This Human Services & Housing Funding Board meeting will be available online via Microsoft Teams. The

Dear Interim Chair Woodfin, Vice-Chair Duval and Board Members:
On behalf of City Council, thank you for providing us with the October 3, 2024 memorandum
regarding the 2025-26 City Manager’s Recommended Budget.
We appreciate you sharing the Board’s support to continue the Human Services Program Grants
budget with the $150,000 that was established in 2018, noting that the local human services and
nonprofit sectors are also preparing for the loss of ARPA funding. Thank you for evaluating this
impact in light of Council Priorities. We will continue to discuss the Budget in the coming
weeks.

RE: Budget Offer NCV 44.3 – Human Services Program Grants
Dear Mayor and Councilmembers,
On Tuesday, September 11, 2024, the Human Services and Housing Funding Board convened
and discussed concerns raised by the Interim Board Chair regarding the proposed budget,
specifically Budget Offer NCV 44.3: Human Services Program Grants. The proposed budget
does not recommend maintaining the current funding enhancement of $150,000, which is not a
request for new funding but simply the continuation of existing support that has been in place
since 2018. In 2018, a large group of nonprofit leaders advocated for increased funding, and
City Council honored their voices by adding $150,000 to the human service grant budget.
As it is, in 2024, local human service organizations requested $2,029,600 in grant support, and
$920,287 was available to award, leaving $1,109,313 unfunded. Without this funding, our
community will face a $150,000 reduction in human services grants, leaving even more
requests unfunded. As the human services and nonprofit sectors are already preparing for the
loss of ARPA recovery funding in the coming months, this potential reduction would compound
an already challenging funding environment. The organizations receiving these grants address
the priorities of the City and Council, including community safety, services for vulnerable
populations, housing, and diversity. Their work directly advances the goals set forth by the City
and Council.
Furthermore, this Board intends to deepen the impact of grant funding in alignment with the
Human Services Priority Platform. We are excited about these improvements, and now is not
the time to reduce funding when a meaningful shift in priorities, methods, and funding approach
is on the horizon.
We are deeply concerned about the impact this reduction will have on some of our most
vulnerable neighbors and respectfully urge you to reconsider your proposed budget cuts. As
stated above, we are not asking for additional funding but simply for the continuation of the
funding level that has been in place for the past six years.

Jane Barber, the Director of Development and Marketing for Disabled Resource Services, introduced herself
to the Board.
5. APPROVAL OF MINUTES – August 14, 2024 Regular Meeting
Olga Duvall motioned to approve the August 14, 2024 meeting minutes as presented. Erma Woodfin
seconded. Approved 5-0.
6. BOARD MEMBER REPORTS

7. STAFF REPORTS
The City Clerk’s Office will be hosting an open house in November to prepare for Boards and Commissions

recruitment. It will be a full information session for any community member interested in serving on a City
Board or Commission. Adam will provide more details as they become available.
The City will be hosting a Community Housing Summit on Thursday, September 26 from 5pm-8pm at The
Lincoln Center.

9. NEW BUSINESS
a. 2024-2025 Officers Nominations – Vote in October
• Erma Woodfin nominated herself for Board Chair and nominated Olga Duvall to continue as Vice Chair.
Official motions and a vote will be held at the October meeting.
b. Request from Disabled Resource Services for CDBG Public Facility Funding Retention
• In 2012, Disabled Resource Services received CDBG Public Facility funding through the Competitive
Process to acquire their building on Robertson Street in Fort Collins. At that time, public service facilities
were eligible to compete for funding in the housing category. However, with the 2015 HUD Consolidated
Plan, priorities shifted due to the housing shortage, directing funding to focus specifically on housing
projects. As a result, Disabled Resource Services would no longer be eligible to apply for public facility
funding. Additionally, these funds were provided as a due-on-sale loan, meaning that when the nonprofit
sells the property, the loan would be due back to the City to be reinvested in the Competitive Process.
Currently, Disabled Resource Services is considering consolidating its services, which include their Fort
Collins and Loveland locations, into a single facility. They are requesting permission to reinvest the public
facility funds they received in 2012 into the purchase of a new building. Several board members followed
up with clarifying questions for both Beth Rosen and Jane Barber.
• Erma Woodfin motioned to support the transfer of CDBG Public Facility Funds from Disabled Resource
Services’ current facility on Robertson Street should they decide to sell and move into a new public
facility with new due-on-sale terms. Chris Coy seconded. Approved 5-0. This recommendation from the
HSHF Board will be considered by Fort Collins City Council at a future date.
c. Human Services Priority Platform Update
• Adam Molzer shared that he and Dianne Tjalkens presented on both the Human Services Priority
Platform and the HUD Consolidated Plan at the Super Issues Meeting on Monday, September 9. City staff
will begin drafting goals for both initiatives, with plans to make them available for public review and
comment in October. Adam aims to have a draft ready for the Board to review at the November
meeting.
10. OTHER BUSINESS
Adam Molzer shared that details of the 2025-2026 City Manager’s Recommended Budget were available for
the public to view. The Board expressed interest in holding a Special Meeting to discuss the proposed
elimination of the $150,000 continuing enhancement to Human Services grant funding. Adam will schedule
the meeting accordingly for further discussion.

