1. CALL TO ORDER: 5:32 PM
2. ROLL CALL
a. Board Members Present – Beth Jaeger, Barb Kistler, Phil Walker, Kevin Goff,
Masood Ahmad, Teresa Cribelli, Miho Yoshioka
b. Board Members Absent - Kyle Teramoto, Coronda Ziegler
c. Staff Members Present – Claudia Menendez, Equity Officer, Liz Messenger, Lead
Specialist, Equity & Inclusion, Melissa Matsunaka, Sr. Project Coordinator
d. Guest(s) – Rabbi Hillel Katzir, County Liaison, Larimer County DEI Board
3. AGENDA REVIEW – There were no changes to the published Agenda. Chair Beth
Jaeger discussed the virtual meeting format and procedures for HRC members and the
public participants.
4. PUBLIC PARTICIPATION – the HRC listened to comments from 9 public participants
related to the HRC’s ceasefire resolution. The HRC provided feedback and thanked the
public participants for their time and comments.
5. BUDGET REVIEW – Chair Jaeger noted the City’s $6,100 allocation to the HRC. She
discussed it will be spent on education and outreach, Human Relations Awards, and
partially for the Human Library. She indicated the HRC is in good shape for this upcoming
budget year.
6. APPROVAL OF MINUTES –
a. January 11, 2024 & February 8, 2024
• Commission Member Cribelli moved to approve the minutes of January
11, 2024, and the minutes of February 8, 2024. Commission Member
Ahmad seconded the motion. The motion passed 7-0.
7. NEW BUSINESS –
a. Follow-up: February 4th DEIJ Networking Event
• The HRC discussed the event experience and agreed that conversations
and table discussions were positive. The HRC noted that the event was
powerful and worthwhile. They indicated their willingness to participate in
future networking events due to this event’s success as determined by
the participants’ feedback, excitement, and energy.
b. Discussion of DEIJ “Directory”
• Testimonials have been received that a DEIJ Directory would be a
helpful resource for contact information, programs, collaboration
activities, and participation requests. A planning committee will be
established to keep the momentum going.
• Rabbi Hillel Katzir, Larimer County DEI Board, mentioned the
enthusiasm and electricity at the networking event. He agreed to
represent the County DEI Board and InterFaith Council on the planning
committee.
• Commission Member Cribelli moved to approve establishing a sub -
group to move the networking work forward. Vice Chair Kistler seconded
the motion. The motion passed 7-0.
8. OLD BUSINESS –
Committee Reports
a. Education Outreach – Update re: “Cross Cultural Communication” and
“Human Library” Programs
• “Cross Cultural Communication” Program – Vice Chair Kistler noted the
event will be October 9, 2024, and located at the Senior Center from
5:00pm-7:30pm.
• “Human Library” Program – Chair Jaeger provided information that the
event will be August 4, 2024, from 2:00pm -5:00pm, at the Museum of
Discovery. This program looks to build upon the energy and
effectiveness of last year’s event. The Museum received a grant for this
program so HRC will only incur minimal expenses in 2024.
b. Media/Community Recognition Committee – Follow-up: Planning for 2024
Human Relation Awards
• Chair Jaeger and Ms. Menendez discussed the intention of moving the
awards to a Thursday night, so it does not conflict with a City Council
meeting. The event shall be December 12, 2024. The December HRC
meeting currently scheduled for December 12, shall be cancelled and
the awards shall be held in Council Chambers in lieu of the HRC
meeting.
c. Government Relations – Update re: Local Government Weapon Ordinances
[Secretary’s Note: Commission Member Yoshioka recused herself from
this discussion]
• Vice Chair Kistler provided information about proposing a gun prohibition
in sensitive spaces. She recommended that the HRC not take any action
pending the State’s action on SB 24 -131, which would prohibit carrying
firearms in sensitive spaces.
• Vice Chair Kistler moved to pause further HRC research and discussion
on proposing a gun prohibition in sensitive places. Commission Member
Walker seconded the motion. The motion passed 6-0.
d. Executive – Information re: March 25th Super Issues Meeting; Confirmation re:
March 27th Meeting with the Larimer County EDI Advisory Board
• March 25th Super Issues Meeting – Chair Jaeger provided updates regarding
Davina Lau’s meeting invite sent to all City Boards and Commissions, to be held
on March 25, 2024, from 5:30-7:30pm, at the Lincoln Center.
• Larimer County EDI Advisory Board – Chair Jaeger noted a joint meeting
with the HRC shall be held March 27, 2024, beginning at 5:30pm, at 200 W
Oak St, in the Carter Lake Room.
9. ANNOUNCEMENTS –
a. Autism Awareness Day Update
• Commissioner Cribelli and Claudia Menendez finalized the proclamation for
“Autism Acceptance Day” scheduled for April 2 nd. The reception begins at 4:00pm.
The proclamation reading is at 5:00pm in Council Chambers. Daisy Montgomery
will receive the proclamation and give a short speech. The HRC is invited and
encouraged to attend.
b. Northern Colorado Intertribal Pow-wow Association
• 30th Annual Contest Powwow and Art Market, April 12-14, 2024. HRC is
encouraged to support and show appreciation for native populations. The event is
a learning space, with drumming, dancing, competitions, vendors, and volunteer

• The HRC expressed appreciation for Commission Member Kyle Teramoto’s
volunteer service to the HRC. Commission Member Teramoto’s term has
expired, and the HRC sent their thanks to him for his contributions to the HRC.
11. ADJOURNMENT
• Commission Member Walker moved to adjourn the meeting. Commission
Member Cribelli seconded the motion. The motion passed 7-0.
