Public hearings may have online interpreters only Project notice radius touches any of the highlighted areas above, and there seems to be interest from Spanish speakers in participating. The project could have large impacts on Spanish speaking groups Level 2- Medium • Level 1 LA plus: • Slides and other meeting materials should be translated • Public hearings should have online and in person interpreters if possible • Consider additional education around the Development Review process Project notice radius touches any of the highlighted areas above, and there is certain to be interest from Spanish speakers in participating. The project is likely to have large impacts on Spanish speaking groups. Level 2 - High • Levels 1 and 2 LA plus • Project information should be translated as needed (plan sets, staff reports etc.) • Public hearings must have online and in person Determining interest Interest may be challenging to gauge and quantify. A low level of Language Access should only be selected for a project after extensive work to determine if there is any interest. When in doubt, it is best to aim higher rather than lower. It is better to start a project at a higher level and be able to lower it than to start too low and do unintentional harm. Utilize community leaders to ask people directly if they are interested • Latinx Community Network – Reach out to Leo Escalante lescalante@fcgov.com • Equity Office (Community Connectors, Human Relations Commission) – Reach out to Claudia Menendez cmenendez@fcgov.com • La Familia/The Family Center (Focus on policy and Mobile Home Parks) - Reach out to adrianaq@thefamilycenterfc.org and samanthas@thefamilycenterfc.org • Nearby community leaders such as churches, nonprofits, recreation centers etc. Work to remove barriers to participation in this project and generally in Development Review • External barriers Packet pg. 19 o Time o Location o Transportation o Language o Financial (cost, or loss of income) o Health •Internal barriers o Awareness o Motivation o Confidence o Comfort Education and Access In many cases, just because information is in someone’s native language does not mean they have the background information to understand it. Offering language access may need to go hand in hand with providing increased opportunities to learn about City processes and rules including but not limited to: visual representations of processes, background information flyers, or meetings with groups. Resources for education may already exist in English and Spanish or may need to be created and/or translated. Packet pg. 20
