5. APPROVAL OF MINUTES, December 18, 2024
Ms. Shuff moved to approve the December 18, 2024 Minutes
Ms. Zola seconded.
Unanimously approved.
6. NEW BUSINESS
a) DEACCESSION REVIEW
i. Bobcat Ridge Front Entry
Ms. Martin presented the project. In addition to sculptural elements at Bobcat
Ridge Natural Area, artist Robert Tully helped design the front entryway and
installed sandstone boulders with fieldstone masonry next to the gate and
provided a template for the signage. In 2024, the peeled l og arch had
deteriorated and needed to be removed for safety concerns. The stone bases
were also removed and deaccessioned following the APP Deaccession Policy.
ii. Spring Canyon Community Park Wood Carvings
Ms. Martin presented the project. Chainsaw sculptor, Ken Davis, turned two
tree stumps in Spring Canyon Park into Mama's Watching sculptures. Recently,
one tree fell over and the other had to be cut down for safety reasons. The
artwork has been deaccessioned following the APP Deaccession Policy.
Ms. Powers moved the deaccession of Bobcat Ridge front entry and Spring
Canyon Community Park wood carvings
Ms. Sherman seconded.
Unanimously approved.

b) LAPORTE AVE. MULTIMODAL — TAFT HILL RD. TO SUNSET ST.
Ms. Martin presented an update to the project, which is the second phase of
work on Laporte Ave. The APP Project for the first phase was the Laporte
Bridges by James Lynxwiler. When this phase initially was presented, it was
thought that it would have a larger budget, so the APP Board recommend it go to
an open call. Due to the current small budget staff is recommending selecting an
artist from the Artist Consultant List.
Ms. Shuff moved that we move forward with the preapproved list for the Laporte
Ave. Multimodal Project.
Ms. Zola seconded.
Unanimously approved.
c) 2024 ANNUAL REPORT DRAFT
Ms. Martin shared the draft of the Annual Report presented at the last meeting. It
needs final approval to go to City Council. The Board asked to add Pedestrian
Pavers to the “Snapshot” section and said it looked amazing.
Ms. Zola moved to accept the 2024 Art in Public Places with additional bullet
point.
Ms. Shuff seconded.
Unanimously approved.
8. OTHER BUSINESS
The Board discussed if the upcoming tariffs might affect artist budgets. Ms.
Martin shared that most budgets have a contingency for the unexpected costs
and artists may have the opportunity to scale back if necessary. It was also
discussed that Federal Funding is typically restricted from APP. Ms. Sherman
shared about being part of the Northern Colorado Airport artist selection process
and the appreciation it gave her for the Fort Collins selection process. Staff will
share the final decision on the artist/artwork selected. Ms. Good shared about
the new exhibit at The Lincoln Center
