BUSINESS
1. Approval of Minutes: Copies of the draft minutes of the March Regular meeting are
attached for the Board’s approval. Approval of minutes requires a formal motion
and vote by the Board.
2. Hybrid meetings: 2024 meetings will be hybrid.
3. Code of Conduct: Please read both the Code of Conduct and the Anti-
Discrimination Anti-Harassment Policy and return a signed copy to Sue or
Tamra. Let one of us know if you need these resent to you.
PRESENTATION/DISCUSSION:
1. INTRODUCTION OF NEW BOARD MEMBERS, JOHN AND SUE (15 MINUTES)
While 4 people have been appointed to the Affordable Housing Board, two will start their
term April 1 and two will start July 1. Claire Bouchard and Josh Beard have been
appointed for terms starting April 1 which will help us with a quorum for this meeting
since Bob will need to recuse himself since he works for an applicant in the Competitive
process. Liz Young Winne and Vanessa Montoya will start their terms July 1.

2. RANKING OF HOUSING APPLICATIONS FOR THE COMPEITIVE PROCESS,
BOARD MEMBERS (90 MINUTES)
The Board will prioritize the applications, provide rankings from 1-8, and provide
comments explaining the basis for the recommendations made.
Beth Rosen will be available for questions unless she is at Jury Duty.

3. CITIZEN PARTICIPATION
Marilyn Heller from the League of Women’s Voters shared that Sue Beck-Ferkiss has been participating
in the organization’s planning committee as a representative for the Partnership for Age-Friendly
Communities for the program the League of Women’s Voters will be hosting. It is a panel discussion
titled “Skyrocketing Housing Prices! Why?”. The event will take place on April 11th from 6:30pm-8:30pm
at the Fort Collins Senior Center and can also be viewed online via Zoom. The presentation will be
recorded and available to view on the League of Women’s Voters website after the event.

5. NEW BUSINESS
A. Housing Strategic Plan Updates: Community Summit – Sue Beck-Ferkiss, Social
Sustainability

• Since the Housing Strategic Plan was passed and implemented in 2021, City staff would like to
gather community feedback via a Community Summit this year.
• There has been an initial planning meeting with both internal and external stakeholders that
included brainstorming the timing and duration of the event, speaker and panel ideas, and
potential educational topics.
B. Board Planning for 2024 – John Singleton, Board Chair & Sue Beck-Ferkiss, Social
Sustainability
• Sue Beck-Ferkiss shared that interviews for the Affordable Housing Board are complete and
four new people will start in July. They can start attending meetings and/or join a committee
prior to their term start date if desired.
• Tyler Wenande, the new Housing & Equity Data Analyst for Social Sustainability is updating the
Housing Dashboard and will join the Board for a presentation in May or June.
• The City Clerk’s Office is hosting a Super Issues Meeting on March 25 for City Board and
Commission members to connect and learn about one another. AHB members are planning to
attend and hope to get other City Board and Commission members interested in engaging with
the Affordable Housing Board and attending future meetings.
• A joint work session with the Human Services & Housing Funding Board to discuss affordable
housing grant applications is on March 27. Applicants will be submitting their presentations
beforehand, and the meeting will be dedicated to a question-and-answer session between board
members and applicants.
• On April 4, the Affordable Housing Board will rank the affordable housing applications and send
their rankings and comments to the Human Services & Housing Funding Board.
• The Board discussed John Singleton inviting the Affordable Housing Board’s newly appointed
council liaison, Councilmember Melanie Potyondy, to an upcoming meeting.
• The Board discussed starting the process of sending out invites to various groups (such as other
City Boards and Commissions, advocacy groups, and local nonprofit organizations) to present at
upcoming Board meetings.
C. Board Priority Committee Reports
• Outreach, Education and Partnerships – John Singleton & Ed Hermsen
• John Singleton shared an Outreach Strategy spreadsheet he’s been working
on. It includes names of various organizations, their focus area, strategies for
engaging them, and their contact information. He asked Board members to
share any information they may have about relevant organizations with him.
• Knowledge Repository – Bob Pawlikowski & Jennifer Bray
• John Singleton requested this subcommittee consider what information should
be included on an Affordable Housing Board webpage and how it’ll be
presented.
• Council and Local Legislative Support – Stefanie Berganini & John Singleton

