Regular Work Session June 14, 2024 Hybrid Meeting Noon – 1:15 p.m. Planning and Zoning Commission Work Session Agenda Participation for this hybrid Planning and Zoning Commission work session will be available in-person, online or by phone. Commission members and staff may be present in-person but interested members of the public and applicant teams are strongly encouraged to participate via Zoom. No public comment is accepted during work sessions. Public Participation (In Person): Individuals who wish to view the work session in person may attend the meeting located at 281 N College Ave in Conference rooms C&D. Public Attendance (Online): Individuals who wish to attend the Planning and Zoning work session via remote public participation can do so through Zoom at https://fcgov.zoom.us/j/97503739407 Individuals participating in the Zoom session should also watch the meeting through that site. The meeting will be available to join beginning at 11:45 a.m. on Friday, June 14, 2024. Attendees should try to sign in prior to 12:00 p.m. if possible. In order to attend virtually: Use a laptop, computer, or internet-enabled smartphone. (Using earphones with a microphone will greatly improve your audio). You need to have access to the internet. Box 580 Fort Collins, CO 80522.0580 970.221.6376 970.224.6111- fax MEMORANDUM Date June 14, 2024 To From Re Chair Stackhouse and Members of the Planning & Zoning Commission Em Myler, Neighborhood Development Liaison June 2024 Public Engagement Update The purpose of this memo is to provide the Commission a monthly review of staff efforts to engage the public in Development Review as well as preview upcoming work of interest. May Public Engagement by the Numbers • Neighborhood meetings – 1 Staff Update Language Access for P&Z Hearings Needs: • In-person simultaneous interpretation of the hearing presentations and Commission deliberations for members of the audience who only understand Spanish. • In-person consecutive interpretation of public comments made in Spanish for Commission members and members of the audience who only understand English • Online simultaneous interpretation of the hearing presentations and Commission deliberations for members of the audience who only understand Spanish. • Online consecutive interpretation of public comments made in Spanish for Commission members and members of the audience who only understand English. Staff requirements • One Spanish-speaking staff member to welcome participants, go over the agenda and make sure everyone understands the rules. • Two interpreters in Council Chambers to simultaneously interpret presentations and Commission deliberations via Bluetooth headphones for those in the room. • Two interpreters on Zoom to simultaneously interpret presentations and Commission deliberations via Zoom interpretation channels for those online. • Two interpreters who will repeat comments made in Spanish both online and in the room. Equipment/tech • Zoom setup for interpretation with a Spanish channel. • Headsets and Bluetooth receivers for Spanish speakers who need them. • Documents in English and Spanish o Agenda o Packet o Slides o Sign in sheets What you can expect • Em will hand out headphone sets as people enter Chambers. • You can open the meeting briefly, then let one of the in-person interpreters speak at the podium. They will give instructions on how to use the headsets and how to access the Spanish channel in both Spanish and English. • The interpreters will then stand or sit in the back of the room, repeating what we say a few seconds later. The two interpreters will switch off throughout the hearing to rest. • Try to remember to speak slowly and clearly and not to speak over one another. • During public comment, Spanish speaking commenters will make their comment, then the interpreter will repeat their comment so that you and the whole room can understand.
