Sarah,
Thank you for reaching out. CSU is proposing the following regarding your questions:
1) CSU is proposing to install pedestrian height lighting (15’) with CSU standard cutoff fixtures along
the trail segment on State land board property of the project. Additionally, they desire to potentially
install one light on City property in proximity to the existing pond outfall structure. Minimizing light
pollution in the natural buffer of Spring Creek and the community is a key goal that CSU shares with
City Environmental Planners, and as such no lights are proposed to be installed on the bridge or
within the area of SPAR review.
2) The project will have an impact on a total of 5 trees due to site grading or clearance required of
the bridge that crosses Spring Creek. The trees will be replaced per City and CSU forestry mitigation
requirements, and additional trees will be added. CSU is proposing 4 River Birch tree and 1 Canada
Red Chokecherry tree by the bridge wing walls. A Texas Red Oak and a Chinkapin Oak are being
proposed between the trail and Centre Ave. Additional shrub and tree plantings are being proposed
by City staff, but these details will not be finalized until the Final Development Phase.
3) I believe the bridge is 1’9.5” above the concrete trail on the north side.

about the lighting that CSU plans, what the "Lilac Park" plantings will look like and where they will be
located, and the height of the bridge crossing.

Thank you for the notice regarding the neighborhood meeting re: the development
proposal at 209 Cherry. I am a property owner in the Penny Flats building, but will
be unable to attend the meeting due to prior commitments. Please accept my
written comments below.
While I support the development of the vacant parcel at 209 Cherry for mixed use
with multi-family units, I do not support the 7-story proposed height. I would like to
see this parcel developed consistent with the City's zoning and Downtown Plan,
North Mason Subdistrict which limits structures to 6 stores. According to the
Downtown plan, the future character of the North Mason District is "A mix of uses
emphasizing residential character and compatibility with the adjacent neighborhoods." The location of
the development site adjacent to the historic streetcar barn underscores the
importance of thoughtful consideration and sensitivity to the impacts of new
development. City Planners, such as yourselves, have done a great job planning for

and developing standards for the Downtown District, please hold the developer of
209 Cherry to these standards.

I would like to submit a written public comment about the proposed development at 209 Cherry.
Thank you for providing the shadow study for 209 Cherry Street. The study concludes that the shadow cast by the 7 story building will impact private properties across
Cherry Street (specifically Buildings A and B in the Mason Street North community) on December 21, the winter solstice. However it minimizes the impact and asserts
that the shadows do not restrict the surrounding buildings right to solar access. I disagree with this conclusion.
According to the shadow study our home is in full shade at 9:00AM, by noon, it is in sun. From examining the data in the shadow study, it can be reasonably assumed
that that our home will be in shadow for 2-3 hours in the morning throughout parts of fall and winter. The first 3 hours of the day are important for providing passive
solar heating to our home and several other residential and commercial properties in Mason Street North. The height of the building proposed for 209 Cherry will restrict
our right to solar access in the morning hours in the coldest time of the year when we depend on passive solar heating. Morning shade for 2-3 hours is not an
inconsequential impact when day length is only 9 hours long.
The height of the proposed development will impede our solar access and is in conflict with the City of Fort Collins” sustainable energy action plan.

In the neighborhood meeting, the developer mentioned that they did a shadow study of the 209 Cherry Street development.
How do we get the results of this study? We live in a 2 story building just north (in Mason Street North) of this 80 foot tall
building. We are very concerned about how it will impact our winter sun which is an important part of heating our condo in the
winter months and the sustainability of the site. The shadows of late spring, summer and early fall are not a concern.

Dear Mr. Mapes,
I received your letter of November 1 notifying nearby homeowners of the Polestar Village Planning
and Zoning hearing. I hope to make the meeting virtually, but just in case I can't, I wanted to write
and express my full support for the proposed development.
The proposed parcel is a great choice for a dense development because of its proximity to the W
Elizabeth St corridor, which is already quite dense (e.g., condos already exist on both the SE and NE
corners of Elizabeth and Overland) and is slated to get improved bus service in the coming years.
Because of the coming bus rapid transit service, I think the easement for a walkway from Polestar
Village to W Elizabeth, as noted in your letter, is an absolutely essential component of the project so
that new residents can access the bus safely and easily.
I am excited to welcome all of these new neighbors to West Fort Collins, but I do think it's critically
important that the City ensures that this development is not car-dependent and has easy access to
great pedestrian, bike, and bus connections.

