Dear Mr. Katz
We are the owners of the Cloverleaf Community located at 4412 E Mulberry. As such, we take great interest in the
development that will occur to the west side of our property, known as the Miller Mokler Property.
We are aware that Miller Mokler, LLC has submitted for annexation and zoning in the City of Fort Collins and want you to
know that we strongly support that application. We believe development of that property will be a catalyst to future
growth in the area.
Further, as you probably know, the existing access to the north side of Mulberry just east of I‐25 is not optimal. With
the development of the adjacent land, we look forward to a realignment of that road with improved access to our
community.

Hi Brendan,
Thank you so much for reaching out on this issue. I encourage you to reach out to your
HOA president and share your sentiments if you have not already.
I do not believe that the city forces creation of HOAs in any way, but I have included city
staff on this response to clarify.
I believe that HOAs are democratic in their structure and I know that when we had
unsatisfactory leadership in our HOA (I am just to the NW of you), we voted them out.
@Rupa Venkatesh Can you please create a SAR (Service Area Request) to respond to
Brendan's question about the creation of HOAs within city limits?

Hi,
I just got notification that my English Ranch HOA is using their time and money supporting political
activities to prevent the city from building necessary housing.
I just want to register that:
1. I don’t support this HOA in any way. My understanding is that city policies effectively force the
creation of HOA’s, so there’s not any way to not be part of one. I would really strongly prefer if the
city would stop doing this and let new housing go forward without forced HOA’s.
2. I don’t support this blocking of new builds in any way. I want the city to add new housing as fast as
possible, regardless of what people who don’t own the land is question think about it.
3. I don’t want the city to be stuck in place historically. The campaign against new development
argues that the neighbor should always remain static how it was 30 years ago, but the people who
moved here 30 years ago had kids and those kids need a place to live.

The City of Fort Collins does not have parameters for street ADT capacity, however
adjacent municipalities that use LCUASS, such as Loveland, have a 2-arterial capacity at 16,000 ADT. Below is a chart depicting this information from LCUASS.
Neighboring Town of Johnstown also has a similar ADT capacity for 2-lane arterials in
their Master Transportation Plan

• This roundabout currently backs southbound traffic up to Percheron (1,400 LF) and
sometimes to almost William Neal Pkwy (2,700 LF)

ISSUES THAT NEED TO BE ADDRESSED
PRIOR TO ANNEXATION
• Can Drake and Ziegler be brought up to a 4-lane arterial beyond the boundaries
of this development to support it? Is this capital improvement money?
• Drake will carry a significant amount of traffic up to CSU, to grocery store etc as
a primary road into Fort Collins, not expanding between the project and Illinois
Dr creates a bottleneck of lanes that will only further compound the issues at
the curve with subdivision entrances.
• Is East Horsetooth and Strauss Cabin Road to be paved by capital improvement
money or this development or a share?
• The COFC Structure Plan as of today indicates only open space adjacent to
these roads so no development will be making the infrastructure improvements
• How will safety and Intersection Level of Service be equitably addressed for left
turns coming out of Bucking Horse, Rigden Farm and potential CSU Housing
along Ziegler?
• Will the roundabout be reconstructed or a new signalized intersection be built to
function properly?
