CALL TO ORDER: 3:40 PM 2. ROLL CALL a) Board Members Present – Natalie Barnes, Kathy Bauer Myra Powers, Renee Sherman, Heidi Shuff, Christopher Staten, and Nancy Zola b) Board Members Absent – None c) Staff Members Present – Ellen Martin, Liz Good, Dennis Ralph, Spencer Smith d) Cultural Resources Board Liaison – Not present e) Guests – None 3. AGENDA REVIEW 4. PUBLIC PARTICIPATION 5. APPROVAL OF MINUTES, DECEMBER 20, 2023 Ms. Powers moved approval of the December Minutes. Ms. Zola seconded. Unanimously approved. 6. NEW BUSINESS a) I-25 AND PROSPECT INTERCHANGE SUBMISSION REVIEW Ms. Martin presented the top three scoring artists and the option to select one or two alternates. There were questions from the Board about the number of applicants and geographic restrictions. It was explained that the artist starts with a design contract where they are paid for their initial work with the team. If they aren’t a good fit or unable to incorporate their work with the project, they are compensated for their time and the project can explore other options, such as alternates. Ms. Zola moved to accept the ranking as presented and two alternates. Ms. Powers seconded. Unanimously approved. b) NORTHSIDE AZTLAN COMMUNITY CENTER CHILDCARE PROJECT PRESENTATION Ms. Martin presented the project. The project team expects the artwork to be located inside, near the entrance to the childcare center. This project has a small ART IN PUBLIC PLACES REGULAR MEETING 1 /24/20 2 4 – MINUTES Page 2 budget and staff recommends the team select an artist from the APP preapproved list. Ms. Sherman moved that we send this project to the Design Consultant List. Ms. Bauer seconded. Unanimously approved. c) 2023 Annual Report Ms. Martin shared the draft updated with feedback from the December meeting. Ms. Bauer moved that we accept the Annual Report as presented for 2023. Ms. Zola seconded. Unanimously approved. 7. STAFF REPORT Ms. Martin shared highlights and updates about Bus Art, the report will be emailed to the Board along with a link to the Bus Art link. 8. OTHER BUSINESS • Ms. Zola shared that there was an update about the Community Center for Creativity in the Coloradoan. • Ms Martin shared updates for the Board from the City Clerks Office, including that board members should identify themselves as part of a Board when speaking with Council. • Board members should have reviewed materials related to Anti- Discrimination and Anti-Harassment Policy and the Code of Conduct. • There was an update about the Cultural Services Director Interviews. Ms. Zola attended the community meeting and described the candidates. Staff will send the candidate bios to the Board. 9. ADJOURNMENT 4:42 PM Minutes approved by the chair and a vote of the Board/Commission on XX/XX/XX MONTHLY UPDATES: ASPHALT ART, Magnolia, Canyon and Sherwood Intersection: FC Moves has received Asphalt Art Initiative grant from Bloomberg Philanthropies to create painted mural/infrastructure at this intersection. Artist Jess Bean was selected for this project. BUS AND BUS SHELTER ART: The 23 posters and 3 poems have been installed in bus shelters and on buses. APP has now placed storm drain mural art on 4 of the bus shelter benches. COMMUNITY CENTER FOR CREATIVITY (FORMERLY THE CARNEGIE CENTER FOR CREATIVITY), 200 Mathews St.: The project team will select an artist from the Design Consultant List. COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team selected Mark Leichliter from the Design Consultant List. The design was approved by the Board. The Project needs approval from CDOT to install on the signal posts. COLLEGE AVE. AND TRILBY INTERSECTION: The project team will select an artist from the Design Consultant List. ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper presented her design to the board and the project was approved. Staff is working with final details for the APP contract. GARDENS ON SPRING CREEK TEMPORARY ART INSTALLATION, 2145 Centre Ave.: Colorado artist Jodie Bliss created and installed nine sculptures that will be on view through mid -April 2024. I-25 AND PROSPECT INTERCHANGE: Artist Stephen Shachtman was selected for this project and is meeting with the team to develop the art for the site. LAPORTE BRIDGES, Laporte Ave. between Grandview Ave. and Taft Hill Rd.: The team selected James Lynxwiler from the Design Consultant List. The design was approved and the project has been installed. The team is working on final details at the site. CI T Y O F FO R T CO LLI N S Art in Public Places Program Staff Report — March 20, 2024 Installation of the concrete art panels on the Laporte Bridges. Artist James Lynxwiler is shown the installed panel at right. LAPORTE CORRIDOR, Laporte Ave. between Fishback Ave. and Sunset St.: Staff will issue an RFQ for a Colorado artist. MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist within a 75-mile radius of Fort Collins. NORTHSIDE AZTLAN COMMUNITY CENTER CHILDCARE PROJECT, 112 E. Willow: The project team will select an artist from the Design Consultant List. OAK STREET STORMWATER IMPROVEMENTS PROJECT, Oak Street from Jackson Ave. to Mason St.: Artist Mark Aeling was selected for this project and is meeting with the team to develop the art for the site. PEDESTRIAN PAVER PROJECT: APP staff is developing the digital files for the 2023 designs. The call for 2024 submissions is currently being posted. The deadline is April 2. PIANOS ABOUT TOWN PROJECT: The artists selected for 2024 were reviewed at the meeting today. POWER TRAIL AND HARMONY CROSSING, Harmony Road between McMurry Ave. and Timberline Rd..: Artist Todd Kundla is meeting with the project team. SCHOOLSIDE PARK (FORMERLY BACON PARK), Timberline Rd, near Bacon Elementary: The call for an artist within a 250-mile radius of Fort Collins is currently posted. The deadline is April 4. STREAM REHABILITATION, Mail and Fossil Creek Confluence and Spring Creek at Edora Park: Andy Dufford’s design was approved by the APP Board and by City Council. The project is in fabrication. THE LINCOLN CENTER VINYL PROJECTS: The Lincoln Center hired artists to design artwork for the facility van vinyl wrap (Mike McPuff) and window clings (Jennifer Ivanovic). APP helped with an artist call and contracts. TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the Design Consultant List. TRANSFORMER CABINET MURAL PROJECT: The call for 2024 submissions is currently being posted. The deadline is April 29. UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Allie Ogg’s was approved by the Board and City Council. Allie is working on this project with Utilities WATER TREATMENT FACILITY, Laporte west of Overland Trail: Todd Kundla’s project was approved by the APP Board and by City Council. This project is in fabrication. WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter was meeting with the team to develop art for the site when the project was put on hold. The project team is currently developing the budget and will start meeting again shortly. OTHER BUSINESS: HEIDI SHUFF AND CHRIS STATEN HAVE BEEN REAPPOINTED THROUGH MARCH 2026.
