The Board accepted the agenda without modification. 4. COMMUNITY PARTICIPATION Olivia Kerr, a CSU student, is attending the meeting as part of an extra credit opportunity for a political science class. 5. APPROVAL OF MINUTES—October 11, 2023 Regular Meeting Olga Duvall motioned to approve the October 11, 2023 meeting minutes as presented. Pat Hastings seconded.Approved 7-0. 6. Olga Duvall seconded. Approved 7-0. b. December Meeting • The Board will be gathering in December for a non-business end-of-year social event on Wednesday, December 13 at 5:30 PM. Adam Molzer will coordinate the location and details and update the Board when everything is confirmed. 7. NEW BUSINESS a. 2024 Meeting Calendar • Adam Molzer presented the 2024 draft calendar of meetings and activities. Meetings will continue to be held on the 2nd Wednesday of every month from 5:30 PM to 7:30 PM in 2024.The schedule includes additional dates for deliberation and special work sessions to evaluate competitive process applications. b. Board Recruitment&Term Expiration • Adam Molzer reminded the Board that City Council voted to change the recruitment period and term end dates for Boards and Commissions. When Adam gets more information about application deadlines from the Clerk's Office, he will inform Board members whose terms expire in June 2024. c. HOME-ARP Supportive Services Deliberations—early 2024 • Adam Molzer informed the Board that the City has$400,000 remaining in HOME-ARP Supportive Service funds that must be deployed in 2024. An application for these funds will be launched by City staff on December 1. Eligible project requests will be from organizations whose primary mission or existing programs and services include homelessness prevention and long-term housing stabilization. • Beth Rosen and Hannah Tinklenberg from the Social Sustainability Department will join the Board in January to provide more detail about the funds and what work the Board will need to complete to ensure funds are deployed in 2024. The HSHF Board is responsible for making a funding recommendation to City Council,who will ultimately vote on the Board's funding recommendation. d. Council Liaison Invitation • Adam Molzer will work with the City Clerk's Office to coordinate an invitation to the Human Services and Housing Funding Board's Council Liaison in early 2024. e. Scorecard Criteria and Weights • Adam Molzer presented a revised draft of the Human Services Scorecard Criteria/Weights. Board members discussed if there were any necessary additional edits for the 2024 grant process and whether any criteria could be consolidated or cut. BOARD MEMBER REPORTS Josh Johnson announced that he will be resigning from the Board at the end of 2023. Adam Molzer explained this will necessitate identifying and selecting a new Board Chair for 2024, and that he will be having conversations with the City Clerk's Office to learn more about this process. 9. STAFF REPORTS a. FY22 Human Services Grant Results • Adam Molzer shared the FY22 Human Services Program Grant Funding Results, with over$1M provided for community organizations. b. Funding Scenarios • During the October meeting,Adam Molzer shared feedback from grant recipients regarding partial funding and the challenges it presents to organizations.The Board expressed curiosity about potential outcomes if top-ranked programs had been funded at the full amount, so Adam went through past years' data to put together hypothetical funding scenarios to share with the Board. These scenarios showed what programs would have been affected, the amounts that would have been awarded, and the number of clients that would have been impacted. 10. OTHER BUSINESS Grantee Client Story:Adam Molzer shared a letter that was submitted to Vindeket Market from a Fort Collins resident who uses their services. 11. NEXT MEETING The December regular/business meeting will be cancelled.The Human Services and Housing Funding Board and guests will gather for a non-business social gathering instead. The next regular business meeting will be Wednesday,January 10, 2024 at 5:30 PM on Zoom. 13. ADJOURNMENT Josh Johnson adjourned meeting at 6:44 PM. Minutes were finalized and approved by the Human Services & Housing Funding Board on 11/8/2023 — MINUTES Page 3 ANNUAL REPORT Fort Collins CITY OF FORT COLLINS • BOARDS AND COMMISSIONS Commissions City of Fort Collins Human Services & Housing Funding Board 2023 Annual Report DRAFT The Human Services and Housing Funding Board met a total of eleven times during 2023. Eight were regular meetings and three were special Competitive Process-related meetings. One funding cycle was conducted in the spring for affordable housing and human services. A special HOME-ARP funding cycle was conducted in the fall to award funding for housing projects. The Board held three evening meetings during the spring cycle to discuss the merits of the housing and human service grant proposals, and to determine funding recommendations to Council. During the regular meetings, the Board reviewed the funding process and discussed the status of some grantees. Learning Series presentations were hosted in 2023 and included visits from City staff regarding the City's affordable housing priorities and legal issues pertaining to serving on a City Board. Council Liaison, Julie Pignataro, joined the Board meeting in January to discuss issues of interest to the Board. The Board provided recommendations to City Council as to the allocation of the City's FY23 CDBG and HOME entitlement grants, CDBG and HOME program income, AHF and HSP funds and HOME-ARP Recovery funds. Funding requests were greater than available dollars so not all proposals submitted were fully funded. January 5, 2024 Fort Collins City Hall Mayor Arndt and City Council Members 300 Laporte Ave. Fort Collins, CO 80521 Dear Mayor Arndt and City Council Members, I am writing to request the cancellation of the 2850 Sykes project contract and release of this agreement. We are deeply grateful for the opportunity to participate in the competitive process and for the funding recommendation made by the Human Services & Housing Funding Board. Funding received from the City of Fort Collins makes it possible to provide homeownership to hardworking buyers earning under 80% of the area median income through Habitat. The Sykes home doesn't meet the HOME Requirements now because the homeowner would now be considered over-income or not a qualified "low-income buyer". Habitat still plans to move forward with the sale to selected family based on their investment and need for the affordable product and mortgage. We recognize that a sale to this buyer would not meet the terms of the agreement and this is why we are requesting a release from the contract. Habitat homebuyers go through a rigorous selection and build process which can take up to two years, meaning once they are invested, Habitat is committed but also in this amount of time things can change. Here is a little more information on our process. Homebuyers are selected by our qualification committee which is made up of dedicated volunteers who are professional underwriters. These dedicated volunteers review qualifications and confirm that Habitat homebuyers are prepared to build and buy their own home. Habitat homeowners pay Habitat, the mortgage lender, an affordable fixed-rate mortgage payment that does not exceed 28% of their income and this helps to build more homes. Habitat homeowners also contribute $1,500 toward closing costs and up to 400 hours of "sweat equity" building their home and those of other families. Meeting these minimum criteria helps ensure the success of homebuyer partner families. To be eligible to purchase a Habitat home, families meet the following four criteria: 1. Residency- Live or work in service area, are a US citizen, or a legal permanent resident 2. Need of Housing- Housing is inadequate, unaffordable, unsafe, or not stable 3. Ability to Pay- Consistent income at 45-80% AMI, save $1,500 toward closing costs 4. Once a homebuyer is qualified and selected, they immediately begin investing their hundreds of hours of "sweat equity" building their home alongside volunteers and participating in extensive homebuyer education. For this reason, once the buyer is committed Habitat is committed as well. If a homebuyer's income increases during the 1-2 year process to build their home, this will raise the buyer's mortgage payment but not impact their selection. As the City of Fort Collins recognized in the 2021 Housing Strategic Plan, our community has a critical shortage of affordable homes, especially the types of homes Fort Collins residents need. Addressing this acute need for affordable housing is key to the health of our residents and our community.
