LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – November 20, 2024

A regular meeting of the Liquor Licensing Authority was held November 20, 2024, via Zoom Link,
Chief Municipal Judge Jill Hueser presiding.
Secretary’s Note: All applications were heard via Zoom.

Minutes from October 16, 2024, Liquor Licensing Authority meeting.
Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated that no compliance checks have been conducted since the
October 16, 2024 Liquor Licensing Authority meeting.
Show Cause Hearing for Loyalty Liquors, LLC, dba
Loyalty Liquors, 1630 South Lemay Avenue, Suite 7, Stipulation Agreement
David Gebhart, representative for Loyalty Liquors, LLC, stated he has had an opportunity to review
the stipulation agreement and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the licensee
agreed to a 15-day suspension, 5 days served (paid $3453.12 fine in lieu of suspension), with 10 days
held in abeyance for 1 year for violating C.R.S. 44-3-901(1(b)(I) of the Colorado Liquor Code –
Sales/Service to Minors Prohibited.
Chief Municipal Judge Hueser approved the findings, conclusion and order, accepting the stipulation
agreement as presented for Loyalty Liquors, LLC, dba Loyalty Liquors, 1630 South Lemay Avenue,
Suite 7.
Transfer of Ownership Application from YL House, Inc., dba
White Tree Sushi & Asian Cuisine, 1015 South Taft Hill Road, Unit S, Approved
Kris Hoeltgen, attorney representing YL House, Inc., stated Hyemi Yang was available to answer
questions.

In response to questions from the Authority, Ms. Yang stated patrons will not notice a change in
ownership as they will not change the premises or hours of operation. Ms. Yang described the beer
and wine will be stored, stating that the storage will be locked.
Chief Municipal Judge Hueser approved the transfer of ownership from YL House, Inc., dba White
Tree Sushi & Asian Cuisine, 1015 South Taft Hill Road, Unit S.
