AGENDA REVIEW 4. PUBLIC PARTICIPATION 5. APPROVAL OF MINUTES, June 26, 2024 Ms. Powers moved to approve the minutes. Ms. Barnes seconded. Unanimously approved. 6. Introduction of Council Liaison – Susan Gutowsky 7. NEW BUSINESS a) TRANSFORMER CABINET MURAL DESIGN REVIEW Artists Aerica Raven Van Dorn and Joe Myers were in attendance to present their designs. Ms. Martin presented designs for Kalie Alie, Chris Bates, CM Canino, Chelsea Gilmore, Terry McNerney, Noel Miller, and Larry Tucci. Ms. Zola moved that we accept the design concepts Ms. Shuff seconded. Unanimously approved. b) DEACCESSION DISCUSSION – Transformer Cabinet Mural Ms. Martin presented two murals to be decommissioned—Moments by Caleb Schmitz at 1408 Riverside and All Geared Up by Stanley Scott at the northeast corner of Pitkin and Shields. Moments was painted in 2020 and has been repeatedly vandalized and the mural damaged. All Geared Up was painted in 2013 and the paint is failing. The cabinet on Riverside has been repainted by ART IN PUBLIC PLACES REGULAR MEETING 7/17 /202 4 – MINUTES Page 2 Utilities and Terry McNerney will paint a new mural on the cabinet at Pitkin and Shields. Ms. Powers moved approval of decommissioning of these two cabinets Ms. Barnes seconded. Unanimously approved. b) DESIGN CONSULTANT REVIEW Ms. Martin presented the submitted work separating the three lowest scores where there was a natural break. The board discussed accepting all the artists. Ms. Shuff moved to accept all the approved design consultants. Ms. Powers seconded. Unanimously approved. d) APP 30th Anniversary Ms. Bauer shared some ideas she’s had for a marketing campaign including creating a 30th anniversary logo, having a mayoral proclamation, designing infographics showing by the numbers timeline of how the program started and how it has grown. The Board would like to host a party with a slideshow of projects and infographics. Members suggested showing a slideshow in the Fort Collins Museum of Discovery Dome and a rooftop party. They also suggested showing the slideshow at the CSU Lagoon concerts and concerts at Foothills. 7. STAFF REPORT Ms. Martin shared highlights and updates; the report will be emailed to the Board. 8. OTHER BUSINESS No additional business. 9. ADJOURNMENT 4:38 PM Minutes approved by the chair and a vote of the Board/Commission on XX/XX/XX MONTHLY UPDATES: ASPHALT ART, Magnolia, Canyon and Sherwood Intersection: FC Moves has completed the mural with Artist Jess Bean. CENTER FOR CREATIVITY (FORMERLY THE CARNEGIE CENTER FOR CREATIVITY), 200 Mathews St.: Artists for the two mural projects are to be selected by the Project Team from the Design Consultant List Artist Chelsea Ermer has completed the restroom mural. The cooling tower mural is currently on hold. COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team selected Mark Leichliter from the Design Consultant List. The design was approved by the Board. The Project needs approval from CDOT to install on the signal posts. COLLEGE AVE. AND TRILBY INTERSECTION: The project team will select an artist from the Design Consultant List. ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper presented her design to the board and the project was approved. The artist is working with the team to revise the timeline and other details in the Scope of Work. I-25 AND PROSPECT INTERCHANGE: Artist Stephen Shachtman was selected for this project and currently meeting with the team. LAPORTE BRIDGES, Laporte Ave. between Grandview Ave. and Taft Hill Rd.: The team selected James Lynxwiler from the Design Consultant List. The project has been installed. The team is working on signage at the site. LAPORTE CORRIDOR, Laporte Ave. between Fishback Ave. and Sunset St.: Staff will issue an RFQ for a Colorado artist. A new City Project Manager has been assigned to this project. MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist within a 75-mile radius of Fort Collins. There will be different phases to this project. NORTHSIDE AZTLAN COMMUNITY CENTER CHILDCARE PROJECT, 112 E. Willow: The project team has selected artist Gale Whitman. The team is currently meeting with the artist. OAK STREET STORMWATER IMPROVEMENTS PROJECT, Oak Street from Jackson Ave. to Mason St.: Artist Mark Aeling was selected for this project and is meeting with the team to develop the art for the site. C I T Y O F F O R T C O L L I N S Art in Public Places Program Staff Report — August 28, 2024 Final Pianos About Town Murals by Kara Johnson (left), Rebecca Lwanga (center) and Henry Hanes (right) PEDESTRIAN PAVER PROJECT: APP staff is developing the digital files for the 2024 designs. The 2023 pavers are in fabrication. PIANOS ABOUT TOWN PROJECT: Artist Henry Hanes completed his mural on Monday, August 26. The next artist, Chloe Cochran, started today, August 28. POWER TRAIL AND HARMONY CROSSING, Harmony Road between McMurry Ave. and Timberline Rd.: Artist Todd Kundla is meeting with the project team. The final design will be presented to the board at an upcoming meeting. SCHOOLSIDE PARK (FORMERLY BACON PARK), Timberline Rd, near Bacon Elementary: Artist Gregory Fields was selected for this project. The team is currently meeting to develop art for this site. STREAM REHABILITATION, Mail and Fossil Creek Confluence and Spring Creek at Edora Park: Andy Dufford and his team are fabricating this project. We are working to schedule an installation date. TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the Design Consultant List. TRANSFORMER CABINET MURAL PROJECT: Selected artists are developing mural concepts for their sites. The Board approved the first group of designs in July and the artists are currently painting. See Larry Tucci’s mural in progress below. The next group of cabinet mural will be presented today. UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Allie Ogg’s was approved by the Board and City Council. Allie has finalized her four story panels and presented to the Utility team. WATER TREATMENT FACILITY, Laporte west of Overland Trail: Todd Kundla’s project was approved by the APP Board and by City Council. Todd has installed his sculpture and will install the plaque shortly (see below) WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter is currently meeting with the project team and developing art for the project. Mark and this project will be at the September Open Streets. OTHER BUSINESS: CENTER FOR CREATIVITY UPOMING MEETING—SEPTEMBER 18 TRANSFORMER CABINET MURAL DESIGN REVIEW (COLLABORATIVE PROJECTS) Todd Kundla’s installed sculpture at the Water Treatment Facility on Laporte. Larry Tucci’s Transformer Cabinet Mural, Golden Eagle, in progress at 702 W. Drake Rd. MAINTENANCE PROJECTS Ren Burke refreshed the Walk and Wheels Skills Hub roundabout mural on Drake with help from FC Moves Volunteers Robert Tully secured and replaced missing people spinners on the light poles at the Prospect and College intersection Robert Tully repaired the sculpture closest to College at the Prospect and College intersection.
