ROLL CALL a) Board Members Present – Natalie Barnes, Kathy Bauer, Myra Powers, Renee Sherman, Heidi Shuff, Christopher Staten, and Nancy Zola b) Board Members Absent – None c) Staff Members Present – Ellen Martin, Liz Good, Eileen May, Cheryl Wagner, Heather Hager, Peter Ladd, Cody Snowdon, and Dennis Ralph d) Cultural Resources Board Liaison – Not present e) Guests – None 3. AGENDA REVIEW 4. PUBLIC PARTICIPATION 5. APPROVAL OF MINUTES, April 17, 2024 Ms. Powers confirmed her attendance was updated on the minutes. Ms. Zola moved we approve the April Minutes Ms. Bauer seconded. Unanimously approved. 6. INTRODUCTIONS Attendees introduced themselves and shared a favorite artwork, craft, or knick- knack and where they got it. 7. NEW BUSINESS a) TRANSFORMER CABINET MURAL SUBMISSION REVIEW Cheryl Wagner, Heather Hager, Peter Ladd, and Cody Snowden with Utilities Light and Power and Denis Ralph with Purchasing were in attendance to see the selected artists. Ms. Martin presented the top scoring submissions and alternates. There was a tie for alternates that were revoted on and ranked. There was a discussion about bringing in new artists. The Board asked staff to add an agenda item to the next meeting to discuss the possible options. Staff will prepare statistics of new artists for the latest calls. Ms. Powers moved to accept the top 13 artists and the 4 ranked alternates as presented. Ms. Barnes seconded. ART IN PUBLIC PLACES REGULAR MEETING 5/15/202 4 – MINUTES Page 2 Unanimously approved. b) XERISCAPE GARDEN DESIGN REVIEW Ms. Martin presented a design by Ren Burke for the Xeriscape Garden Party on June 1. Because the event was earlier this year, the artist was selected from the Design Consultant List rather than the year’s accepted Transformer Cabinet Mural artist. Ms. Bauer moved to accept the design as presented with modifications requested by the Utilities Team. Ms. Zola seconded. Unanimously approved. TENNEY COURT CABINET MURAL Ms. Martin shared that one of the original murals painted by Amelia Caruso in Tenny Court has been removed and Staff is asking the Board permission to ask Amelia to paint the replacement cabinet at that site. Ms. Powers moved that we approach the original artist to paint the replacement cabinet. Ms. Bauer seconded. Approved by Ms. Shuff, Ms. Bauer, Ms. Powers, Mr. Staten, and Ms. Zola. Ms. Barnes abstained. c) BOARD ELECTIONS Ms. Bauer stated that she would be willing to serve as Chair and Nancy Zola volunteered to be Vice Chair. Ms. Powers moved to nominate Kathy as Chair and Nancy as Vice Chair. Ms. Barnes seconded. Unanimously approved. 8. STAFF REPORT Ms. Martin shared highlights and updates; the report will be emailed to the Board. 9. OTHER BUSINESS No additional business. 10. ADJOURNMENT 5:07 PM Minutes approved by the chair and a vote of the Board/Commission on XX/XX/XX MONTHLY UPDATES: ASPHALT ART, Magnolia, Canyon and Sherwood Intersection: FC Moves has received Asphalt Art Initiative grant from Bloomberg Philanthropies to create painted mural/infrastructure at this intersection. Artist Jess Bean was selected for this project. They presented the project today. BUS AND BUS SHELTER ART: The 23 posters and 3 poems have been installed in bus shelters and on buses. APP has now placed storm drain mural art on 4 of the bus stop benches. COMMUNITY CENTER FOR CREATIVITY (FORMERLY THE CARNEGIE CENTER FOR CREATIVITY), 200 Mathews St.: The project team will select artists from the Design Consultant List for the two mural projects. Artist Chelsea Ermer was selected for the restroom mural. The project was presented today. COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team selected Mark Leichliter from the Design Consultant List. The design was approved by the Board. The Project needs approval from CDOT to install on the signal posts. COLLEGE AVE. AND TRILBY INTERSECTION: The project team will select an artist from the Design Consultant List. DESIGN CONSULTANT: This call is currently being promoted to add to the existing list. The deadline is July 1. ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper presented her design to the board and the project was approved. The artist is working with the team to revise the timeline. I-25 AND PROSPECT INTERCHANGE: Artist Stephen Shachtman was selected for this project and currently meeting with the team. LAPORTE BRIDGES, Laporte Ave. between Grandview Ave. and Taft Hill Rd.: The team selected James Lynxwiler from the Design Consultant List. The project has been installed. The team is working on final details at the site. LAPORTE CORRIDOR, Laporte Ave. between Fishback Ave. and Sunset St.: Staff will issue an RFQ for a Colorado artist. A new City Project Manager has been assigned to this project. CITY OF FORT COLLINS Art in Public Places Program Staff Report — June 26, 2024 APP Booth at the Xeriscape Garden Event MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist within a 75-mile radius of Fort Collins. There will be different phases to this project. NORTHSIDE AZTLAN COMMUNITY CENTER CHILDCARE PROJECT, 112 E. Willow: The project team has selected artist Gale Whitman. The team will begin meeting shortly. OAK STREET STORMWATER IMPROVEMENTS PROJECT, Oak Street from Jackson Ave. to Mason St.: Artist Mark Aeling was selected for this project and is meeting with the team to develop the art for the site. PEDESTRIAN PAVER PROJECT: APP staff is developing the digital files for the 2024 designs. The 2023 pavers will be in fabrication shortly. PIANOS ABOUT TOWN PROJECT: Artist CM Canino started painting on June 18. He will be painting until July 1. The next artist Chelsea Ermer will start July 3. POWER TRAIL AND HARMONY CROSSING, Harmony Road between McMurry Ave. and Timberline Rd.: Artist Todd Kundla is meeting with the project team. SCHOOLSIDE PARK (FORMERLY BACON PARK), Timberline Rd, near Bacon Elementary: Artist Gregory Fields was selected for this project. STREAM REHABILITATION, Mail and Fossil Creek Confluence and Spring Creek at Edora Park: Andy Dufford and his team are fabricating this project. THE LINCOLN CENTER VINYL PROJECTS: The Lincoln Center hired artists to design artwork for the facility van vinyl wrap (Mike McPuff) and window clings (Jennifer Ivanovic). APP helped with an artist call and contracts. The work is completed TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the Design Consultant List. TRANSFORMER CABINET MURAL PROJECT: Selected artists are developing mural concepts for their sites. UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Allie Ogg’s was approved by the Board and City Council. Allie is currently working on this project with Utilities. WATER TREATMENT FACILITY, Laporte west of Overland Trail: Todd Kundla’s project was approved by the APP Board and by City Council. This project is in fabrication and will be installed soon. WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter is currently meeting with the project team. OTHER BUSINESS: UPOMING MEETING— JULY 17 DESIGN CONSULTANT REVIEW TRANSFORMER CABINET MURAL DESIGN REVIEW Pianos About Town artist Lydia Tarleton working on her mural. Todd Kundla sculpture in fabrication for the Water Treatment Facility Project.
