CALL TO ORDER
At 4:03 PM the meeting was called to order by John Singleton.

2. AGENDA REVIEW – No changes.
3. CITIZEN PARTICIPATION
Marilyn Heller from the League of Women’s Voters shared that Sue Beck-Ferkiss has been participating
in the organization’s Planning Committee as a representative for the Partnership for Age-Friendly
Communities. She also shared that the League of Women’s Voters will be hosting a panel titled
“Skyrocketing Housing Prices! Why?”. The event will take place on April 11th from 6:30pm-8:30pm at
the Fort Collins Senior Center and can also be viewed online via Zoom. The presentation will be
recorded and available to view on the League of Women’s Voters website after the event.
4. APPROVAL OF MINUTES
Stefanie Berganini motioned to approve the January 4 and February 1 Regular Meeting Minutes.
Jennifer Bray seconded. Approved 4-0.
5. NEW BUSINESS
A. Housing Strategic Plan Updates: Community Summit – Sue Beck-Ferkiss, Social
Sustainability

• Since the Housing Strategic Plan was passed and implemented in 2021, City staff would like to
gather community feedback via a Community Summit this year.
• There has been an initial planning meeting with both internal and external stakeholders that
included brainstorming the timing and duration of the event, speaker and panel ideas, and
potential educational topics.
B. Board Planning for 2024 – John Singleton, Board Chair & Sue Beck-Ferkiss, Social
Sustainability
• Sue Beck-Ferkiss shared that interviews for the Affordable Housing Board are complete and
four new people will start in July. They can start attending meetings and/or join a committee
prior to their term start date if desired.
• Tyler Wenande, the new Housing & Equity Data Analyst for Social Sustainability is updating the
Housing Dashboard and will join the Board for a presentation in May or June.
• The City Clerk’s Office is hosting a Super Issues Meeting on March 25 for City Boards and
Commission members to connect and learn about one another. AHB members are planning to
attend and hope to get other City Boards and Commission members interested in engaging with
the Affordable Housing Board and attending future meetings.
• A joint work session with the Human Services & Housing Funding Board to discuss affordable
housing grant applications is on March 27. Applicants will be submitting their presentations
beforehand, and the meeting will be dedicated to a question-and-answer session between board
members and applicants.
• On April 4, the Affordable Housing Board will rank the affordable housing applications and send
their rankings and comments to the Human Services & Housing Funding Board.
• The Board discussed John Singleton inviting the Affordable Housing Board’s newly appointed
council liaison, Councilmember Melanie Potyondy, to an upcoming meeting.
• The Board discussed starting the process of sending out invites to various groups (such as other
City Boards and Commissions, advocacy groups, and local nonprofit organizations) to present at
upcoming Board meetings.
C. Board Priority Committee Reports
• Outreach, Education and Partnerships – John Singleton & Ed Hermsen
• John Singleton shared an Outreach Strategy spreadsheet he’s been working
on. It includes names of various organizations, their focus area, strategies for
engaging them, and their contact information. He asked Board members to
share any information they may have about relevant organizations with him.
• Knowledge Repository – Bob Pawlikowski & Jennifer Bray
• John Singleton requested this subcommittee consider what information should
be included on an Affordable Housing Board webpage and how it’ll be
presented.
• Council and Local Legislative Support – Stefanie Berganini & John Singleton

• John Singleton shared a one-page informational document that he and Stefanie
Berganini have been working on. The document includes the Board’s key
priorities for 2024 and the objectives and key results for each priority. It also
includes the Board’s mission and a brief description of the work they do. Once
the document is finished, they hope to be able to hand it out at meetings and
events and post it on the Social Sustainability website.
• Stefanie shared that they have drawn up several documents to start pulling
together relevant information on several housing-related issues including
occupancy, ADUs, and deed restrictions. Each document contains an issue
summary, relevant issue history, relevant policies and regulations, arguments
for and against the issue, related state bills, related items on City Council’s 6-
month agenda, and AHB’s position on the issue. The purpose of the document
is to provide the Board with the relevant information they need to be educated
about advocating to City Council.
• Stefanie and John have been working on a template for statements to City
Council. They are presenting it to the Board tonight to gather feedback on using
it as a template going forward and also to suggest that the Board support a
state-level Occupancy Bill (HB24-1007) that has already passed in the House
and is now in the Senate. The hearing for the bill is on March 12 and they would
like to send a memo to City Council prior to the hearing.
• Diversity, Equity & Inclusion in Affordable Housing – Stefanie Berganini
• No updates.
Stefanie Berganini motioned to finalize the draft memo outlining the Affordable Housing Board’s
support for HB24-1007 and send it to Fort Collins City Council. Jennifer Bray seconded.
Approved 4-0.
Stefanie Berganini motioned that within the purview of the Affordable Housing Board’s public
education role, they will inform the State Legislative Committee that the Board sent a memo in
support of HB24-1007 to Fort Collins City Council. Jennifer Bray seconded. Approved 4-0.
6. BOARD MEMBER REPORTS
a. Board Member Reports
• Jennifer Bray shared that she attended a Housing Tax Credit Summit in February and
has notes that she would like to share with the rest of the Board. She will send her
notes to Sue Beck-Ferkiss to be included in the April AHB packet.
• Stefanie Berganini and Sue Beck-Ferkiss attended a Senior Advisory Board meeting in
February. They shared what they learned about housing issues impacting seniors,
especially those living in mobile home communities.
