The meeting will be available to join beginning at 11:45 am, March 14, 2025. Participants
should try to sign in prior to the 12:00 pm meeting start time, if possible. No public comments
are allowed at the Work Session. If you’d like to make a public comment, you may participate
at the Regular Hearing, March 26, 2025.

• Potential Direction for Change of Use Process updates:
1.Graduated Approach concept: Required upgrades are limited to a percentage of the cost of the project
and/or applied over time.
2.Reduce the amount of change of use applications required:Consider capturing improvements or
enhancements when a site is fully redeveloping. If no site changes are occurring or intensity of the site is
not greatly increasing, consider not requiring upgrades. Assumes sites will eventually achieve total
redevelopment in the future.
3.Improvement Plan concept: Developing improvement plans that can be implemented in steps or
phases while allowing short-term change of uses to continue occurring on a frequent basis.
Relates to Guiding Principle:Improve predictability of the Land Use Code, especially to support small
business owners.
Next Step: Continue refining and seeking feedback on potential options.

Re: March 2025 Public Engagement Update
The purpose of this memo is to provide the Commission a monthly review of staff efforts to engage the public
in Development Review as well as preview upcoming work of interest.

Project team: Co-led by Jill Baty and Shawna VanZee, with Sharon Appell, Brandy Bethurem Harras, Rob
Bianchetto, Seth Goldstein, Janelle Guidarelli, Em Myler, Katelyn Puga, Kristie Raymond and Kayla Redd.
Background:
In 2022, staff conducted analysis of the Planner on Duty and Zoner on Duty email inboxes to determine the
most frequent questions and requests. The analysis determined that our web pages may not successfully
describe to the public what Planning, Zoning and Development Services staff do or help them help
themselves. The analysis also produced a list of the top inquiries from both inboxes. Based on this project,
staff created some goals to update our website to better support customer service.
Project goals:
1. Information our customers want is available on the web in an accessible format.
2. Our customers can find their information within 3 clicks of landing anywhere on our website.
3. Increase readability by providing less information on each individual page.
Action Steps:
1. Creating a pillar and cluster organization model for Planning, Development Review and Zoning web
pages. Here is a conceptual example of the pillar and cluster model of website architecture:

i. One of these pages now reaches more than 400 customers per month. This serves our
customers well and greatly reduces staff time spent answering simple questions.
c. Development Review 25 new pages
i. One of these pages now reaches reach around 100 customers per month. This serves
our customers well and greatly reduces staff time spent answering somewhat
complex, but repeated questions.
d. Zoning 4 new pages

a. Planning 3 improved pages
b. Development Review 10 improved pages
c. Zoning 1 improved page
4. Improving page-to-page connectivity
a. Creating 5 new pillar pages
b. Improving 7 current pillar pages

d. Comprehensive overhaul of dropdown menu options:
i. Options available on all 4 subsites
ii. Options speak to our most commonly asked questions and most commonly used
resources.
iii. Options mirror dropdowns on Citywide home page
iv. Links to all work group pages
e. More hyperlinked text on each page
f. More links to /Building pages for customers who may be looking for these resources on our
pages
g. General help form at the bottom of most pages
5. Improving how we describe what we do
a. Consideration of audiences and creation of paths for different users to find what they need
b. Better description of the Development Review process, why we do it and how to participate
i. Color/phase system
c. New, more descriptive graphics
d. Implementing simple language and adding more background information that the public can
understand
e. Much of the above work was done with an equity lens, including creating and selecting
imagery and crafting language
