CALL TO ORDER: 3:33 PM 2. AGENDA REVIEW 4. PUBLIC PARTICIPATION 5. APPROVAL OF MINUTES, December 18, 2024 Ms. Shuff moved the December 18, 2024 Minutes Ms. Zola seconded. Unanimously approved. 6. NEW BUSINESS a) DEACCESSION REVIEW i. Bobcat Ridge Front Entry Ms. Martin presented the project. In addition to sculptural elements at Bobcat Ridge Natural Area, artist Robert Tully helped design the front entryway and installed sandstone boulders with fieldstone masonry next to the gate and provided a template for the signage. In 2024, the peeled log arch had deteriorated and needed to be removed for safety concerns. The stone bases were also removed and deaccessioned following the APP Deaccession Policy. ii. Spring Canyon Community Park Wood Carvings Ms. Martin presented the project. Chainsaw sculptor, Ken Davis, turned two tree stumps in Spring Canyon Park into Mama's Watching sculptures. Recently, one tree fell over and the other had to be cut down for safety reasons. The artwork has been deaccessioned following the APP Deaccession Policy. Ms. Powers moved the deaccession of Bobcat Ridge front entry and Spring Canyon Community Park wood carvings Ms. Sherman seconded. Unanimously approved. ART IN PUBLIC PLACES REGULAR MEETING 2 /19/202 4 – MINUTES Page 2 b) LAPORTE AVE. MULTIMODAL — TAFT HILL RD. TO SUNSET ST. Ms. Martin presented an update to the project, which is the second phase of work on Laporte Ave. The APP Project for the first phase was the Laporte Bridges by James Lynxwiler. When this phase initially was presented, it was thought that it would have a larger budget, so the APP Board recommend it go to an open call. Due to the current small budget staff is recommending selecting an artist from the Artist Consultant List. Ms. Shuff moved that we move forward with the preapproved list for the Laporte Ave. Multimodal Project. Ms. Zola seconded. Unanimously approved. c) 2024 ANNUAL REPORT DRAFT Ms. Martin shared the draft of the Annual Report presented at the last meeting. It needs final approval to go to City Council. The Board asked to add Pedestrian Pavers to the “Snapshot” section and said it looked amazing. Ms. Zola moved to accept the 2024 Art in Public Places with additional bullet point. Ms. Shuff seconded. Unanimously approved. 8. OTHER BUSINESS The Board discussed if the upcoming tariffs might affect artist budgets. Ms. Martin shared that most budgets have a contingency for the unexpected costs and artists may have the opportunity to scale back if necessary. It was also discussed that Federal Funding is typically restricted from APP. Ms. Sherman shared about being part of the Northern Colorado Airport artist selection process and the appreciation it gave her for the Fort Collins selection process. Staff will share the final decision on the artist/artwork selected. Ms. Good shared about the new exhibit at The Lincoln Center 9. ADJOURNMENT 4:25 PM Minutes approved by the chair and a vote of the Board/Commission on XX/XX/XX MONTHLY UPDATES: 215 MASON LOBBY: Artist Rafe Ropek has been contacted and is interested in working on the remodeling project that will affect his APP project currently in the space. CENTER FOR CREATIVITY (FORMERLY THE CARNEGIE CENTER FOR CREATIVITY), 200 Mathews St.: The cooling tower mural is currently on hold. COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team selected Mark Leichliter from the Design Consultant List. This project is under contract and currently is in fabrication. COLLEGE AVE. AND TRILBY INTERSECTION: The project team will select an artist from the Design Consultant List. ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper presented her design to the board and the project was approved. This project is under contract and in fabrication. I-25 AND PROSPECT INTERCHANGE: Artist Stephen Shachtman was selected for this project and it has been approved by the Board and City Council. This project is under contract and in fabrication. LAPORTE AVE MULTIMODAL, Laporte Ave. between Fishback Ave. and Sunset St.: Staff will work with the Project Team to select an artist from the pre-approved list. MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist within a 75-mile radius of Fort Collins. There will be different phases to this project. NORTHSIDE AZTLAN COMMUNITY CENTER CHILDCARE, 112 E. Willow: The project team has selected artist Gale Whitman. Gale presented at this meeting. OAK STREET STORMWATER IMPROVEMENTS, Oak Street from Jackson Ave. to Mason St.: Artist Mark Aeling was selected for this project and is meeting with the team to develop the art for the site. This project has been approved by the Board and Council. We are currently sharing information on the project website and newsletter and working on a contract. C I T Y O F F O R T C O L L I N S Art in Public Places Program Staff Report — March, 2025 The Pianos About Town piano back exhibit at The Center for Creativity Cut metal pieces for Mark Leichliter’s College Ave. Signals Project PEDESTRIAN PAVER PROJECT: APP staff is developing the digital files for the 2024 designs. The 2023 pavers are in fabrication. The Call for Proposals is out for 2025. The deadline is April 1. PIANOS ABOUT TOWN PROJECT: The Call for Proposals is out for 2025. The finalists were presented today. POWER TRAIL AND HARMONY CROSSING, Harmony Road between McMurry Ave. and Timberline Rd.: Artist Todd Kundla has been meeting with the project team. The final design was approved by the Board and Council. This project is under contract and in fabrication. SCHOOLSIDE PARK (FORMERLY BACON PARK), Timberline Rd, near Bacon Elementary: Artist Gregory Fields was selected for this project. The final design was approved by the Board. This project will go to City Council for approval in April. STREAM REHABILITATION, Mail and Fossil Creek Confluence and Spring Creek at Edora Park: Andy Dufford and his team have installed the artwork and will install the signage shortly. TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the Design Consultant List. TRANSFORMER CABINET MURAL PROJECT: The 2025 Call for Artists is being advertised. TRANSFORMER CABINET MURAL PROJECT– AMELIA CARUSO: Amelia is currently working to paint a mural on the site of one of the first cabinet murals in Tenney Alley. UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Allie Ogg has finalized her four story panels and presented to the Utility team. Allie continues to work on additional illustrations for Utilities. WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter is currently meeting with the project team and developing art for the project.
