AGENDA REVIEW 4. CITIZEN PARTICIPATION • Ice skating scheduling concerns at EPIC – Fort Collins Figure Skating Club member o Concerns over the Tuesday and Thursday public skate schedules becoming less predictable with reduced evening skate opportunities o Community member is asking that Thursday public skate returns, as well as a long-term stable schedule o Board discussed previous concerns regarding ice and got the community member’s contact information for the Recreation Department o Nick Armstrong requested to hold this item for unfinished business for the January or February meeting • Lilac Park Concerns o Concerns from a resident regarding the development of a social trail o Parks staff did scarifying work and installed barricades with reflective Parks and Recreation Board TYPE OF MEETING – Hybrid Meeting 12/04/2024 – MINUTES Page 2 materials o Short term: Parks will be installing split rail fence to help guide people to the existing trail o Long term: Parks will coordinate with Park Planning & Development and STP to identify if straightening the social trails is a possible solution o Nick Armstrong requested a follow-up memo to the board and community member for the January meeting 5. UNFINISHED BUSINESS • Crescent Park Signage o Department staff is waiting on final sign production for installation  Expected December 6th and December 16th 7. NEW BUSINESS • Strategic Trails Plan Update – Dave Kemp o Staff presentation on the progress and status of the Strategic Trails Plan update o Background  Project purpose: Update framework for planning, design, construction, maintenance, and preservation of the paved trail system o Nick Armstrong suggested referencing the economic impact of trail connections with small businesses, etc. o Group discussed the results on concerns and use of the trail system from the “Which Wheels Go Where?” questionnaire o Nick Armstrong suggested the project team consider implementing a questionnaire on a regular basis o Josh Durand suggested adding a graphic representing the trail development over time 8. OTHER BUSINESS • Recreator Article Schedule o Josh Durand and Nick Armstrong writing next article (due January 31st) • Recreation Update o Southeast Community Center  Attending City Council Finance (12/5)  Attending City Council Work Session (2/27)  Attending City Council Work Session (4/8)  Attending City Council Regular Meeting (5/6) o Budget  Projected to finish the year approximately $800K over projected revenue  Will be adding 4 FTE’s (3 early childhood schoolteachers, 1 Behavioral Health Specialist, and 1 Sr. Coordinator) o Mulberry Pool Update  Continuing conversations with CSU and PSD for Mulberry Pool replacement and bringing EPIC renovations into the discussion o EPIC Chiller Replacement (coming in the next 30-36 months)  Will be funded by 2050 Tax or a combination of 2050 and Recreation Reserves  $3.55M in 2024 dollars  Will require a temporary chiller outside to keep the ice operational • Park Planning & Development Update – Jill Wuertz o Schoolside Park  Close to 100% construction documents, will go to bid soon o Poudre River Trail  Completed on November 21st o Completed the Wallenburg Spur trail (developer partnership)  Safety improvement for staff, raised the pedestrian bridge out of the flood plain, and improved grades Parks and Recreation Board TYPE OF MEETING – Hybrid Meeting 12/04/2024 – MINUTES Page 4 o Attended a meeting with the Huntington Hills HOA to discuss the future outdoor pickleball complex o Construction beginning for the installation of new signage at the Veteran’s Plaza at Spring Canyon Community Park o Engineering Department will be receiving bids for the Siphon Overpass project on Friday • Parks Update – Kevin Williams o Team hosted a successful holiday lighting ceremony  Ken Christensen asked what it would take to extend the lights footprint o Art in Public Places projects (Parks and Stormwater project partnerships)  Fossil Creek and Spring Creek stream rehabilitation  Edora and Fossil Creek Parks  Rehab projects from Stormwater o Prairie dog mitigation occurring for disc golf course o Cemetery Division will be participating in the Wreaths Across America event on December 14th o Snow removal training and preparation being completed with new equipment and new staff o Department staff hosted the CSU Rams for Change volunteer group to remove brush, dead head, and complete perennials plantings • 6-month Planning Calendar Review 11. ADJOURNMENT Nick Armstrong adjourned the meeting at 8:22pm 1 ANNUAL REPORT City of Fort Collins Parks and Recreation Advisory Board 2024 Annual Report The City of Fort Collins Parks and Recreation Advisory Board held 10 regular meetings in 2024 at 413 S Bryan Avenue, Twin Silo Park, The Fort Collins Senior Center, and Northside Aztlan Community Center. Meetings were held in-person with hybrid/virtual options available when technology allowed. The 2024 Board members were Nick Armstrong, Meghan Willis, Josh Durand, Ken Christensen, Paul Baker, Marcia Richards, Mike Novell, John Mola, and Lorena Falcon. The Board elected its officers in April. Nick Armstrong was elected as Board Chair, with Meghan Willis elected as Vice-Chair and Josh Durand elected as Secretary. Susan Gutowsky was appointed as the City Council liaison to the Board for 2024. The Parks Director, Mike Calhoon, and