Dear City Planner Clark Mapes and colleagues,
I hope this message finds you well. Thank you for the city letter of Nov 1 notifying us and other nearby homeowners
about the hearing for the proposed Polestar Village development.
I am not sure I can make the meeting time but I wanted to write and express support for the proposed development.
I own a house right across the street from this parcel in the Siena PUD neighborhood. I’m happy to see this dense
development near our Elizabeth St corridor. With the planned bus rapid transit on the Elizabeth St corridor, this new
development will have great access to nearby amenities. I saw that a thoroughgoing walkway to Elizabeth is planned
for the development, which will connect new residents nicely to our bus and bike infrastructure along Elizabeth. I
would urge the city to ask the developers to provide pathways through the parcel to bordering streets that are
designed for mixed bike and pedestrian traffic, to improve our connectivity in this area and provide valuable
transportation options for residents.
I think the proposed density of the development is a great fit for our neighborhood character, which already includes
condos nearby on the N and S of Elizabeth, as well as apartments and duplexes throughout the
Prospect/Overland/Elizabeth/Taft block. We have great local access to amenities here (King Soopers and many local
businesses within walking distance on Taft; easy commuting by bike or bus to CSU and downtown) and I would
love to see the city capitalize on this prime location by encouraging the developers to build dense, bike and
pedestrian-friendly housing.

Hello,
My name is Susan Komen and I currently live in Texas.
Because I believe very strongly in Polestar Village and its concept of the importance of creating
community, I will be moving to Fort Collins to participate in the community. Being part of an
endeavor which seeks to include folks ranging from preschool to elders is, I think, a wonderful plan.
It’s the idea of people sharing resources, sharing ideas, connecting with each other, offering support
as needed that is inspiring to me. An intentional community like Polestar Village offers people a
greater chance of fostering friendships, which, in turn, allows them to thrive. And this helps the
greater community of Fort Collins to thrive as its citizens can choose to participate in learning
opportunities and activities provided by Polestar Village and the residents of Polestar can participate
in what Fort Collins has to offer. For example, one thing that will benefit Fort Collins, is the plan for
Polestar to hire local builders.
Keeping a light footprint environmentally is one of my values and so I appreciate the focus on
sustainable housing, energy efficient buildings, organic gardening and green spaces.
The Polestar Village plans are, in my opinion, very well thought out and I look forward to being a
part of it soon.

Hello-
I wanted to provide some supporting comments for the Polestar Village
proposed mixed use development you are considering this evening.
My husband and I have financially invested in this community and plan to
move from Santa Cruz, CA to Ft. Collins in 2024 to (hopefully) eventually
live at Polestar Village.
After scouring the U.S. and considering dozens of communities we were
most impressed with both the overarching vision as well as the attention to
detail in the Polestar Village development. In particular, we feel in the
coming years that Polestar Village's commitment to community can serve as
a laboratory for the greater northern Colorado area.
We are also attracted to the values & amenities of the greater Ft. Collins
community, including the outdoor environment as well as your commitment
to sustainable building, infrastructure & transportation. This is well-
matched with Polestar Village's values & amenities.
We have lived in Santa Cruz, California for the past 23 years and it would
not be possible to build such a well thought out, high quality community in
Santa Cruz as Polestar Village intends to build for Ft. Collins. It is an infill
project of the highest caliber.
The two of us look forward to contributing to the Ft. Collins community and

To Those With Concern Regarding the Polestar Community
Aloha,
I am writing in support of the proposed Polestar Community project in Fort Collins Colorado. I
live in the Puna District of the Big Island, Hawaii. Polestar was a thriving community here on the
island until in 2018 the Kilauea Volcano erupted and destroyed much of that community including its
main residence and temple.
Polestar was a huge asset to our community with weekly wholesome events for several years.
There were many programs, too many to mention. One though in particular was an annual youth
camp where teens were gathered in a residential setting and were taught many life skills such as
gardening, construction, living in a group and sports such as volleyball and pickleball.
My wife and I made numerous weekly visits to the community and it’s destruction by the
volcano was a huge personal loss to us and to the community in general.
I also enjoyed a personal relationship with Gornik Construction working together on several
projects and also hiring the company to build a most beautiful home on my property. The Gorniks
were impeccable in their dealings with me. The construction crew was extremely considerate and
there was no manly swagger, beer drinking, and other undesirable traits exhibited in the several
months here on my property.
Looking at the proposed project details with its open spaces, gardens, sports installations,
senior housing, etc. I cannot imagine anyone not appreciating how this could only be perceived as an
asset to any community.
Your anticipated support of this community is greatly appreciated, and I personally cannot wait
to visit once it’s a reality.

As someone who lived at Polestar in Hawai’i for 11 months, and then lived on the Big Island
afterwards, I can testify that Polestar was an extremely respected and highly valued
community its neighbors. Indeed, the contributions Polestar made to the larger community
were varied and phenomenal. In particular, I was highly impressed by its outreach to youth in
the poorest district of the island. These youth were profoundly effected by Polestar’s programs
and support, allowing them to take on greater roles of leadership in their own communities.
From my personal experience and interactions with many neighbors it was clear that Polestar
was very effective at integrating local values and preferences into their projects and
development.

