Online Public Participation:
The meeting will be available to join beginning at 5:00 pm, April 23, 2025. Participants should
try to sign in prior to the 5:00 pm meeting start time, if possible. For public comments, the Chair
will ask participants to click the “Raise Hand” button to indicate you would like to speak at that
time. Staff will moderate the Teams session to ensure all participants have an opportunity to
address the Board or Commission.
To participate:
• Use a laptop, computer, or internet-enabled smartphone. (Using earphones with a
microphone will greatly improve your audio).
• You need to have access to the internet.
• Keep yourself on muted status.

1. CALL TO ORDER
Chair Gallichotte called the meeting to order at 5:02 PM.
2. ROLL CALL
• Board Members Present – Jebrail Dempsey, Emily (Fitz) Fitzmeyer, Emily
Gallichotte, Jamie Ridgeway, Kendall Stephenson, Julie Trone
• Board Members Absent – Gina Maez
• City of Fort Collins Staff– Kayla (Redd)
3. AGENDA REVIEW
• No changes.
4. PUBLIC PARTICIPATION
• A member of the public introduced themselves and shared that they were listening
in for a Gender Studies project at Colorado State University.
5. APPROVAL OF MINUTES
• Julie Trone made a motion to approve the minutes of the January 22nd, 2025
meeting.
• Fitz Fitzmeyer seconded the motion.
• Motion passed

6. BOARD UPDATES
• New member of WGEAB
o Jamie Ridgeway introduced herself to the Board.
• Position statements on State legislation (SB25-003 & SB25-129)
o Gallichotte and Trone prepared draft language to recommend review and
support for SB25-003 and SB25-129. The Board reviewed and voted on
the two recommendations.
o Jebrail Dempsey made a motion to approve the memo to the LRC
regarding SB25-003 and SB25-129.
o Fitz Fitzmeyer seconded the motion.

• Sexual Assault Awareness proclamation
o SAVA will read the Sexual Assault Awareness Proclamation that the
Board prepared on April 1st.
• Other updates
o No other updates were discussed.
7. NEW BUSINESS
• City Council 101 Presentation
Emily Gallichotte presented on City Council 101 for the Board.
• Review 2025 Work Plan
Gallichotte and Fitzmeyer prepared language regarding gender-inclusive
language in the City Charter for Council to review. The Board reviewed and
voted on the memo.
Emily Gallichotte made a motion to approve the minutes of the January 22nd,
2025 meeting.
Julie Trone seconded the motion.
Motion passed

• Work Plan Goal 3, Bullet 3 discussion
Kendall shared his work on Goal 3, Bullet 3 of the 2025 Work Plan.
• Review City Council’s Calendar
o City Council’s Planning Calendar was reviewed and discussed for the
Board’s opportunities of attendance and participation.
