Human Services & Housing Funding Board
2024 Annual Report
The Human Services and Housing Funding Board met a total of thirteen times during 2024. Nine
were regular meetings, three were special Competitive Process-related meetings, and one was
special meeting to discuss drafting a letter to Council. Three meetings were cancelled due to lack of
pressing business. One funding cycle was conducted in the spring for affordable housing and human
services.
The Board held three evening meetings during the spring cycle to discuss the merits of the housing
and human service grant proposals, and to determine funding recommendations to Council.
During the regular meetings, the Board reviewed and contributed insights towards the funding
process, discussed the status of some grantees, and weighed in on the development of the Human
Services & Homelessness Priority Platforms efforts. A Learning Series presentation was hosted in
2024 featuring a visit from City staff regarding the City’s affordable housing priorities. Council
Liaison, Julie Pignataro, joined the Board meeting in January to discuss issues of interest to the
Board. A special request from Disabled Resource Services to retain their 2012 CDBG public facility
award upon the upcoming sale of their building was also considered and supported. The Board also
submitted a letter to City Council advocating for the Human Services Program budget proposal.
The Board provided recommendations to City Council as to the allocation of the City’s FY24 CDBG
and HOME entitlement grants, CDBG and HOME program income, AHF and HSP funds and
HOME-ARP Recovery funds. Funding requests were greater than available dollars so not all
proposals submitted were fully funded.
