LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – November 15, 2023

A regular meeting of the Liquor Licensing Authority was held November 15, 2023, via Zoom Link,
Chief Judge Jill Hueser presiding.
Secretary’s Note: All applications were heard via Zoom.

Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
October 18, 2023, visiting 17 liquor licensed establishments of which 1 served the underage
operative: a failure rate of 5.88% for the evening.
October 20, 2023 visiting 8 liquor licensed establishments of which 2 served the underage
operative: a failure rate of 25%.
November 6, 2023, visiting 10 liquor licensed establishments of which 2 served the underage
operative: a failure rate of 20% for the evening.
November 14, 2023, bisiting 10 liquor licensed establishments of which 1 served the underage
operative: a failure rate of 10%.
Liquor Enforcement Officer Ripsam stated that the overall failure rate is 9.17% for 2023.
Show Cause Hearing for Khon-Thai Restaurant, LLC, dba
Khon Thai Restaurant, 2900 West Harvard Street, Suite A, Stipulation Agreement
Rob Miller, representative for Khon-Thai Restaurant, LLC, stated he has had an opportunity to review
the stipulation agreement with his client and that they have agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (from start of business on November 16, 2023, through
end of business on November 20, 2023), with 10 days held in abeyance for one year for violating

Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the service of an alcoholic beverage to a
person under the age of twenty-one years.
Chief Judge Hueser approved the findings, conclusion, and order, accepting the stipulation agreement
as presented for Khon-Thai Restaurant, LLC, dba Khon Thai Restaurant, 2900 West Harvard Street.
Show Cause Hearing for Bajrangi, Inc., & 7-Eleven, Inc., dba
7-Eleven #32276B, 6600 South College Avenue, Stipulation Agreement
Bobby Chettry, representative for Bajrangi, Inc., & 7-Eleven, Inc., stated she has had an opportunity
to review the stipulation agreement and that she has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $500 fine in lieu of suspension), with 10 days held
in abeyance for one year for violating Colorado Liquor Code Section 44-3-301(4)(a) valid state and
local liquor licenses must be conspicuously displayed, and Fort Collins Municipal Code Section 3-81,
“Report of Disturbances” sign must be conspicuously displayed, 44-3-901(6)(h), C.R.S., “Minor
Warning” sign must be conspicuously displayed, and 44/7/104.5(1)(a)(I), C.R.S. valid state tobacco
license must be conspicuously displayed.
Chief Judge Hueser approved the findings, conclusion, and order, accepting the stipulation agreement
as presented for Bajrangi, Inc., & 7-Eleven, Inc., dba 7-Eleven #32276B, 6600 South College Avenue.
Show Cause Hearing for Mike Reeves Enterprises, LLC, dba
Bistro Nautile, 150 West Oak Street, Stipulation Agreement
Kat Reeves, representative for Mike Reeves Enterprises, LLC, stated she has had an opportunity to
review the stipulation agreement and that she has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $618.70 fine in lieu of suspension), with 10 days
held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I)
prohibiting the service of an alcoholic beverage to a person under the age of twenty-one years.

as presented for Mike Reeves Enterprises, LLC, dba Bistro Nautile, 150 West Oak Street.

Valerie Glasgow, representative for Brix Wine and Spirits, LLC, stated she has had an opportunity to
review the stipulation agreement and that she has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (from start of business on November 24, 2023, through
end of business on November 28, 2023), with 10 days held in abeyance for one year for violating

Chief Judge Hueser approved the findings, conclusion, and order, accepting the stipulation agreement
as presented for Brix Wine and Spirits, LLC, dba Brix Wine and Spirits, 710 East Magnolia Street.

Marriott Courtyard Fort Collins, 1200 Oakridge Drive, Stipulation Agreement
Adam Stapen, attorney representing 1200 Oakridge Drive, LLC, stated he has had an opportunity to
review the stipulation agreement with his client and that they have agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $500 fine in lieu of suspension), with 10 days held
in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.

