CALL TO ORDER • At 5:33 PM the meeting was called to order by Olga Duvall. 2. AGENDA REVIEW Josh Johnson read remote session instructions for the Human Services & Housing Funding Board and public attendees. Adam Molzer reviewed the agenda. The Board accepted the agenda without modification. 4. COMMUNITY PARTICIPATION Olivia Kerr, a CSU student, is attending the meeting as part of an extra credit opportunity for a political science class. 5. APPROVAL OF MINUTES – October 11, 2023 Regular Meeting Olga Duvall motioned to approve the October 11, 2023 meeting minutes as presented. Pat Hastings seconded. Approved 7-0. 6. UNFINISHED BUSINESS a. 2024 Work Plan • Adam Molzer presented the annual Work Plan draft for 2024, which is due in November. December Meeting • The Board will be gathering in December for a non-business end-of-year social event on Wednesday, December 13 at 5:30 PM. Adam Molzer will coordinate the location and details and update the Board when everything is confirmed. 7. NEW BUSINESS a. 2024 Meeting Calendar • Adam Molzer presented the 2024 draft calendar of meetings and activities. Meetings will continue to be held on the 2nd Wednesday of every month from 5:30 PM to 7:30 PM in 2024. The schedule includes additional dates for deliberation and special work sessions to evaluate competitive process applications. b. Board Recruitment & Term Expiration • Adam Molzer reminded the Board that City Council voted to change the recruitment period and term end dates for Boards and Commissions. When Adam gets more information about application deadlines from the Clerk’s Office, he will inform Board members whose terms expire in June 2024. c. HOME-ARP Supportive Services Deliberations – early 2024 • Adam Molzer informed the Board that the City has $400,000 remaining in HOME-ARP Supportive Service funds that must be deployed in 2024. An application for these funds will be launched by City staff on December 1. Eligible project requests will be from organizations whose primary mission or existing programs and services include homelessness prevention and long-term housing stabilization. • Beth Rosen and Hannah Tinklenberg from the Social Sustainability Department will join the Board in January to provide more detail about the funds and what work the Board will need to complete to ensure funds are deployed in 2024. The HSHF Board is responsible for making a funding recommendation to City Council, who will ultimately vote on the Board’s funding recommendation. d. Council Liaison Invitation • Adam Molzer will work with the City Clerk’s Office to coordinate an invitation to the Human Services and Housing Funding Board’s Council Liaison in early 2024. e. Scorecard Criteria and Weights • Adam Molzer presented a revised draft of the Human Services Scorecard Criteria/Weights. Board members discussed if there were any necessary additional edits for the 2024 grant process and whether any criteria could be consolidated or cut. BOARD MEMBER REPORTS Josh Johnson announced that he will be resigning from the Board at the end of 2023. Adam Molzer explained this will necessitate identifying and selecting a new Board Chair for 2024, and that he will be having conversations with the City Clerk’s Office to learn more about this process. 9. STAFF REPORTS a. FY22 Human Services Grant Results • Adam Molzer shared the FY22 Human Services Program Grant Funding Results, with over $1M provided for community organizations. b. Funding Scenarios • During the October meeting, Adam Molzer shared feedback from grant recipients regarding partial funding and the challenges it presents to organizations. The Board expressed curiosity about potential outcomes if top-ranked programs had been funded at the full amount, so Adam went through past years’ data to put together hypothetical funding scenarios to share with the Board. These scenarios showed what programs would have been affected, the amounts that would have been awarded, and the number of clients that would have been impacted. 10. OTHER BUSINESS Grantee Client Story: Adam Molzer shared a letter that was submitted to Vindeket Market from a Fort Collins resident who uses their services. 11. NEXT MEETING The December regular/business meeting will be cancelled. The Human Services and Housing Funding Board and guests will gather for a non-business social gathering instead. The next regular business meeting will be Wednesday, January 10, 2024 at 5:30 PM on Zoom. 13. ADJOURNMENT Josh Johnson adjourned meeting at 6:44 PM. Minutes were finalized and approved by the Human Services & Housing Funding Board on January 10, 2024.