Recreation Director, LeAnn Williams, served as Staff Liaisons to the Board. Rachel Eich, Business Support III, served as staff support. Advocacy • Work with staff to promote awareness and stewardship of the City’s parks, trails, and recreation facilities as part of a holistic public space network. o Implement ways to regularly share the story of parks and recreation in the community  January 2024: Discussed the desire for a public dashboard on donor/charitable funding for Parks and Recreation projects  February 2024: Completed Recreator article regarding the new Dovetail Park and future Bacon Park development  April 2024: Discussed the plan for a future public dashboard to document infrastructure replacement projects  May 2024: Completed Recreator article regarding the history of the Farm at Lee Martinez Park  July 2024: Discussed a need for yard signs at 2050 tax project sites  September 2024: Completed Recreator The park is bisected by the Spring Creek Multi-Purpose Trail and portions of the site are further bisected by social trails that have developed by trail users shortening the distance across the park site. The existing park has one small seating area with 2 benches, 1 picnic table, trash receptacles and 1 bike rack. Images of the city owned property that includes The Gardens on Spring Creek and the Lilac Park site are shown below. Park Site Background / Timeline 1. February 2000: City and CSU agree to a land exchange. The city exchanged High School Park for the site where the current community horticulture center exists. An AIS was prepared that outlines the acquisition of this 18-acre property for The Gardens on Spring Creek. The property was to include: an easement for the re-located Spring Creek Trail, a 1.5-acre neighborhood park, and a 5.5-acre restoration / buffer along Spring Creek. The 11 remaining acres were dedicated for the community horticulture center. As many as 16 of the 18 acres are located within the 100-year floodway (no buildings are permitted on these 16 acres); the 2 acres located out of the floodway were identified to accommodate the conservatory / greenhouse structure(s) for The Gardens. 2. 2015: City Council approval of The Gardens on Spring Creek Master Plan. 3. May 2015: APP installation of sculptures along the bike trail within The Gardens property. 4. August 2016: City and CSU discuss improvements to the trail spur at Lilac Park as well as maintenance impacts in the area due to overtopping at a 2-year stormwater event. Page 2 of 2 5. October 2016: An AIS was prepared to grant a permanent stormwater easement to CSU for construction of a water quality pond. City Council approves easement. 6. October 2016: CMO Memo was created in response to renewed interest from residents to see the park fully developed after the expansion of the Gardens on Spring Creek and construction of the new CSU Stadium were completed. The memo identified that Lilac Park was partially developed following the acquisition of the park in a land swap with CSU in 2000. Improvements included some irrigated turf, a segment of the Spring Creek Trail, and benches near the trail. As this level of development didn’t meet the typical standard for a neighborhood park, additional improvements were anticipated within the park following completion of the CSU projects to the north, and the Garden expansion to the south, as both projects would inform the way the park functions. 7. Summer 2017: Construction of the Outfall Water Quality Pond on the north side of Spring Creek, near Lilac Park was completed. 8. September 2019: City supported CSU in efforts to obtain a grant for the Phemister Trail from Colorado Parks and Wildlife Non-Motorized Trail Grant Program. 9. October 2020: City staff supported CSU in efforts to obtain a Resilient Communities GOCO Grant for the construction of a 12-foot wide concrete Phemister Trail and bridge connection to the Spring Creek Trail. 10. December 2020: Conceptual Master Plans for future development / buildout of Lilac Park and re-alignment plans for Spring Creek Trail through the park site were produced for internal use and for inclusion in the GOCO Resiliency Grant Application. 11. February 2022: Potential for no-rise certification, CLOMR-LOMR process and bridge tethering details discussed between CSU and City Stormwater for Phemister Trail construction. 12. Summer 2024: Design for Phemister Trail completed. 13. Spring-Summer 2025: Anticipated construction of Phemister Trail. 2021 Parks & Recreation Plan The city’s current policy plan reclassified Lilac Park as a mini park. Mini parks are a new park classification that didn’t exist in the prior policy plan. Mini parks are 0.5 to 3.0 acres in size and are intended to provide places for residents to enjoy a few minutes outside and enhance access to walkable recreational amenities. The average length of visits anticipated within these parks is 30-60 minutes. These parks tend to be more passive and may be simple in their designs. They are meant to include lawn and shade trees. Typical amenities include: seating, casual use spaces, natural spaces, playgrounds, basketball courts, volleyball courts, individual picnic / seating areas and park shelters. Mini parks are not programmed by the city. Next Steps 1. Park Planning & Development could include Lilac Park in CIP Planning in 2026/27 2.