Drive.
Show Cause Hearing for Panhandler’s Pizza, LLC dba
Panhandler’s Pizza, 2721 South College Avenue, Unit 4B, Stipulation Agreement
Louann DeCoursey, representative for Panhandler’s Pizza, LLC, stated she has had an opportunity to
review the stipulation agreement and has agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 33-day suspension, 10 days served (from start of business on November 27, 2023, through
end of business on December 6, 2023), 3 days served (paid $500 fine in lieu of suspension), with 20
days held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I)
prohibiting the service of an alcoholic beverage to a person under the age of twenty-one years and
violation of liquor authority’s order and stipulated agreement from July 12, 2023.
Chief Judge Hueser approved the findings, conclusion, and order, accepting the stipulation agreement
as presented for Panhandler’s Pizza, LLC, dba Panhandler’s Pizza, 2721 South College Avenue, Unit
4B.

Tasty Harmony, 160 West Oak Street, Stipulation Agreement
Sacha Steinhauser, representative for Tasty Harmony, LLC stated he has had an opportunity to review
the stipulation agreement with his client and that they have agreed to the terms.

agreed to a 15-day suspension, 5 days served (paid $500 fine in lieu of suspension), with 10 days held

Tastings Permit Application from Liquor Kabinet, LTD, dba
Liquor Kabinet, 3035 West Prospect Road, Approved
Woodrow Saunders, representative for Liquor Kabinet, LTD, described how tastings will be
conducted in his store. He stated one employee will be designated to manage the tastings. Mr. Saunders
also stated prior to COVID that they regularly did tastings without incident.
Chief Judge Hueser approved the tastings permit application from Liquor Kabinet, LTD, dba liquor
Kabinet, 3035 West Prospect Road.
Transfer of Ownership Application from AFH and Friends, Inc., dba
Avery Eatery, 100 North College Avenue, Approved
Brent Jackson and Daniel Smallheiser, representative for AFH and Friends, Inc., stated
Show Cause Hearing for Ciao Vino Fort Collins, dba
Ciao Vino Fort Collins, 255 Linden Street, Stipulation Agreement
Andrew Bertrand, attorney representing Ciao Vino Fort Collins, stated he has had an opportunity to
review the stipulation agreement with his client and that they have agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (from start of business on September 21, 2022, through
end of business on September 25, 2022), with 10 days held in abeyance for one year for violating
Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the service of an alcoholic beverage to a
person under the age of twenty-one years.

Adam Stapen, attorney representing Dillon Companies, LLC, briefly described the proposed changes,
stating that they are adding an end cap and expanding the beer cooler.
Chief Judge Hueser approved the modification of premise application from Dillon Companies, LLC,
dba King Soopers #99, 1842 North College Avenue.

Board of Governors CSU System, dba
Lory Student Center – CSU, 1101 Center Avenue Mall, Approved
Geoffrey Valdez, representative for the Board of Governors CSU System, briefly described the
proposed changes, stating they are adding a third floor to the north end of the Lory Student Center.
Chief Judge Hueser approved the modification of premise application from Board of Governors CSU
System, dba Lory Student Center – CSU, 1101 Center Avenue Mall.
Sidewalk Service Area Permit Application from
Mountain Creole, Inc., dba Lucile’s,
400 South Meldrum Street, Approved
Tony Hanks, representative for Mountain Creole, Inc., briefly described the proposed changes, stating
that they are permanently adding the COVID temporary modification of premise to their liquor
licensed premise. He stated he understands that wait staff will need to transport alcohol back and forth
over the sidewalk.
Chief Judge Hueser approved the sidewalk service area permit application from Mountain Creole,
Inc., Lucile’s, 400 South Meldrum Street.
Transfer of Ownership Application from NoCo Liquor Co., dba
King’s Liquor, 356 East Harmony Road, #6C, Approved
Aleksandr Syjan, representative for NoCo Liquor Co., stated he has been managing the liquor store
for several months and is familiar with proper procedures and what is required to properly card
patrons.
Chief Judge Hueser approved the transfer of ownership application from NoCo Liquor Co., dba
King’s Liquor, 356 East Harmony Road, #6C.
