LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – October 16, 2024

A regular meeting of the Liquor Licensing Authority was held October 16, 2024, via Zoom Link, Chief
Municipal Judge Jill Hueser presiding.
Secretary’s Note: All applications were heard via Zoom.

Minutes from September 18, 2024, Liquor Licensing Authority meeting.
Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
September 18, 2024, visiting 15 liquor licensed establishments none of which served the
underage operative: a failure rate of 0% for the evening.
October 1, 2024, visiting 15 liquor licensed establishments, none of which served the underage
operative: a failure rate of 0%.
Liquor Enforcement Officer Ripsam stated that the overall failure rate is 4.28% for 2024.
Show Cause Hearing for Pumori Enterprises, Inc., dba
La Luz Mexican Grill, 140 East Boardwalk Drive, Unit H&I, Stipulation Agreement
Christopher Carr, attorney representing Pumori Enterprises, Inc., stated he has had an opportunity to
review the stipulation agreement and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 15-day suspension, 5 days served (paid $500 fine in lieu of suspension), with 10 days held
in abeyance for 1 year for violating C.R.S. 44-3-901(1(b)(I) of the Colorado Liquor Code –
Sales/Service to Minors Prohibited.

Chief Municipal Judge Hueser approved the findings, conclusion and order, accepting the stipulation
agreement as presented for Pumori Enterprises, Inc., dba La Luz Mexican Grill, 140 East Boardwalk
Drive, Unit H&I.
Show Cause Hearing for Mini Mart, Inc., dba
Loaf N’ Jug 750812, 1601 South College Avenue, Stipulation Agreement
Laura Sherman, attorney representing Mini-Mart, Inc., stated he has had an opportunity to review the
stipulation agreement and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the licensee

Transfer of Ownership Application from Barrel & Banter Brewworks, Inc., dba
Coopersmiths Pub & Brewing, 5 Old Town Square, Approved
Willy Hammon and Bernard Shaw, representatives for Barrel & Banter Brewworks, Inc., detailed the
ownership, stating Mr. Shaw is the 100% owner and Mr. Hammon is Chief Operating Officer. Mr.
Shaw stated only cosmetic changes have been made. He stated the alcohol stored in the basement is
locked.
Chief Municipal Judge Hueser approved the transfer of ownership from Barrel & Banter Brewworks,
Inc., dba Coopersmiths Pub & Brewing, 5 Old Town Square.
Transfer of Ownership Application from Mercury Enterprise, LLC, dba
Obstacle Brew & Grill, 4613 South Mason Street, Suite D1, Approved
Kristine Hoeltgren, attorney representing Mercury Enterprises, LLC, requested that Deborah Manley,
principal owner of Mercury Enterprise, LLC, describe her background in the liquor industry. She
stated that all her employees, including herself, have completed training with regard to the sale and
service of alcohol.
Chief Municipal Judge Heuser approved the transfer of ownership from Mercury Enterprise, LLC,
dba Obstacle Brew & Grill, 4613 South Mason Street, Suite D1.
Transfer of Ownership Application from LeaCat Holdings, LLC, dba
Pearl Fox Company, 2601 South Lemay Avenue, Unit 26, Approved
Jason Hutchison, representative for LeaCat Holdings, LLC, briefly described the type of business
Pearl Fox is. In response to questions from Liquor Enforcement Officer Ripsam, Mr. Hutchison
confirmed where the alcohol is stored on the diagram.

Chief Municipal Judge Hueser, approved the transfer of ownership from LeaCat Holdings, LLC, dba
Pearl Fox Company, 2601 South Lemay Avenue, Unit 26.
Transfer of Ownership Application from FTCW, LLC, dba
Taste and Savor Wine Bar, 3581 East Harmony Road, Suite 130, Approved
Kristine Hoeltgren, representative for FTCW, LLC, stated the applicant is available to answer
questions. Jessica Rae, primary owner stated that customers will not see a difference in service. Ms.
Rae stated that any changes to premises will be purely cosmetic and that the days and hours of
operation will remain the same.
Chief Municipal Judge Hueser approved the transfer of ownership from FTCW, LLC, dba Taste and
Savor Wine Bar, 3581 East Harmony Road, Suite 130.
New Application Beer and Wine Application from Sather’s Leading Jewelers, Inc., dba
Sather’s Leading Jewelers, 300 East Foothills Parkway, Approved
Deborah Stringari, representative for Sather’s Leading Jewelers, Inc., stated the purpose for this license
is to allow them to legally serve customers that are in the store for an extended period of time; that
not everyone will be offered a drink. Ms. Stringari stated that they have light snacks and sandwiches
are available to serve.
Chief Municipal Judge Hueser adopted Resolution 2024-016 approving the beer and wine application
from Sather’s Leading Jewelers, Inc., dba Sather’s Leading Jewelers, 300 East Foothills Parkway.
Temporary Permit Application from San Rose, LLC, dba
Tecate Grill, 1501 West Elizabeth Street, Unit 2, Denied
Ramon Cisneros, representative for San Rose, LLC, briefly described why information was left off his
transfer of ownership application. In response to questions from the Authority, Mr. Cisneros
confirmed that they have made arrangements with Sales Tax to bring their account current.
Chief Municipal Judge Hueser denied the temporary permit application from San Rose, LLC, dba
Sather’s Leading Jewelers, 1501 Wes Elizabeth Street, Unit 2.
