CALL TO ORDER
At 4:09 PM the meeting was called to order by John Singleton.

2. AGENDA REVIEW – No changes.
3. CITIZEN PARTICIPATION
Marilyn Heller from the League of Women’s Voters informed the Board that the First Christian Church of
Loveland is relocating and that their former building is in the process of being converted into a
homeless shelter.
4. APPROVAL OF MINUTES
Claire Bouchard motioned to approve the March 27 Special Meeting Minutes & May 2 Regular Meeting
Minutes. Josh Beard seconded. Approved 4-0.

5. NEW BUSINESS
A. Council Member Conversation, Councilmember Potyondy
• Councilmember Potyondy introduced herself to the Board, sharing that housing has always
been a topic she’s passionate about so she is excited to be the council liaison for the Affordable
Housing Board. She commended the Board for their hard work and willingness to tackle
technical topics and shared her appreciation for receiving memos from the Board outlining their
recommendations for housing-related Council decisions. Councilmember Potyondy noted that
upcoming Council meetings will feature discussions on several housing-related matters,
including Phase 2 of the Land Use Code and the Residential Occupancy Ordinance.
B. Housing Dashboard – Tyler Wenande, Social Sustainability
• Tyler Wenande introduced themselves to the Board, sharing that they are the data analyst for
both the Housing Team in the Social Sustainability Department and the Equity Office. Tyler
emphasized that their current focus is ensuring the dashboard data is up to date, rather than
implementing substantive changes. Tyler guided the Board through each tab of the Housing
Dashboard, highlighting changes in data trends. They also outlined their future plans for the
dashboard, including enhancing graph granularity, prioritizing visual representations over tables,
and adjusting baseline years to better align with the Housing Strategic Plan.
C. HUD Consolidated Plan – Dianne Tjalkens, Social Sustainability
• Dianne Tjalkens provided a brief presentation about the HUD-required Consolidated Plan that
must be updated every 5 years in order for the City to continue receiving federal funds for the
Community Development Block Grant (CDBG) and the Home Investment Partnerships Program
(HOME). She is beginning to gather data and stakeholder feedback and wants to engage
Boards and Commissions related to this work. Dianne asked the board to share what they
believe are the most important needs within the community, and their suggestions on how
federal dollars would best be spent over the next 5 years. A variety of ideas were discussed by
the board, including support for mobile homes, land banking, and affordable homeownership.
Dianne has begun distributing a community survey that Sue Beck-Ferkiss has circulated to the
Board members.
D. Board Priority Committee Reports
• No updates.
6. BOARD MEMBER REPORTS
a. Meeting Logistics
• The Board will continue to have hybrid meetings for the remainder of 2024.
b. Liaison Reports
• Sue Beck-Ferkiss announced that the City of Fort Collins Utilities Department received
a grant to achieve net-zero status by 2030. They are forming a committee and seeking

a member interested in housing to join.
