• BFO Update
o BFO 101 Presentation, given by staff
o City staff focusing on three main aspects with City budget
• Strategy & Visioning (Strategic Plan)
• Allocation of Resources (BFO process)
• Measuring & Validating (OMAPs)
o Parks and Recreation staff have submitted most offers in the Culture and
Recreation outcome area
o Staff ensuring to create a strategic linkage with all offers
• Key outcomes → Strategic Objectives → Budget Offers for Programs
and Services
o Nick Armstrong asked if the OMAPs data is visible to the public.
• The community dashboard is visible to the public
o Staff discussed the overall budgeting for outcomes process (selling to
funds → accepted offers)
o Staff presented the 2025-2026 offers

• Departmental Overview – Plans
o Used as a high-level approach to create and determine alignment
o Staff broke plans into different buckets

o Josh Durand asked who holds departments accountable for ensuring
department plans are aligning with other plans.
• Staff at the mid-level manager level and up are a part of the review
and accountability process
• Plans go through phases of departmental review processes to ensure
that plans intersect (i.e., development review for projects)
o Ken Christensen asked if the Parks and Recreation ReCreate Plan
mentions 15-minute cities.
• At the time, The Trust for Public Lands used “10-minute walk to
nature” language
• Considering this as a building block to the 15-minute city
• 2050 Project Status Update
o Aligning the talent

Development position (August 5 start date)

• Paul Baker asked about the officer involved shooting near City Park and the Grand
View cemetery
o Mike Calhoon has reached out to Jeff Swoboda (Chief of Police) and Jim
Byrne (Director of Emergency Management) to discuss debrief and
communication strategies moving forward.
o Board requested to hear an update on the discussion at the next meeting

o City Park Pool numbers high due to the heat
o Summer camps running smoothly

▪ Design RFP set to close on Friday, July 26th
o Nick Armstrong gave kudos to Recreation staff leads for a well-managed
parade
• Park Planning & Development Update
o Schoolside Park: 50% development, easement discussion taking place
with PSD
o Strategic Trails Plan: Next round of engagement released
o Poudre River Trail
▪ Phase 1: Connection between Timnath and Arapaho Bend Natural
Area began 7/24
▪ Phase 2: Signatures circulating between CSU the City, and Great
Western Railroad, pre-procuring bridge and railroad crossing
materials
o Pickleball Complex Feasibility: Next phase beginning with further
community engagement in September (open house)
• Parks Update
o 4th of July events

▪ Fort Collins Foxes drone show on June 30th
o Organized tours of the downtown flower project for the BFO Economic
Health Team
o Released three different species of parasitic wasps to help control the
EAB process
