LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – September 20, 2023

A regular meeting of the Liquor Licensing Authority was held September 20, 2023, via Zoom Link,
Chief Judge Jill Hueser presiding.
Secretary’s Note: All applications were heard via Zoom.

Consent Agenda Approved:
Minutes from August 16, 2023.
Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
August 17, 2023, visiting 17 liquor licensed establishments of which 1 served the underage
operative: a failure rate of 5.88% for the evening.
August 23, 2023, visiting 14 liquor licensed establishments of which 1 served the underage
operative: a failure rate of 7.14% for the evening.
September 13, 2023, 2022, visiting 16 liquor licensed establishments of which none served
the underage operative: 100% compliance for the evening.
September 15, 2023, visiting 11 liquor licensed establishments of which 3 served the
underage operative: a failure rate of 27.27% for the evening.
Liquor Enforcement Officer Ripsam stated that the overall failure rate is 8.28% for 2023.

Show Cause Hearing for Dam Good Systems, LLC, dba
DGT Authentic American Tacos,
120 ½ West Laurel Street, Stipulation Agreement
Michael Falco, representative for Dam Good Systems, LLC, stated he has had an opportunity to
review the stipulation agreement and has agreed to the terms. He stated that all employees have been
required to be TIPs trained and that they no longer accept vertical IDs.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the
Licensee agreed to a 15-day suspension, 5 days served (from start of business on September 21,
2022, through end of business on September 25, 2022), with 10 days held in abeyance for one year
for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the service of an alcoholic
beverage to a person under the age of twenty-one years.
Chief Judge Hueser approved the findings, conclusion, and order, accepting the stipulation
agreement as presented for Dam Good Systems, LLC, dba DGT Authentic American Tacos, 120 ½
West Laurel Street.
Show Cause Hearing for Greenwood Hospitality
Management, LLC, dba Fort Collins Marriot Hotel,
350 East Horsetooth Road, Stipulation Agreement
Veronica Vecchio, attorney representing Greenwood Hospitality Management, LLC, stated she has
had an opportunity to review the stipulation agreement with her client and that they have agreed to
the terms of the agreement. She stated that all employees involved with the sale and service of
alcohol will be required to undergo TIPs training, they are in the process of acquiring an ID scanner
and will no longer accept vertical IDs.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the
Licensee agreed to a 15-day suspension, 5 days served (paid fine in lieu of suspension $861.95), with
10 days held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I)
prohibiting the service of an alcoholic beverage to a person under the age of twenty-one years.
Chief Judge Hueser approved the findings, conclusion, and order, accepting the stipulation
agreement as presented for Greenwood Hospitality Management, LLC dba Fort Collins Marriot
Hotel, 350 East Horsetooth Road.
Modification of Premise Application from FoCo Pickle Barrel, LLC, dba
B&B Pickle Barrel, 122 West Laurel Street, Approved
Mike Jensen, representative for FoCo Pickle Barrel, LLC, confirming that this request is to create a
beer garden on the north side of the building, in their parking lot. Mr. Jensen described the
proposed addition, stating that one server will be specifically assigned to this addition.
Chief Judge Hueser approved the modification of premise application from FoCo Pickle Barrel,
LLC, dba B&B Pickle Barrel, 122 West Laurel Street.

Temporary Modification of Premise Application
from Bucking Horse Brewery, LLC dba
Jessup Farm Barrel House, 1921 Jessup Drive, Approved
Robert Runco, attorney representative for Bucking Horse Brewery, LLC, stated Alicia Lincoln,
Jessup Farm Barrel House employee, is available to answer questions the Authority may have. She
stated they will have security monitoring of the entire additional area. Ms. Lincoln stated that
security will dump drinks that customers have not thrown out on their own.
Chief Judge Hueser approved the temporary modification of premise application from Bucking
Horse Brewery, LLC, dba Jessup Farm Barrel House, 1921 Jessup Drive.
Modification of Premise Application from Sam’s West, Inc., dba
Sam’s Club, #6633, 4700 Boardwalk Drive, Approved
Kevin Coates, attorney representing Sam’s West, Inc., stated Sam Turner, Marketing Manager, was
available to answer any questions the Authority may have. In response to questions from the
Authority, Mr. Turner described the proposed changes to accommodate the addition of wine
displays to this location.
Chief Judge Hueser approved the modification of premise application from Sam’s West, Inc., dba
Sam’s Club #6633, 4700 Boardwalk Drive.
Tastings Permit Application from Trader Joe’s Company, dba
Trader Joe’s #6633, 4700 Boardwalk Drive, Approved
Brian Proffitt, attorney representing Trader Joe’s Company, stated Eric Schumacher was available
for any questions the Authority may have. In response to questions from Mr. Proffitt, detailed how
the tastings will be conducted.
Chief Judge Hueser approved the tastings permit application from Trader Joe’s Company, dba
Trader Joe’s #6633, 4700 Boardwalk Drive.
Transfer of Ownership Application from Oregano’s AZ, LLC, dba
Oregano’s Pizza Bistro, 4235 South College Avenue, Approved
Adam Stapen, attorney representing, stated Steve Dunsire, chief operating officer, was available to
answer any questions the Authority may have. Mr. Dunsire stated there will be no changes to the
current premises and that all the managers and servers are fully trained. He stated that they currently
operate a restaurant in another college town in Tempe Arizona.
Chief Judge Hueser approved the transfer of ownership from Oregano’s AZ, LLC, dba Oregano’s
Pizza Bistro, 4235 South College Avenue.

New Hotel-Restaurant Liquor License Application from
1200 Oakridge Drive, LLC, dba Marriott Courtyard Fort Collins,
1200 Oakridge Drive, Approved
Adam Stapen, attorney representing, stated that Patrick Roethe, manager of 1200 Oakridge Drive,
was available for any questions the Authority may have. He described policies and procedures he has
implemented with respect to the sale and service of alcohol. Mr. Roethe stated that all employees
involved with the sale and service of alcohol will be required to complete TIPs training.
Chief Judge Hueser adopted Resolution 2023-014 approving the new hotel-restaurant liquor license
application from 1200 Oakridge Drive, LLC, dba Marriott Courtyard Fort Collins, 1200 Oakridge
Drive.
New Hotel-Restaurant Liquor License Application from
Great Western Cane Co., LLC, dba Japango FTC/Sugar Salt
Sand by Japango, 125 South College Avenue, Approved
Fern O’Brien, attorney representing, stated that Jon Banis, owner and owner, was available for any
questions the Authority may have. In response to questions from Ms. O’Brien, Mr. Banis described
his background in the restaurant business. Mr. Banis detailed the premises. Sean Brokaw, general
manager, described the training employees involved with the sale and service of alcohol will be
required to complete.
Chief Judge Hueser adopted Resolution 2023-012 approving the new hotel-restaurant liquor license
application from Great Western Cane Co., LLC, dba Japango FTC/Sugar Salt Sand by Japango, 120
South College Avenue.
