The formatting of this Annual Report is consistent with the Annual Work Plan. Alignment of Water Commission activities with the City’s Strategic Plan and Key Outcome Areas is achieved through the Annual Work Plan. Water Commission activities listed below are organized by the major responsibilities of Fort Collins Utilities related to water (“Water,” “Wastewater,” and “Stormwater”). Within each heading are listed Water Commission activities and, for the reader that would like to refer to the meeting minutes for more detail, the month of the meeting in which they occurred. Additionally, the “General” category includes general topics that span Utilities or the City. Regular Water Commission meetings are held each month and work sessions are held in even-numbered months. With respect to this annual report, work sessions are indicated to help understand chronology of discussion. A summary of work session discussion typically can be found in the minutes of the regular meeting following the work session; however, no actions are voted on at work session meetings and minutes are only recorded for regular meetings. Page 2 of 3 Water • Raw Water Rental Rates and Delivery Charges: The Water Commission recommended City Council adopt the proposed formulas for calculating rental rates and delivery charges for Fort Collins Utilities raw water supplies, vote passed unanimously 7-0. (February 15, 2024) • Drinking Water Quality Policy Report: Discussed streamlining the annual report to reduce staff burden and improve value, focusing on essential data with less narrative. (March 21, 2024) • Wildfire Ready Action Plan: Approved entering into an agreement for the Poudre Water Supply Infrastructure Wildfire Ready Action Plan, vote passed unanimously 8-0. (March 21, 2024) • 2023 Annual Water Conservation Report: Discussion with emphasis on decrease in estimated gallons per capita per day since 2000, noting the influence of a wet year on water usage. (April 18, 2024) • Floodplain Variance for Fossil Creek and Stanton Creek: Approved floodplain variance request for stream rehabilitation, allowing temporary outdoor storage in the floodway during construction, vote passed unanimously 6-0. (May 16, 2024) • Agreements Regarding the Michigan Ditch Project: Recommended City Council approve entering agreements for forest health and pre-fire mitigation services, vote passed unanimously 5-0. (August 15, 2024) • 2025 Utility Rates and Fees: Recommended adopting proposed changes to the Utility’s water, wastewater, and stormwater rates and fees, vote passed unanimously 6-0. (September 19, 2024) • Water Supply and Demand Overview and Outlook: Staff provided an overview of water supplies and demands. (November 21, 2024) Wastewater • 2025 Utility Rates and Fees: Included discussions and recommendations for wastewater rates and fees as part of the broader rate adjustments. (September 19, 2024) Stormwater • Code Revision: Definition of Curb Stop: Supported changes to clarify language in the code, replacing "curb stop" with "control valve." (February 15, 2024) • Hickory Detention Pond Land Exchange: Recommended City Council approve an ordinance for a land exchange for the Hickory Detention Pond project, vote passed unanimously 7-0. (February 15, 2024) • Low Impact Development Update: Discussed evolving stormwater regulations and factors for implementing Low Impact Development. (March 21, 2024) • Oak Street Stormwater Project: Discussed budgeting and financial planning for the stormwater project (commissioners also toured the active project site in September). (September 19, 2024) • West Vine Basin Flood Risk Mapping: Recommended adopting updated flood risk mapping for the West Vine basin, vote passed unanimously 6-0. (September 19, 2024) • Stream Rehabilitation Program Update: Provided updates on stream rehabilitation efforts to enhance flood conveyance and ecosystem stability. (November 21, 2024) Page 3 of 3 General • Consumer Confidence Report: Discussed revising the report to include relevant data with less narrative burden on staff. (July 18, 2024) • One Water Overview and Update: Discussed progress on transitioning to One Water, project deliverables, and regional collaborations. (July 18, 2024) • Cybersecurity: Discussed cybersecurity measures to protect water utilities from threats, highlighting the isolated nature of the operational network. (July 18, 2024; August 15, 2024) • Fluoride Brief: Staff presented a memo summarizing utility fluoride use. (November 21, 2024) • Risk and Resiliency Program Summary: Staff summarized strategic efforts in assessing risks and managing assets within the water utility operations. (August 15, 2024)
