The meeting will be available to join beginning at 11:45 am, February 14, 2025. Participants
should try to sign in prior to the 12:00 pm meeting start time, if possible. No public comments
are allowed at the Work Session. If you’d like to make a public comment, you may participate
at the Regular Hearing, February 20, 2025.

Focus Groups were held during the last week of
January. The following subjects and participants
were covered:
Real Estate brokers and those within the real estate
finance realm
Designers, architects, and project consultants
Local business owners
Participants were asked to share how they interact
with the Land Use Code and what aspects are
working or not working well based on their
experience.

Common Topics emerged across all focus groups:
Related to the Land Use Code:
• Change of Use, Minor and Major Amendment Processes
• Requirements for Small Businesses
• Primary and Secondary Use Ratios in Employment and Harmony Corridor Zones
• Infill development
• Adjustments within commercial zone districts (setbacks, height, etc.)
• Commercial Building Types
• Code sections that most frequently require a modification of standards (example: connecting walkways)
Related to the Development Review Process Generally or Other Topics:
• Alignment of requirements across departments and lack of flexibility in those requirements
• Coordination across City departments and decision making
• Consistency in code interpretation
• Predictability of timing in the development review process

Review Advisory Group February 11th
• Ongoing 1x1’s with participants who could not
attend group session or others that request
follow-up
• Consultant team will prepare focus-group
specific summaries as well as a cross-cutting
themes document that summarizes takeaways
and similarities across groups
• Anticipate reconvening as many of the same
participants in May to review code concepts

This team is focused on
requirements or enhancements for
more transit supportive development
along high frequency transit corridors
and implementation of 15-Minute
City goals.
•Participants Include staff from:
Planning/Zoning/Development
Review, FCMoves, Transfort,
Building Department, Economic
Health, Forestry, Historic
Preservation, Urban Renewal
Authority.
This topic has a major focus on
potential changes to the review
process and requirements when
commercial sites develop and
redevelop. A strong focus will be on
the Minor Amendment process for
changes of use what requirements
and site upgrades are required and
when.
•Participants Include Staff from:
Planning/Zoning/Development
Review, FCMoves, Transfort,
Engineering, Economic Health,
Poudre Fire Authority, Historic
Preservation, City Attorney’s Office,
Building Department.
This team will explore the role of
Employment and Harmony Corridor
zoning in the community and potential
changes to what mix of land use is
appropriate in these areas of the
community. Additionally, this group will
also be looking at the various
commercial and retail centers
throughout the community.
•Participants Include Staff from:
Planning/Zoning/Development Review,
FCMoves, Transfort, Poudre Fire
Authority, Building Department,
Economic Health.

April 22 City Council Work Session and Community Engagement
• Staff are preparing for a Council Work Session on April 22 to share potential code updates and confirm
direction on these updates.
• Staff anticipate that content will include the following topics:
•Adjustments within existing commercial zone districts: permitted uses and changes related to
removing barriers to mixed-use development.
•Commercial Building Types: introduce building types for commercial and other non-residential buildings
•Adjustments within existing Employment and Harmony Corridor zone districts: changes to
primary/secondary use ratio, permitted uses, other adjustments to zone district standards
•Process:
•Change of Use: can we add predictability around what is required and when? Consider proportionality of required
changes for small businesses
•Minor and Major Amendments: clarify definitions and processes
• Prior to the Work Session, staff plan to host a community event in early April to share direction of potential
code concepts with participants and solicit feedback.

January 2025 Public Engagement Update
The purpose of this memo is to provide the Commission a monthly review of staff efforts to engage the public
in Development Review as well as preview upcoming work of interest.
January Public Engagement

Staff Update: Language Access
Determining if Language Access (LA) is needed and what kind
Some projects will have special circumstances, but in general, we should provide LA if:
• The mailing radius for the project touches a mobile home park
• The mailing radius for the project touches one of the Tres Colonias neighborhoods (Andersonville,
Alta Vista and Via Lopez neighborhoods)
• The mailing radius touches one of the Neighborhood Services Opportunity Neighborhoods, use the

• The mailing radius touches a census block where 40% or more of the population identifies as a

Determining interest
Interest may be challenging to gauge and quantify. A low level of Language Access should only be selected for
a project after extensive work to determine if there is any interest. When in doubt, it is best to aim higher
rather than lower. It is better to start a project at a higher level and be able to lower it than to start too low
and do unintentional harm.

Education and Access
In many cases, just because information is in someone’s native language does not mean they have the
background information to understand it. Offering language access may need to go hand in hand with
providing increased opportunities to learn about City processes and rules including but not limited to: visual
representations of processes, background information flyers, or meetings with groups. Resources for
education may already exist in English and Spanish or may need to be created and/or translated.