• John Singleton shared a one-page informational document that he and Stefanie
Berganini have been working on. The document includes the Board’s key priorities for
2024 and the objectives and key results for each priority. It also includes the Board’s
mission and a brief description of the work they do. Once the document is finished, they
hope to be able to hand it out at meetings and events and post it on the Social
Sustainability website.
• Stefanie shared that they have drawn up several documents to start pulling together
relevant information on several housing-related issues including occupancy, ADUs, and
deed restrictions. Each document contains an issue summary, relevant issue history,
relevant policies and regulations, arguments for and against the issue, related state
bills, related items on City Council’s 6-month agenda, and AHB’s position on the issue.
The purpose of the document is to provide the Board with the relevant information they
need to be educated about advocating to City Council.
• Stefanie and John have been working on a template for statements to City Council.
They are presenting it to the Board tonight to gather feedback on using it as a template
going forward and also to suggest that the Board support a state-level Occupancy Bill
(HB24-1007) that has already passed in the House and is now in the Senate. The
hearing for the bill is on March 12 and they would like to send a memo to City Council
prior to the hearing.
• Diversity, Equity & Inclusion in Affordable Housing – Stefanie Berganini
• No updates.
Stefanie Berganini motioned to finalize the draft memo outlining the Affordable Housing Board’s
support for HB24-1007 and send it to Fort Collins City Council. Jennifer Bray seconded.
Approved 4-0.
Stefanie Berganini motioned that within the purview of the Affordable Housing Board’s public
education role, they will inform the State Legislative Committee that the Board sent a memo in
support of HB24-1007 to Fort Collins City Council. Jennifer Bray seconded. Approved 4-0.
6. BOARD MEMBER REPORTS
a. Board Member Reports
• Jennifer Bray shared that she attended a Housing Tax Credit Summit in February and
has notes that she would like to share with the rest of the Board. She will send her
notes to Sue Beck-Ferkiss to be included in the April AHB packet.
• Stefanie Berganini and Sue Beck-Ferkiss attended a Senior Advisory Board meeting in
February. They shared what they learned about housing issues impacting seniors,
especially those living in mobile home communities.

• The Board will continue to have hybrid meetings for the remainder of 2024.

