approved by the Board and City Council. The project is under
contract and in fabrication.
TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the pre-approved list.
SOUTHEAST COMMUNITY CENTER, adjacent to Fossil Ridge High School and north of Twin Silo Community Park:
Staff issued an RFQ for a National artist on CAFE.
SOUTHRIDGE GREENS NEIGHBORHOOD BRIDGE MURALS, Front Nine Drive and Fairway 6 Drive: The project
team will select an artist from the pre-approved list.
TRANSFORMER CABINET MURAL PROJECT: The 2025 have been selected. Designs were presented today.
TRANSFORMER CABINET MURAL PROJECT — AMELIA CARUSO: Amelia is currently working to paint a mural on
the site of one of the first cabinet murals in Tenney Alley.
UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM,
location to be determined: Allie Ogg has finalized her
four story panels and presented to the Utility team. Allie
continues to work on additional illustrations for Utilities.
WEST ELIZABETH, between Shields St. and Overland
Trail: Artist Mark Leichliter is currently meeting with the
project team and developing art for the project.
WILLOW STREET, Willow from Linden to Lincoln and
Lincoln from Willow to Riverside: Staff will issue an RFQ
for a Colorado artist.
