Regular Work Session August 9, 2024 Hybrid Meeting Noon – 2:30 p.m. Planning and Zoning Commission Work Session Agenda Participation for this hybrid Planning and Zoning Commission work session will be available in-person, online or by phone. Commission members and staff may be present in-person but interested members of the public and applicant teams are strongly encouraged to participate via Zoom. No public comment is accepted during work sessions. Public Participation (In Person): Individuals who wish to view the work session in person may attend the meeting located at 281 N College Ave in Conference rooms C&D. Public Attendance (Online): Individuals who wish to attend the Planning and Zoning work session via remote public participation can do so through Zoom at https://fcgov.zoom.us/j/92609503152. Individuals participating in the Zoom session should also watch the meeting through that site. The meeting will be available to join beginning at 11:45 a.m. on August 9, 2024. Attendees should try to sign in prior to 12:00 p.m. if possible. To attend virtually: Use a laptop, computer, or internet-enabled smartphone. (Using earphones with a microphone will greatly improve your audio). You need to have access to the internet. Keep yourself on muted status. Pickleball Facility at 4401 Innovation Drive Staff Update DRAFT Neighborhood Meeting Purpose Statement The City of Fort Collins knows that development can have a meaningful impact on neighbors who live, work and play nearby. Because of this, when someone wants to build something new in the city, we often require a neighborhood meeting. The purpose of the meeting is to give the public an opportunity to: • Learn about the project • Ask questions about the project • Share their feedback on the project OPTIONS for more depth: How does the City use feedback from neighborhood meetings? 1. After City staff review a proposal, a decision maker connected to the City will answer one question: does the project comply with the Fort Collins Land Use Code? If it does, the decision maker must approve it. While the decision maker will listen to all comments from community members, they can only act on comments that pertain directly to a Land Use Code standard. 2. The City promises to listen to all community comments, but ultimately our ability to impact development is limited to ensuring that it complies with our Land Use Code. We cannot promise that all comments will impact the development proposal. 3. Neighborhood meetings are held early in the review process in hope that the applicant might be able to respond to community concerns. However, the City can only influence the applicant to change their project to be more compliant with the Land Use Code. Beyond that, any influence that public input has on the proposal is up to the applicant. If a project complies with the Land Use Code, the City must approve it, regardless of how the neighbors feel about it.
