o AGENDA REVIEW – There were no changes to the published Agenda. The HRC welcomed new
member Rachel Bryan and introduced themselves.
o APPROVAL OF MINUTES –
a. March 14, 2024
• Vice Chair Kistler moved to approve the Minutes of March 14, 2024. Commission
Member Ziegler seconded the motion. The motion passed 7 -0.
o PUBLIC PARTICIPATION – none.
o BUDGET REVIEW – Chair Jaeger discussed the City’s $6,100.00 allocation to the HRC. She noted
that the HRC spent $1000 in February for the DEIJ Networking Event. She indicated that $1000 will
be allocated in October for educational programs, $1500 for the September DEIJ Ne tworking Event,
and $1500-2000 in December for the HRC Awards. The HRC is in good shape for this upcoming
budget year.
o NEW BUSINESS –
a. Follow-up: February 4th DEIJ Networking Event
• Vice Chair Kistler discussed the February event experience and noted that the
feedback was positive. A second event will be coordinated, with help from Lauren
Leary, and include groups such as JEDI (Justice Equity Diversity & Inclusion). The
date will be TBD in September 2024.
b. Discussion of DEIJ “Directory”
• Vice Chair Kistler provided updates on the status of the directory that was
discussed at the DEIJ networking event. She noted that the United Way might
possibly host the directory and update the confidential contact information.
• Vice Chair Kistler moved to have the HRC co -sponsor and coordinate the
September 2024 DEIJ Networking event. Commission Member Walker seconded
the motion. The motion passed 7 -0.
c. Discussion of Larimer County DEI Board Meeting
• Chair Jaeger and several HRC members attended the recent Larimer County
meeting. She discussed that the Larimer County DEI Board primarily works on
internal issues within Larimer County Government and would like to be a co -
sponsor for the next DEIJ networking event.
d. Presentation re: ChildSafe – Kathleen Baumgardner, Executive Director
• Ms. Baumgardner provided information and knowledge regarding her organization,
including that ChildSafe has provided therapy, counseling, and support for victims
of child abuse for thirty-eight years. She noted her organization treats whole
families, but not the offending parties. She discussed referral sources, crisis
management resources, and parenting classes offered throughout the year.
• Ms. Baumgardner and the HRC discussed the ChildSafe client base, including age
ranges, graduation rates, diagnosed mental illnesses, languages spoken, clients’
residential zip codes, and financial status. They discussed different therapy
modalities and lengths of treatment. Ms. Baumgardner discussed the fee structure,
including grants, insurance, and victims’ compensation.
• Ms. Baumgardner offered the opportunity to tour the ChildSafe facility to the HRC.
e. Election of 2024 HRC Officers
• The HRC nominated the following officers to serve from April 2023 -April 2024:
• Chair, Beth Jaeger
• Vice Chair, Barb Kistler
• Media/Community Recognition Committee, Rachel Bryan
• Education Outreach Committee, Miho Yoshioka
• Government Relations Committee, Barb Kistler
• Commission Member Ziegler moved to have the HRC elect the nominated officers
to their positions. Commission Member Goff seconded the motion. The motion
passed 7-0.
o OLD BUSINESS –
Committee Reports
a. Education Outreach – Update re: “Cross Cultural Communication” and “Human
Library” Programs
• “Human Library” Program – Vice Chair Kistler provided information that the event
will be Sunday, August 4, 2024, from 2:00pm -5:00pm, at the Museum of Discovery.
The planning committees are finalizing plans, with one -half the Books from last year
scheduled to return. The Museum received a grant for this program so HRC will not
incur expenses in 2024.
• “Cross Cultural Communication” Program – Vice Chair Kistler noted the event will
be October 9, 2024, and located at the Senior Center from 5:00pm -7:30pm. The
HRC thanked Commissioner Ziegler for her diligent work on the educational
programs last year, including the Micro-Aggressions programming.
b. Media/Community Recognition Committee – Follow-up: Planning for 2024 Human
Relation Awards
• Chair Jaeger discussed the upcoming HRC awards ceremony on December 12,
2024. She provided updates on the work plan, including extending the nomination
period, and working with CPIO to update the nomination form and execute a
communications plan. Ms. Messenger and Commissioners Ziegler, Goff, and Bryan
will review the current nomination form and bring suggested edits to the May 9 th
HRC meeting.
• Chair Jaeger noted that the Disability Advisory Board (“DAB”) will not be holding an