I would like to submit some comments regarding this public hearing coming up tomorrow.
I wholeheartedly support the project Polestar Village for a number of reasons. I think the
concepts and ideas, in terms of energy efficient building practices, utilizing as much green
energy as possible and creating a neighborhood that is geared toward community living are the
way of the future. The whole project is geared towards more sustainable living, taking up less
space with housing and sharing life and resources with each other.
Most of the individual units will be modest in size, which lowers their carbon footprint as well
as making the units more affordable than the larger homes that tend to dominate new
construction .
Living communally is more efficient overall, since we will be able to share many resources.
Having a communal garden as part of this neighborhood supports the trend of people growing
their own food and having food production be more local. Communal living also supports the
health and well being and happiness of the members since we know how much isolation and
loneliness is a problem in our society.
With this being a mixed use development, the idea is to have various businesses be part of the
neighborhood, to make the neighborhood more walkable and to reduce the use of cars.
Polestar Village will include some open space and recreational space, which will benefit the
greater neighborhood as well.
The project is so attractive to me that I am planning on leaving Boulder, which I love and have
lived in for 30 years, in order to be part of this progressive and sustainable way of living. I
have already invested money into Polestar in order to support the development of the project
and am planning on continuing to do so.
I very much hope that the City of Fort Collins will give Polestar Village the green light to
move forward, which I think would bring a lot of value to the city.

Polestar Development: Comments for Planning and Zoning Committee 11/15/2023
I live in Rogers Park for the past 26 years and my neighbors and I have two major concerns about the
Polestar Garden development. Our main concern is the amount of traffic it will generate through our
existing neighborhood which do not have buffered sidewalks. JR engineering estimates 1,520 car trips
per day. When Orchard and Plum streets were terminated to the west in the 60’s and 70’s, it was never
designed to handle traffic generated by a high-density development without access to Elizabeth and or
Overland Trail. This concern was mentioned by two individuals in the Nov 9th Planning and Zoning
meeting. They seemed surprised that this proposal made it this far without including direct access to
Overland or Elizabeth St.
Our Second concern is what is the impact will be building in and around a floodplain and how it will
affect the existing neighbors and will drainage infrastructure be improved to the existing neighborhood
to the East.
I like the concept of this Polestar development, but the planned property has two major flaws: no direct
access to Overland Trl and or Elizabeth ST and being built in an around flood plain with in foreseen
drainage issues to the existing neighborhood to the east.
Please consider reducing the number of units or find direct accesses point to Elizabeth and or Overland
Trl to handle the influx of traffic…our neighborhood cannot absorb the proposed volume of traffic.

My husband and I have been excited for awhile now about the possibility of moving to Polestar
Village. We'd been looking for a neighborhood like Polestar — that would include a diverse
community of people interested in connecting as caring neighbors. We greatly appreciate all the
care that’s gone into planning this neighborhood, as well as a number of specific aspects such as the
plan for mixed use development and for sustainable building practices.
Various elements such as the community center, educational opportunities, walking paths, the small

I am so attracted to what I've learned about the design of this community. I have been looking
for someplace to retire to and this has all the elements I'm interested in. At the top of my list is
this. From what I know about the people at Pole Star they are kind and generous. I think they
would be wonderful neighbors.

Commissioners,
I am the commenter who tried to make a second comment last night. I had initially only used
about half my time. I had forgotten some of what I wanted to say and I felt like it would have
been helpful for those concerned about traffic to hear. I respect your turning me down,
especially given the circumstances. Commissioner Yorke started to get at some of this toward
the end of the hearing in saying that you need the rooftops to get the infrastructure.
I wanted to say:
While through-streets and permeability are important, a focus on traffic relief (as opposed to
traffic calming) can run counter to the climate action plan since making it easier to drive
means more people drive more often. With drivers, it really is a "build it and they will come".
Furthermore, the Elizabeth Multi-modal corridor is exactly the type of thing we need to
alleviate traffic in this city, and we are extremely behind on projects like this. So urging the
expedition of that project, given the Polestar development, is critical.
Allowing for developments such as Polestar, making the bus convenient, and making it less
convenient to drive are all required steps which work together to reduce our dependence on
driving and thus reduce traffic. I believe our city plans emphasize infill projects. Expecting
no development to take place on the HH property is unrealistic and a more traditional
suburban development certainly wouldn't come with much less traffic.
I am sure you all are aware of that but I thought it would be helpful for the public to hear. I
would love to see policy reducing or eliminating parking minimums but I realize that's a tough
sell. Also between you and me, this property had probably been zoned LMN since most of the
nearby residents moved to the neighborhood. They should have either done their due
diligence before moving, or, as one of you had put it, "accept the fact that you live in a city."
Overall your commission appears to be quite considerate and empathetic while still
maintaining the pragmatism to uphold the guidelines the city has set forth. Dare I call the
commission "NIMBY group therapy officiation commission" and I mean that as a
compliment; I commend your art!
