Board Members Present: Mike O’Malley, Shamera Loose, Elizabeth Grant, Michael Ruttenberg, Melissa Rosas b. Staff Present: Lieutenant Jeremy Yonce, Assistant City Attorney Sara Arfmann, Jessica Jones 3. AGENDA REVIEW 4. CITIZEN PARTICIPATION a. Public Input – 5 minutes per individual • Veronica Olivas with League of Women Voters is present to observe. • Craig Larson is present to observe. 5. APPROVAL OF MINUTES a. January 10, 2023: There were no changes to the January 2024 meeting minutes. There was discussion about which 45-day counter is referenced on 12/23/2024. Sara Arfmann explained that there are two 45-day counters and that the first counter is for the administrative investigation, which was tolled during the DA’s review, according to City Code 2-144(f)(10). Mike O’Malley moved to approve, which was seconded by Elizabeth Grant. Motion passed. CITIZEN REVIEW BOARD (CiRB) REGULAR MEETING 6. NEW BUSINESS a. Training: Police Facilities Tour was cancelled b. Voicemail: None c. E-mail: None 7. UNFINISHED BUSINESS a. Review of 2023 Annual Report: Mike Ruttenberg moved to approve the 2023 Annual Report, which was seconded by Melissa Rosas. Motion passed. b. Review of 2024 Work Plan: Discussion of 2024 Work Plan, to be approved at March meeting. 8. BOARD MEMBER REPORTS 9. OTHER BUSINESS a. Sub-committee board members confirmed that they are available to hold the first sub-committee meeting after the regular board meeting in March. b. Packets contain a recently passed resolution naming Susan Gutowsky as the Council Liaison to the Citizen Review Board. Shamera Loose will reach out to her to invite her to attend a meeting for the board to have an opportunity to meet her. c. Nominations for new positions will take place in April. d. There was an officer-involved shooting that the DA is currently investigating. The board should expect to receive this report in a couple of months. • There was discussion about when it would be appropriate to draw for subcommittee positions for the next case and if it is allowed to limit the pool of members to be drawn, since new board members will be joining the board in April and will need additional training. Sara Arfmann clarified that the drawing could not take place until the board received the report and that more research will be required about the parameters of who must be included in subcommittee drawings. By March, the board can anticipate having more information about when the report will be received and when next steps should take place for that case. • There will not be a training in March, and April’s training will be from the City Attorney’s Office for New Board Member Orientation. 10. Meet all required �melines, including those for Subcommitee Mee�ngs, Decision Memos and Subcommitee Minutes. • Chair and/or Vice-Chair will regularly monitor the Ci�zen Review Board voicemail and email. They will also handle or forward any issues raised promptly and appropriately as dictated by the nature of the communica�on. • Recognize and pursue opportuni�es to liaise with other appropriate Boards and Commissions, such as the Human Rela�ons Commission, as well as other community agencies whose purpose encompasses similar or parallel missions, such as Crime- Stoppers. • Arrange and provide appropriate training modules for new and exis�ng Board Members throughout the year. Iden�fy, priori�ze and schedule training for any addi�onal noted opportuni�es.
