Participants should try to sign in prior to the 5:30 pm meeting start time, if possible. For public comments, the Chair will ask participants to click the “Raise Hand” button to indicate you would like to speak at that time. AGENDA REVIEW – Adam Molzer reviewed the agenda. The Board accepted the agenda without modification. 4. CITIZEN PARTICIPATION – None. 5. APPROVAL OF MINUTES – October 9, 2024 Regular Meeting Erma Woodfin motioned to approve the October 9, 2024 meeting minutes as presented. Olga Duvall seconded. Approved 7-0. 6. UNFINISHED BUSINESS – None. 7. NEW BUSINESS a. 2025 Meeting Calendar • Adam Molzer highlighted the included 2025 schedule for meetings, with the majority virtual and including a few meetings in-person. b. Board Recruitment • The City had an open house last week, about 50 community members attended to learn about available boards and commissions. Applications open soon. • The HSHF Board term is unique starting in July, so members term- ending in June of 2025 will need to re-apply. c. Council Liaison Invitation • Adam Molzer offered to coordinate a visit by the Council Liaison in the first months of the new year. • The Board agreed and asked Adam to coordinate this visit. d. FY23 Human Services Grant Results • Review of the Grant Results from FY23 – over 17,000 individuals served. e. Human Services & Homelessness Priority Platform Update • The Platform is in final stages of editing and was shared in a public meeting on October 23, 2024. • The Board expressed support and asked questions related to technical edits, homelessness, and board decision making. • Moving to 2-year grant cycles. • Housing will remain annual. Erma Woodfin motioned to endorse the Human Services & Homelessness Priority Platform and Olga Duvall seconded. Approved 7-0. f. Grant Process Improvements Erma Woodfin motioned to accept Option B for the Number of Funding Requests Each Applicant Organization May Submit. Michaela Ruppert seconded. Approved 7- 0. Erma Woodfin motioned to accept Option A with edits. Olga Duvall seconded. Approved 7-0. 8. BOARD MEMBER REPORTS • Olga shared that the City of Loveland will be losing over $11 million and will not be offering Human Services grants. The only remaining funding is CDBG. 9. STAFF REPORTS • Adam shared a story of Highpoint Services – The Board in 2023 awarded $15K for the partial purchase of a van. A newcomer to Fort Collins was able to use the van for local transportation. 10. OTHER BUSINESS Erma Woodfin motioned to cancel the next meeting and have a non-business holiday social gathering. Olga Duvall seconded. Approved 7-0. 11. ADJOURNMENT a. Erma Woodfin adjourned the meeting at 8:00 PM Minutes approved by the Chair and a vote of the Board/Commission on XX/XX/XX Signature: 11/13/2024– MINUTES Page 1 ANNUAL REPORT City of Fort Collins Human Services & Housing Funding Board 2024 Annual Report DRAFT The Human Services and Housing Funding Board met a total of thirteen times during 2024. Nine were regular meetings, three were special Competitive Process-related meetings, and one was special meeting to discuss drafting a letter to Council. Three meetings were cancelled due to lack of pressing business. One funding cycle was conducted in the spring for affordable housing and human services. The Board held three evening meetings during the spring cycle to discuss the merits of the housing and human service grant proposals, and to determine funding recommendations to Council. During the regular meetings, the Board reviewed and contributed insights towards the funding process, discussed the status of some grantees, and weighed in on the development of the Human Services & Homelessness Priority Platforms efforts. A Learning Series presentation was hosted in 2024 featuring a visit from City staff regarding the City’s affordable housing priorities. Council Liaison, Julie Pignataro, joined the Board meeting in January to discuss issues of interest to the Board. A special request from Disabled Resource Services to retain their 2012 CDBG public facility award upon the upcoming sale of their building was also considered and supported. The Board also submitted a letter to City Council advocating for the Human Services Program budget proposal. The Board provided recommendations to City Council as to the allocation of the City’s FY24 CDBG and HOME entitlement grants, CDBG and HOME program income, AHF and HSP funds and HOME-ARP Recovery funds. Funding requests were greater than available dollars so not all proposals submitted were fully funded.