AFFORDABLE HOUSING BOARD
2024 Work Plan
The Affordable Housing Board (AHB) will make recommendations to the Council on
policy and programing to guide the City’s efforts to reach the goals of the Housing
Strategic Plan in addition to assisting with the implementation of the Housing Strategic
Plan.
Demand for affordable housing continues to outpace supply in the City. The AHB will
focus its efforts on increasing and preserving the City’s affordable housing inventory
and providing support to consumers of affordable housing by taking the following
actions:
• Promote implementation of the 26 strategies contained in the Housing Strategic
Plan including those incorporated from the 2015-2019 Affordable Housing
Strategic Plan:
o Strategy 4.1 – Increase the Inventory of Affordable Rental Units
o Strategy 4.2 – Preserve the Long-term Affordability and Physical Condition
of Exiting Stock of Housing
o Strategy 4.3 – Increase Housing and Supportive Services for People with
Special Needs
o Strategy 4.4 – Support opportunities to obtain and sustain affordable
homeownership
o Strategy 4.5 – Refine development incentives and expand funding sources
and partnerships
• Participate in/collaborate with other committees and workgroups convened by the
City Council, staff, board members or citizens, in order to advocate and educate
on issues related to affordable housing.
• Work with City staff and stakeholders in providing input on implementing the
updated Housing Strategic Plan to preserve and increase housing options across
the spectrum, meeting the needs of all Fort Collins residents. The Board will
continue to prioritize funding for residents making no more than 80% AMI while
encouraging more housing options for all City residents. For rental housing, the
Board will prioritize funding for residents making no more than 60% AMI.
• Work with staff on implementation of City Plan, as it relates to housing, to ensure
and increase affordable housing options will meet the needs of all Fort Collins
residents through the City’s long-term planning horizon.
• Continue to play a critical role in the Competitive Process by reviewing all
affordable housing proposals and meeting with the Human Services and Housing
Funding Board (HSHFB) to discuss specific proposals and share priority rankings
with them and the City Council.
• Continue to work with staff to review and evaluate the effectiveness of the City’s
current incentives to developers to produce affordable housing units, and
recommend modifications, new incentives, and building code revisions (including
increasing capacity and considering zoning) to City Council. Also continuing to
work with staff to provide input on the Land Use regulations update – phase 1
focusing on housing and organization and the implementation of the resulting
updated code.
• Continue to investigate incentives to preserve the current available stock of
affordable housing including consultations with staff and the Neighborhood
Services Department on mobile home parks and keep apprised of Council’s
priority on the preservation of manufactured housing communities.
• Assist staff in reviewing the Land Bank program’s implementation and potentially
recommend changes to improve the program.
• Review proposed policy, regulations, and code provisions regarding development
(e.g., Metro Districts, development fees, density) to provide input to the City
Council on the impact of these issues on housing affordability.
• Research and educate City Council and others on issues affecting affordable
housing and on the potential for additional and current funding sources for the
City’s various affordable housing funds to provide financial resources to affordable
housing programs and projects.
• Keep apprised and advise staff and Council when considering whether the City
should impose an affordable housing impact fee and/or inclusionary zoning or
other dedicated on-going source of revenue..
• Advocate for the need for housing affordability for the entire spectrum of wage
earners in our community, specifically:
o Engage with City Council through written and oral communication
o Attend other public meetings including visiting with other City Boards and
Commissions to stress the important relationship between economic,
environmental, and social vitality
o Use triple bottom line values as applied to affordable housing policy,
regulation, facilitation, and funding
o Seek additional understanding as to how people of color, disabled and
other under-represented populations are negatively affected by local
systems, policies and assumptions, in their efforts to attain appropriate
housing and in response and recovery efforts related to the COVID-19
pandemic.
• AHB members may attend City Council meetings and address Council on matters
pertaining to housing. A detailed discussion with the Board’s Council liaison is
planned quarterly.
• Monitor the community’s efforts to end homelessness.
• Monitor the community’s efforts to make home ownership achievable, especially
for people already living here.
• Be informed by staff of all requests for certification of affordable housing projects.
• At least quarterly, review the Board’s Work Plan to assure the AHB work is
accomplished.
• Board members will consider liaison positions to other boards and commissions,
as possible, including but not limited to:
o Planning and Zoning Commission
o Board of Realtors
o Economic Advisory Board
o Transportation Board
o Human Relations Commission
o Disability Advisory Board
o Senior Advisory Board
o HSHF Board
The Affordable Housing Board (AHB) has an interest in 3 Key Strategic Outcome areas
in the City - Neighborhood Livability and Social Health, Economic Health and
Transportation. During 2024, the AHB will be guided by the following City Strategic
Objectives in its work:
- Neighborhood Livability and Social Health Fort Collins provides a high-quality
built environment, supports connected neighborhoods, seeks to advance equity and
affordability and fosters the social health of the community

Per the Affordable Housing Boards’s (AHB)mission of advising the City Council on matters
pertaining to affordable housing issues of concern to the City,we believe that HB24-1007
legislation,as currently written,positively benefits the supply,affordability,and/or accessibility of
affordable housing in Fort Collins.We encourage City Council to actively support the passage
of this legislation.
In particular,we support HB24-1007 because:
We recognize that U+2 has inequitable impacts on the residents of Fort Collins,and
disproportionately burdens college students,young professionals,people who live with
chosen rather than biological family,and others who are most in need of affordable
housing.
The bill’s language aligns with the AHB’s priority of improving housing availability and
inventory while recognizing potential community concerns related to noise and safety.
The bill as written allows the goals of an occupancy limit to be instead managed via
existing health and safety standards,as well as the City’s expanded nuisance ordinances.
We also believe that parking should not be considered in defining occupancy limits,in
line with Council’s stated goal of creating and incentivizing walkable 15-minute cities,and
in line with HB24-1304,currently in consideration in the State House,which would
prohibit parking minimums.
