AGENDA REVIEW – No changes. 3. CITIZEN PARTICIPATION – NONE. 4. APPROVAL OF MINUTES Stefanie Berganini motioned to approve the October 3 Regular Meeting Minutes. Bob Pawlikowski seconded. Approved 7-0. 5. NEW BUSINESS a. Update on Rental Registration – Alyssa Stephens, Neighborhood Services • Alyssa Stephens presented on the City’s Rental Housing Strategies. The board asked questions related to access/awareness of rental inspections for tenants. Alyssa shared that the City is working on communications out to the community, particularly to address the gap where tenants AFFORDABLE HOUSING BOARD REGULAR MEETING 1 1/7 /2024 – M I N U TE S Page 2 wait until they are moving out to reach out. There is a new online tracking system starting this year, previously there was no organized tracking system. There are postcards available in English and Spanish to spread the word. Registration challenges have led to a patchwork of incentives to have property owners register early. Smaller properties are registering, larger property management companies are waiting, potentially due to budget. The general sentiment of property owners is unfavorable toward the requirements – possibly linked to additional changed state-wide requirements. Annual registration with complaint-based inspections allows for lower and a flat-fee structure. The county is starting a housing solutions department, and this allows for more collaboration between the City and county. Educational Programming will be available annually during registration. Rental Repair Grants have provided funding to improve rental housing stock and maintain naturally occurring affordable housing. There is a focus on potential policy changes to not only address the recurring issues and bad actors, but also the lack of awareness. b. Discuss Parking Minimums • Bob Pawlikowski made a motion to approve sending the memo as amended and for the chair to send to city council, Stefanie Berganini seconded. Approved 7-0. c. 2025 Work Plan • John Singleton proposed having one board representative at council once a month to listen and give a statement if necessary. Sue Beck-Ferkiss shared the 2025 Work Plan, and the board agreed to add a retreat for the coming year. Review is needed to confirm the version of the 2025 Work Plan includes verbiage discussed at the last meeting. The 2025 Work Plan will be reviewed as well as Committee names/roles in December. d. Board Priority Committee Reports • Knowledge Repository – Bob Pawlikowski & John Singleton • No operational updates. John and Bob will meet with Tamra and Jessi to discuss website update possibilities. • Outreach, Education and Partnerships – Claire Bouchard & Josh Beard • No new updates. Planning meetings out in the community are in progress. • Council and Local Legislative Support – Stefanie Berganini, John Singleton & Nina Clark • Withdrew camping memo from this meeting and pushed to December. • Diversity, Equity & Inclusion in Affordable Housing – Stefanie Berganini & Jorja Whyte • Equity and Justice language was suggested in place of DEI. Housing Caucus still working on Prospect Plaza issue – Q&A session for current residents impacted. ASCSU 6-8p. ASCSU in initial stage of drafting a renter’s rights bill for state legislature focusing on extra fees from larger property complexes. Vacancies in communication opportunities social media education, housing resources. Accessibility of local and political engagement – potential resource guide for community members on how to testify at local council meetings, among other opportunities. 6. BOARD MEMBER REPORTS a.
