AGENDA REVIEW
CITIZEN PARTICIPATION
UNFINISHED BUSINESS
• 2024 Program Support Grant: September Deadline – Discussion and Funding
Recommendations
o Eileen May reviewed the 2024 Program Support Grant: September Deadline
Funding Results.
o The Board discussed the grant applications as followed:
Vicki Fogel Mykles brought up some concerns about some of the
applications. She requested her written notes be included in the minutes
(attached as “attachment 1”). Staff agreed to include the notes in the
minutes. The Board briefly discussed the grant applications.
The discussion brought up some Board concerns about the scoring and
approval process. Some suggested changes include:
• Creating a deadline for comments to be completed prior to the
scoring deadline. Board members could then return to the
comments and adjust as desired.
• Creating an opportunity for discussion prior to the scoring deadline.
• Adjusting the approval process to be more flexible.
Staff will plan to bring suggestions to the Board after further research on
the subject. It was agreed that the Board will return to the topic during a
regular meeting as a New Business agenda discussion item.
Sheri Emerick made a motion to accept the funding recommendations.
Jessica MacMillan seconded the motion. The motion passed unanimously.
Approved by roll call, Ayes: Sheri Emerick, Conner Horak-Flood, Kelly

CuRB Scoring Comments – Vicki Fogel Mykles. Oct. 3, 2024
Opera Fort Collins – VFM Score: 70 $29,916 ask
FF Vicki Fogel Mykles - 9/22/2024
I ran OFC for seven years (Ex.Dir.) and REALLY want this company to succeed. A few comments
for the common good: The OFC Guild, the fundraising arm of the company, disbanded over a
year ago over frustraSons with the way the company was being managed. Several members of
the board are now themselves running the tech and set building/dressing - are they being paid?
Is this a conflict of interest? Is the arSsSc director also performing in a starring role? I couldn't
quite tell. $9K is listed for adverSsing, however, I am not seeing anything close to that amount
needed in their markeSng strategy. The company has always had a strong outreach program,
but I am not seeing solid program details in this season - only references to what has happened
previously. Who is running these? There is a reference to an ArSst in Residence, but not seeing
any details. The season itself is based completely around a single opera (two preview concerts -
where?), a free dress rehearsal, and two days of performances. Funding raising is very skimpy:
they list FF and another $11,400 in "other" grants, but this is not explained in the narraSve. The
laundry list of grants that are menSoned were previously awarded, but there is no menSon of
them being applied for now. FYI: The Park-Woodson FoundaSon is no longer in existence. The
Hixon Family FoundaSon is misspelled. Where is CCI? Where is the McEver Endowment Fund
(established to fund the soprano fees)? The past financials show a huge deficit - how was this
resolved? This year ’s financials do not balance and also show a huge deficit. Ticket sales from
last year ’s performances are meager, so guessing it was not well adended. Perhaps a smaller
venue and a smaller orchestra would be a beder fit unSl the company can reorganize and regain
its fooSng? Currently, this is a company that looks like it is in free fall. I hope I am wrong.
Poudre Heritage Alliance – VFM Score: 74 $3,846 ask
FF Vicki Fogel Mykles - 9/17/2024
Nice idea to have an art exhibit around the importance of the Poudre River. Not clear about
cash prizes or merchandise and cerSficates to arSsts. Not clear about where this exhibit will end
up or how many will see it (recent adendees were very sparse compared to cost of mounSng
the exhibit). The FC Waterworks would be a logical spot to host a gallery exhibit. I am also
confused about why this organizaSon needs FF support. They themselves offer grants to various
organizaSons and schools. I think this needs a bit more thought and organizaSon.
FoundaJon Music FoundaJon – VFM Score: 72 $18,000 ask
FF Vicki Fogel Mykles - 9/22/2024
I think this is a great idea, but am wondering if it belongs more in the realm of social services?
There is little benefit to the general public. I also appreciate the Spanish language and specific
music. Would hope that for the non-Spanish children, there would be translators. These lower
income housing complexes are not exclusively Latin in their populations.
I dug into the Foundation Music SCHOOL and think this program may be an offshoot of that
non-profit organization. Hence the $1+M income stream. I would like more information about
how Play It Forward (cute) plans to execute all this. There are additional grants listed in the
financials, but are they for THIS program or the school. Just not enough clarity here. Hope they
will apply again with more concrete details.
Places Everyone! – VFM Score: 40 $10,100 ask
FF Vicki Fogel Mykles - 9/22/2024
I am predy confused about this applicaSon. Is Places Everyone! it's own enSty applying under
the FC Children’s Theatre or is it a sub org of FCCT? The Board and Financial reports are all FCCT.
The PE! 2024 program budget doesn’t balance and there are no other grants being applied for.
Where do they think the money will come from? I certainly appreciate the concept, but it is way
too sketchy at the moment, no website, lidle to no info about producSons or workshops. Many
of the quesSons are not answered at all. There is a great deal of redundancy in the various
secSons. I think they need to go back to the drawing board, get their program goals and
objecSves in order, and apply again in the future.
