Ms. Barnes moved to approve the Minutes.
Ms. Powers seconded.
Unanimously approved. Ms, Shuff Abstained because she wasn’t present.
6. NEW BUSINESS
a) I-25 AND PROSPECT INTERCHANGE PROJECT DESIGN REVIEW
Spencer Smith (Engineering Project Manager), Stephen Shachtman (Artist),
Libby Colbert (APP Project Manager) were in attendance to present the project.
This project is part of a larger CDOT expansion project and the city is creating
this interchange as a gateway. The artwork consists of a “stand” of 18 Corten
steel tree inspired sculptures in three heights: 22’, 13’, 12’. Sculptures will be
strategically placed on the top plateaus on both the north and south sides of East
Prospect Road, just east of the on- and off-ramps connecting to I-25. They will
be visible from the highway but mostly viewed by cars entering and exiti ng the
highway. The artist will work with the landscape architect on placement of the
sculptures in the landscape.
Ms. Zola moved we approve the I-25 and Prospect interchange project
Ms. Shuff seconded.

b) TRANSFORMER CABINET MURAL UPDATES
Libby Colbert APP Project Manager presented an update on the status of the 15
Transformer Cabinet Murals being painted in 2024 by 13 artists. The murals
were at various stages. She shared additional details about the Community
Transformer Cabinet Murals being painted at Fossil Ridge High School and
Kinard Core Knowledge Middle School.
c) 215 N. MASON ST. LOBBY RENOVATION
Ms. Martin presented the upcoming project. The lobby at 215 N. Mason St.
building will be redesigned for use by the Municipal Court and this will affect the
location of the existing APP artwork, Municipal Axis by Rafe Ropek.
Staff discussed options to address the need to remove and perhaps relocate the
artwork including the option to involve the artist that created the sculpture. The
Board discussed the options and agreed that there is value in leveraging the
existing work, if possible. The artwork is valuable and there will be a small APP
budget with the new project. If the artist isn’t interested in being involved in the
project, the artwork will return to the board to deaccession.
Ms. Powers moved that with the understanding that the lobby of 215 will undergo
a remodel to recommend the artist Rafe Ropek be consulted for the project
Ms. Shuff seconded
Unanimously approved.
7. STAFF REPORT
Ms. Martin shared highlights and updates; the report will be emailed to the
Board. Staff will share the date of the Water Treatment Facility Artwork
Celebration with the Board.
8. OTHER BUSINESS
The Board asked for updates on the ArtWear event. Staff shared about the
upcoming Studio Tour and the ArtWear exhibit in The Lincoln Center Art Gallery
and shared that APP artist Andy Dufford created the accordion piece on display.

MONTHLY UPDATES:
CENTER FOR CREATIVITY (FORMERLY THE CARNEGIE CENTER FOR CREATIVITY), 200 Mathews St.: The cooling
tower mural is currently on hold.
COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team selected Mark
Leichliter from the Design Consultant List. The design was approved by the Board. The Project has approval
from CDOT. We are currently working on a contract.
COLLEGE AVE. AND TRILBY INTERSECTION: The project team will select an artist from the Design Consultant
List.
ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper
presented her design to the board and the project was approved. The artist is working with the team to revise
the timeline and other details in the Scope of Work and will be finalized shortly.
I-25 AND PROSPECT INTERCHANGE: Artist Stephen Shachtman was selected for this project and it has been
approved by the Board. This project needs approval from City Council.
LAPORTE CORRIDOR, Laporte Ave. between Fishback Ave. and Sunset St.: Staff will issue an RFQ for a Colorado
artist. A new City Project Manager has been assigned to this project.
MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist
within a 75-mile radius of Fort Collins. There will be different phases to this project.
NORTHSIDE AZTLAN COMMUNITY CENTER CHILDCARE PROJECT, 112 E. Willow: The project team has selected
artist Gale Whitman. The team is currently meeting with the artist.
OAK STREET STORMWATER IMPROVEMENTS PROJECT, Oak Street from Jackson Ave. to Mason St.: Artist Mark
Aeling was selected for this project and is meeting with the team to develop the art for the site. This project will
be presented to the board in the near future.
PEDESTRIAN PAVER PROJECT: APP staff is developing the digital files for the 2024 designs. The 2023 pavers
are in fabrication.

PIANOS ABOUT TOWN PROJECT: Outdoor painting has concluded for the year. Artist team Cassie Fazio and Joel
Robinson will paint the last piano of the season indoors later this month.
POWER TRAIL AND HARMONY CROSSING, Harmony Road between McMurry Ave. and Timberline Rd.: Artist
Todd Kundla has been meeting with the project team. The final design will be presented to the board at this
meeting.
SCHOOLSIDE PARK (FORMERLY BACON PARK), Timberline Rd, near Bacon Elementary: Artist Gregory Fields
was selected for this project. The team is currently meeting to develop art for this site.
STREAM REHABILITATION, Mail and Fossil Creek Confluence and Spring Creek at Edora Park: Andy Dufford and
his team will be installing this artwork soon.
TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the Design Consultant List.
TRANSFORMER CABINET MURAL PROJECT: The 2024 murals are complete. Thirteen artists painted 15 cabinets
including community projects at Kinard Core Knowledge Middle School and Fossil Ridge High School.
TRANSFORMER CABINET MURAL PROJECT– AMELIA CARUSO: Amelia is currently working to paint a mural on
the site of one of the first murals in Tenney Alley.
UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Allie Ogg has finalized her four
story panels and presented to the Utility team. Utilities will give an update at the December board meeting.
WATER TREATMENT FACILITY, Laporte west of Overland Trail: Todd Kundla’s project was approved by the APP
Board and by City Council. Todd has installed his sculpture. The project team would like to schedule a
dedication.
WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter is currently meeting with the
project team and developing art for the project. Mark and some of his proposed designs were highlighted at the
September 15 Open Streets event.
