Participation for this hybrid Planning and Zoning Commission work session will be available in-person, online or by
phone. Commission members and staff may be present in-person but interested members of the public and
applicant teams are strongly encouraged to participate via Zoom. No public comment is accepted during work
sessions.
Public Participation (In Person): Individuals who wish to view the work session in person may attend the meeting
located at 281 N College Ave in Conference rooms C&D.
Public Attendance (Online): Individuals who wish to attend the Planning and Zoning work session via remote
public participation can do so through Zoom at https://fcgov.zoom.us/j/98698634655 Individuals participating in
the Zoom session should also watch the meeting through that site.
The meeting will be available to join beginning at 11:45 a.m. on Friday, May 10, 2024. Attendees should try to sign
in prior to 12:00 p.m. if possible.
In order to attend virtually:
Use a laptop, computer, or internet-enabled smartphone. (Using earphones with a microphone will greatly
improve your audio).
You need to have access to the internet.

The purpose of this memo is to provide the Commission a monthly review of staff efforts to engage the public
in Development Review as well as preview upcoming work of interest.

DRAFT V2 Neighborhood Meeting Purpose Statement
The City of Fort Collins knows that development can have meaningful impacts on our neighbors who live,
work, and play nearby. Because of this, we require many development applicants come to a neighborhood
meeting where they can share their ideas with the public, answer their questions and listen to their
thoughts before they submit any application for us to review.
Meetings usually start with a presentation from City staff and the applicants, and then most of the time is
set aside to answer questions and have a conversation about the proposed development. The neighborhood
meeting is set at the beginning of a long development review process where city staff work to make sure the
proposal meets our high standards for development. At the end of this review, the City then has the power
to approve or deny this proposal based solely on whether it follows all our laws. If there is public input
which applies to our laws, the decision maker can use it in their decision. They will be able to see notes and
a video recording of this meeting, and neighbors will also be able to send them a written comment or make
a spoken comment at a public hearing before a decision is made.
We know that neighbors may have feelings of support and opposition to development in Fort Collins that
may be part of our laws or outside them. We aim to make this a space where these can be aired. The
conversation can sometimes be difficult and there may be disagreements between participants. We also
know they can come at a high cost to the applicant. We promise to listen to and respect everyone’s
contributions and ask for the same in return. In the end, we value the opportunity to listen and learn from
neighbors and hope you do as well.

•City Planning Staff – reviews the applicants’ plans to make sure they follow our laws and standards

“Hello everyone,
I have reviewed the May 2024 Public Engagement Update in the Workshop Packet, and
in particular, draft 2 of the Neighborhood Meeting statement. I do not believe the
current draft will produce the desired result and could even further confuse the public.
Given the time that has passed, I’d like to submit the attached alternative for dual
consideration at Friday’s P&Z workshop. I realize it is not perfect, but it may serve to
help commissioners focus their comments..
Please let me know if this is possible to provide to Commissioners prior to the Workshop.”
The City of Fort Collins knows that development can have a meaningful impact on neighbors
who live, work and play nearby. For this reason, the City o�en requires a neighborhood
mee�ng where the applicant can share preliminary plans for the development. The applicant
will answer ques�ons from those atending the mee�ng and listen to thoughts of neighbors.
The applicant is encouraged to, but not required, to include neighborhood input into its formal
development applica�on when it is submited to the City.
Once a formal applica�on is submited, the City ini�ates a “development review process.”
During this process, staff from across mul�ple func�ons review the proposal for consistency
with the City’s development standards. This includes maters such as traffic impacts, parking,
landscaping, fire safety, compa�bility with the neighborhood, and more. Ci�zens can follow the
progress of the proposal by (webpage URL). Ci�zens can also provide writen comments or ask
ques�ons of City staff during the review process.
Once the review is complete, a recommenda�on is made by City staff to the appropriate
decision maker. The recommenda�on packet will include a copy of any public input. For
proposals presented to a hearing officer or the Planning and Zoning Commission, there will also
be a public mee�ng where ci�zens can again provide comments. In the end, the approval
authority’s decision will be based on whether the proposal is consistent with City codes and
regula�ons.
