Approval of Minutes: Copies of the draft minutes of the Regular May meeting is attached for the Board’s approval. Approval of minutes requires a formal motion and vote by the Board. 3. Hybrid meetings: 2025 meetings will be hybrid. PRESENTATION/DISCUSSION: 1. BOB 25 PROPOSAL, STEFANIE AND BOARD (30 MINUTES) Joe Rowan presented a proposal supported by the Chamber of Commerce and others to increase the housing portion of the sales tax revenue generated by a proposed Community Capital Improvement Program at the May meeting. The Board wished to continue the conversation about this proposal. · Board Action: Decide whether to advise City Council on Chamber’s Proposal 2. COMPETITIVE PROCESS DEBRIEF, STEFANIE AND BOARD (45 MINUTES) Unfortunately, Adam Molzer has a conflict and will need to come to another Affordable Housing Board meeting. The Board will use this time to provide feedback on this year’s process and suggest improvements. These thoughts can be shared with Adam. · Board Action – Discussion and possible recommendation 3. PUBLIC PARTICIPATION a. Joe Rowan a consultant with the Fort Collins Chamber of Commerce, shared information on the Chamber’s interest in affordable housing. With the upcoming renewal of the Capital Improvements plan, they are proposing BOB25 be part of .25 sales tax renewal, the city is considering asking the residents for. They suggest that $25 million of what is expected to be $110 million initiative be devoted to housing. The current City staff proposed amount is $10 million for housing. b. Lisa Cunningham shared information on the Yes in God’s Back Yard (YIGBY) legislation currently in process – Also shared that the League of Women Voters held a successful meeting last week. 5. APPROVAL OF MINUTES – March 26 Joint Meeting with the Human Services and Housing Funding Board (HSHFB) and the April 3 Regular meeting. John Singleton motioned to approve the March 26 Joint Meeting Minutes and the April 3 Affordable Housing Board Regular Meeting Minutes. Claire Bouchard seconded. Approved 6-0. Bob Pawlikowski abstained. 6. NEW BUSINESS – a. Private Activity Bonds • Two applications have been received seeking assignment of the City’s 2025 allocation of Private Activity Bond allocation from the Internal Revenue Service (IRS) via the State. The PAB Committee met and recommended providing bond capacity to one of the applicants. This recommendation will be forwarded to City Council. The Board is asked to provide feedback on the committee’s recommendation. • Sue provided a presentation on Private Activity Bonds and related processes to educate new board members and guests. • Liz inquired why a Thornton organization applied. Sue explained that it is due to scarcity, and projects can apply for bonds from anywhere in the state. She shared an example of Housing Catalyst utilizing Weld County bonds for Fort Collins projects in the past. John Singleton motioned that the Board support the Private Activity Bond Committee’s recommendation. Stefanie Berganini seconded. Bob Pawlikowski abstained. b. Competitive Process Discussion The Board’s discussion included the following: • Role of the Affordable Housing Board in the competitive process. • Adam Molzer will be joining the next AHB meeting • Possible recommendation to Council to amend HSHF ranking • A robust discussion, including disagreement, surrounding the suggested ranking from the AHB and the outcome of the HSHF Board’s deliberation meetings & funding recommendations. • Whether or not the AHB should communicate with City Council regarding the process and improvements thereto. John Singleton motioned that the local policy committee take the opportunity to draft a letter relating to process and priorities prior to the next meeting to circulate for feedback from the rest of the board in order to sign-off in the June meeting. Liz seconded. Approved 7-0. c. AHB One Pager • Stefanie compiled input from Board members in the 2025 draft included in the meeting packet documents. • Bob presented the draft for any additional discussion or amendments. John Singleton moved to approve the 2025 Affordable Housing Board Key Priorities One-Pager as written. Claire Bouchard seconded. Approved 7-0. d. Priority Committee Reports • The Board has authorized work through committees as follows: • Knowledge Repository; Initial Tile Content • Outreach, Education and Partnerships • The AHB Key Priority Flyer – 2024 and 2025 versions included in meeting packet documents. • Council and Local Legislative Support; and • Equity and Justice in Affordable Housing • Jorja shared an update on Colorado’s first Basic Needs Summit at the CSU Spurs Campus. 13 different universities were represented. There was a collaborative planning session that compiled a report detailing topics covered. • Claire: informed the Board that next month she will be visiting the Planning and Zoning Commission. Meeting Logistics for July 3 • The board discussed the July 3rd meeting date being close to the federal holiday and whether or not to cancel or reschedule. This 10-year ¼-cent sales tax is intended to fund public projects that might not otherwise be possible through the general fund budget. Building on Basics 2025, or BOB25 for short, is expected to generate $11M per year (in 2025 dollars), or approximately $110M over the life of the tax. As diminishing housing affordability is one of, if not the, primary issue consistently identified by residents, the BOB25 Housing Investment Fund (the “Fund”) is offered as a meaningful response. Key elements include: • Allocate $5M annually (2026-2031) for a total investment of $25M • The Fund will support two programs: o $5M deposited into a revolving loan fund o $20M invested directly into qualified projects • Revolving loan fund to be administered by a community development financial institution capable of attracting additional capital from outside sources • Direct investments are primarily in the form of grant capital with affordability/occupancy requirements extended in perpetuity • Qualified projects include: o Owner-occupied housing serving households up to 120% AMI o Rental housing serving households up to 100% AMI o New construction, preservation of naturally occurring affordable housing, and land for future development • Promote smaller format and niche housing types not readily available within the market • Incentivize infill and redevelopment within commercial corridors and centers • Empower City staff and developers to identify process improvements, code revisions, and align departments in the common purpose of removing barriers to all residential development • Reduced impact fees for housing that advances the 15-minute city concept • Reduced water supply requirements for housing that demonstrates a reduced long-term consumption pattern • Cumulative capacity/height bonuses for housing that meets affordability targets and/or 15-minute city objectives April 7, 2025 BOB25 Preferred Project List The current roster and brief description of community projects under consideration for inclusion within the renewed sales tax can be found HERE. With a total estimated value of $160M, the list will require adjustments to reach the anticipated 10-year tax revenue of $110M. The Fort Collins Area Chamber of Commerce proposes the following projects for Council consideration. • Housing Investment Fund $25M • Bicycle Infrastructure & Overpass/Underpass Program $20M • Arterial Street Improvements $18M • Pedestrian Sidewalk Program $16M • Mulberry Pool $10M • Downtown Parks Shop $7.9M • Downtown Trolley Building Renovation $6.8M • Inflation Contingency $6.3M Total Project List $110M