awards ceremony this year. She discussed their interest in collaborating with the
HRC to recognize one DAB awardee at HRC’s ceremony.
• The HRC discussed the benefits of shortening the reception from 3:45 -4:30pm and
moving the reception from the CIC Conference Room to City Hall’s lobby. The HRC
discussed the timing of the program and ceremony that will be held in Chambers
from 4:30-5:30pm.
• Chair Jaeger provided updates on the inventory of awards from last year. The HRC
would like to exhaust the supply before ordering new awards.
• Chair Jaeger moved to establish a longer nomination period from July 15 -October
25, 2024, to collaborate with the DAB to present an award, to finalize timing of the
reception and ceremony, and to revise the nomination form. Commission Member
Walker seconded the motion. The motion passed 7-0.
c. Government Relations – General Update
• Vice Chair Kistler provided updates from City Council, including their proposed
limits on public comment that was unsuccessful. She also discussed the proposed
updates to the Land Use Code (“LUC”) to include affordable housing. She noted
that the State of Colorado is currently discussing changes to requirements for
Accessory Dwelling Units (“ADU’s”).
• Chair Jaeger discussed the status of the proposed State of Colorado House Bill
prohibition of guns in sensitive places.
d. Executive – Follow-up re: March 25th Super Issues Meeting and March 27 th Meeting
with the Larimer County EDI Advisory Board
• March 25th Super Issues Meeting – Chair Jaeger provided updates and noted the
collaboration and outreach opportunities, such as with the new Women and Gender
Equity Board. Vice Chair Kistler and Commissioner Cribelli also attended.
• Larimer County EDI Advisory Board – Chair Jaeger provided feedback on the
meeting attended by Vice Chair Kistler, Commissioners Goff, Cribelli, and Ms.
Messenger. The HRC discussed future collaboration with the Advisory Board,
including co-sponsoring the September DEIJ networking event.
o ANNOUNCEMENTS –
a. Conversation with Elizabeth Sink, Colorado State University, Department of
Communication Studies
Chair Jaeger and Vice Chair Kistler met with Elizabeth Sink to discuss future
opportunities for the Human Library or similar structure to be incorporated into a
CSU course offering. Chair Jaeger noted that on Thursday, May 23, 2024, the CSU
Multifaith and Belief Initiatives, the Fort Collins Interfaith Council, the City Equity &
Inclusion Office and the Foothills Unitarian Church will be offering the first program
in a series called “Our Neighbor’s Faith.” When available, invitations will be sent to
the HRC.
b. Autism Acceptance Day Kudos
• The HRC gave kudos to Commissioner Cribelli and Jan Reece for their work on this
well-attended and celebratory event.
c. Northern Colorado Intertribal Pow-wow Association
• 30th Annual Contest Powwow and Art Market, April 12 -14, 2024. HRC is
encouraged to support and show appreciation for native populations. The event is a
learning space, with drumming, dancing, competitions, vendors, and volunteer

d. Poudre School District, Long-Range Planning
• Commissioner Ziegler encouraged the HRC to attend a meeting at Poudre High
School, on April 16, 2024 from 5:30 -10pm, to discuss plans for future school
realignment

every nomination, we celebrate important efforts to build an equitable and inclusive Fort Collins.
In the space below, please describe the ways in which your nominee advocates for diversity, equity and
inclusion and helps build a Fort Collins where all can thrive. Please include specific examples regarding
the scope and impact of their work, along with any other relevant information. If more space is needed,
feel free to add additional pages to this form. Also, we welcome any attachments that will help the HRC
fully understand this individual’s or organization/team’s contributions to our community.

can thrive?
Include up to three specific examples and the outcomes/impacts of their work. A sample nomination is
provided below.
Sample nomination:
A community-led environmental sustainability project aimed to address local ecological issues. The
initiative involved collaborations with environmental organizations, local schools, and businesses.
Through educational workshops and outreach campaigns, com munity members were informed about
sustainable practices. The project not only resulted in visible environmental improvements but also built
community capacity by training individuals in sustainable agriculture and waste management. The
initiative's success was measured through reduced pollution levels, increased green spaces, and a
community that actively embraced eco-friendly practices.
