Public Participation (In Person): Individuals who wish to address the Planning & Zoning Commission in person may attend the meeting located in City Council Chambers at City Hall, 300 Laporte Ave. Public Participation (Online): Individuals who wish to address the Planning & Zoning Commission via remote public participation can do so through Zoom at https://fcgov.zoom.us/j/99512001666. Individuals participating in the Zoom session should also watch the meeting through that site. The meeting will be available to join beginning at 5:45 p.m. on February 15, 2024. Participants should try to sign in prior to 6:00 p.m. if possible. For public comments, the Chair will ask participants to click the “Raise Hand” button to indicate you would like to speak at that time. Staff will moderate the Zoom session to ensure all participants have an opportunity to address the Commission. (Continued on next page) Planning and Zoning Commission Page 2 February 15, 2024 • ROLL CALL • AGENDA REVIEW • PUBLIC PARTICIPATION Individuals may comment on items not specifically scheduled on the hearing agenda, as follows: • Those who wish to speak are asked to sign in at the podium if they are in person • The presiding officer will determine and announce the length of time allowed for each speaker. • Each speaker should state their name and address and keep their comments to the allotted time. • Any written materials should be provided to the Secretary for record-keeping purposes. • In person participates will hear a timer beep once and the time light will turn to yellow to indicate that 30 seconds of speaking time remains and will beep again and turn red when a speaker’s time to speak has ended. • CONSENT AGENDA The Consent Agenda is intended to allow the Planning and Zoning Commission to quickly resolve items that are non-controversial. Staff recommends approval of the Consent Agenda. Anyone may request that an item on this agenda be “pulled” for consideration within the Discussion Agenda, which will provide a full presentation of the item being considered. Items remaining on the Consent Agenda will be approved by the Planning and Zoning Commission with one vote. The Consent Agenda generally consists of Commission Minutes for approval, items with no perceived controversy, and routine administrative actions. If you have specific comments on any of the discussion items scheduled, please make that clear in the subject line of the email and send 24 hours prior to the meeting. As adopted by City Council Ordinance 143, 2022, a determination has been made by the chair after consultation with the City staff liaison that conducting the hearing using remote technology would be prudent. Draft Minutes for the P&Z December Regular Hearing The purpose of this item is to approve the draft minutes of the December 21, 2023, Planning and Zoning Commission hearing. • DISCUSSION AGENDA Willox Farm (Continuation) – MOVED TO THE MARCH 21 P&Z HEARING PROJECT DESCRIPTION: This is a Project Development Plan (PDP) for a residential cluster development in the Urban Estate (UE) zone district. The plan is revised for the continued hearing with 4 lots eliminated abutting the Garden Sweet farm on the west. The revised plan includes one modification request. One other modification that was needed for the original plan is no longer needed. APPLICANT: Kristin Turner TB Group 444 Mountain Ave Berthoud, CO 80513 STAFF ASSIGNED: Clark Mapes, City Planner 2. Prospect Sports Club PROJECT DESCRIPTION: This is a proposed Project Development Plan (PDP), #PDP230009, to develop a gym facility with two courts for basketball and volleyball. The use is categorized as ‘Unlimited Indoor Recreation’ in the Land Use Code Definitions. The use is not listed as a permitted use in the Employment zone district and thus the plan includes a request for Addition of Permitted Uses (APU) under the Land Use Code. Mason Street Infrastructure Overall Development Plan (ODP) PROJECT DESCRIPTION: This is a proposed Overall Development Plan (ODP), #ODP230001, for infrastructure improvements associated with a new segment of North Mason Street extending south from Hibdon Court. Union Park PROJECT DESCRIPTION: This is a request for a mixed-use neighborhood development on a 32.6 acre site located in the Harmony Corridor Zone District. The plan includes 603 dwelling units across multifamily, mixed-use, and single-family attached housing types, as well as a childcare center, and approximately 34,000 square feet of commercial office/retail space. The proposed Project Development Plan (PDP) conforms to the previously approved Ziegler-Corbett Overall Development Plan (ODP) and its approved modification of standards for residential building height and secondary uses. In addition, the proposed PDP includes two additional modification of standards requests related to parking (Section 3.2.2(K)) and orientation to a connecting walkway for residential dwelling units (Section 3.5.2(D)).