report.

Adam Molzer shared that the Executive Director of the Sexual Assault Victim Advocate Center (SAVA),
Amanda Olivier, will be leaving the organization. The new Executive Director is Alison Jones-Lockwood.
Adam also shared a visual representation of the Human Services Priority Platform Framework that City staff
is currently working on.

7. UNFINISHED BUSINESS
a. Discuss Recommended Budget
• City Council is currently reviewing the City Manager’s Recommended budget. Throughout September
and leading up to their final budget work session on October 8, the Council solicits input from residents.
During this time, Boards and Commissions may choose to submit letters to City Council expressing their
perspectives on the draft budget. Last week, the Board agreed to further discuss the proposed
elimination of the $150,000 continuing enhancement to Human Services grant funding. After further
discussion, the Board decided to draft a letter to City Council, advocating for the retention to offer NCV
44.3 – Continuing Enhancement Human Services Program Grant Funding in the amount of $150,000. Two
Board members were selected to draft the letter and once a draft is completed, Adam Molzer will share
it with the entire Board for review. Adam reminded the Board that he will help facilitate the process and
answer specific questions, but will not draft the content of the letter.

20254 Work Plan
The Human Services and Housing Funding (HSHF) Board is responsible for advising City Council and City
staff on matters pertaining to the following: federal Housing and Urban Development (HUD)
Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) Programs;
human services issues of concern to the City; and community development needs of low- and
moderate-income individuals and families, and suggesting programs to meet those needs. The HSHF
Board also provides recommendations to the City Council and City staff concerning expenditure of
federal and City funds for human services and affordable housing, in accordance with the Competitive
Process framework developed by City staff. The following items are included in the HSHF Board’s
20254 Work Plan:
1. Competitive Funding Process: Process Improvement Support
The HSHF Board will continue to work with City staff to improve the Competitive Process for
federal CDBG and HOME programs, the Affordable Housing Fund (AHF), and the Human
Services Program (HSP).
2. CDBG FY 20254: Funding Recommendations
CDBG Program funding recommendations involve the review and endorsement to City Council
of project/program proposals eligible to receive the City’s federally funded CDBG program
dollars for activities such as affordable housing, public facilities, economic development and
public services.
3. HOME FY 20254: Funding Recommendations
HOME Program funding recommendations involve the review and endorsement to City Council
of project/program proposals eligible to receive the City’s federally funded HOME program
dollars for affordable housing.
4. Human Services Program and Affordable Housing Fund: Funding Recommendations
HSP and AHF funding recommendations involve the review and endorsement to City Council of
project/program proposals eligible to receive the City’s general fund dollars for human services
and affordable housing.
5. American Rescue Plan Act (ARPA): Funding Recommendations
ARPA funding recommendations involve the review and endorsement to either City Council
and/or the City’s ARPA Leadership Team of certain project/program proposals which are: a)
eligible to receive the City’s federally funded ARPA recovery dollars and
b) have been determined by the City as necessary for evaluation and recommendation by the
HSHF Board.
6.5. City’s Social Sustainability Programs and Community Initiatives
The HSHF Board will continue to play a stakeholder role for review and input as work continues
both within the City organization and in the community regarding issues surrounding poverty,
human services, affordable housing, homelessness, community development and social
sustainability.
