CALL TO ORDER: 5:33 PM 2. ROLL CALL • Board Members Present – Beth Jaeger, Barb Kistler, Miho Yoshioko, Coronda Ziegler, Teresa Cribelli, Phil Walker, Masood Ahmad, Kevin Goff • Board Members Absent – Kyle Teramoto • Staff Members Present – Claudia Menendez, Equity Officer • Guest(s) – none 3. AGENDA REVIEW 4. APPROVAL OF MINUTES Phil Walker motioned to approve the minutes from the September 14, 2023 meeting. Barb Kistler seconded the motion. Motion passed 8 -0. 5. PUBLIC PARTICIPATION: None 6. BUDGET REVIEW There was $6,100 allocated to HRC for the year. As of September 15, there was about $4,354 left in the budget. The remaining funds will be allocated to upcoming events, including the Unmasking Microaggressions training, and the HRC awards ceremony. 7. NEW BUSINESS • UPDATE RE: DEI NETWORKING EVENT Barb motioned that, due to potential confusion and conflict with CSU’s Symposium on Inclusive Excellence, the DEI Networking event be moved to Sunday, February 4, 2024. Masood seconded; approved 8-0. Barb indicated that there are some 150 organizations that will be invited to this event. Event updates will be reported at future meetings. • HRC INPUT RE: CITY’S 2024 STRATEGIC PLAN Commission members discussed the City’s 2024 Strategic Plan outcome areas and believed that the HRC’s mission resonated most strongly with the “Neighborhood Liveability and Social Health” outcome. Beth will summarize the Commission’s discussion and send feedback to the City by the November 17 th due date. • HRC INPUT: EX OFFICIO MEMBERS ON BOARDS & COMMISSIONS The City requested Boards & Commissions to comment on the need or desire to have ex officio members. Beth will send the following feedback to the City: The HRC believes an ex-officio member would be helpful: - To serve as an expert and participate in specific discussions that relate to their unique experience and knowledge. They would not be required to attend all meetings - just those meetings where their expertise is needed. - When a current HRC member terms out (after 8 years) and their expertise and historical HRC knowledge are important to the HRC, they could be appointed as an ex - officio member. - When a community member with relevant DEIJ experience is considering applying as a Commission member, they could serve as an ex-officio member until appointed to the HRC. • HRC 2024 WORK PLAN Commission members discussed the HRC’s 2024 Work Plan, which is due to the City by November 30, 2023. Beth will incorporate the HRC’s recommended changes into the document and bring a final draft to the November 9th meeting for final approval. 8. OLD BUSINESS • NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH Teresa reported that, in collaboration with the Disability Advisory Board (DAB), and Melanie, the National Disability Employment Awareness Month proclamation was finalized. It will be read at the October 17th City Council meeting and received by the DAB Chair. j • COMMISSION REPORTS: o EDUCATION OUTREACH – UPDATE RE: “UNMASKING MICROAGRESSIONS” PROGRAM – OCTOBER 5TH Coronda reported that 100+ people attended the “Unmasking Microaggressions” program at the Senior Center on October 5th. Barb and Coronda will work together to send program evaluation forms to the attendees. Coronda will also post an education program planning list on the HRC drive. Miho suggested that HRC programs be videotaped so people who are not able to attend our programs can still access this information. Claudia also noted that the “Microaggressions” training might be an important program to offer to City staff. The HRC thanked Coronda for her effective and generous facilitation of the program. o MEDIA/COMMUNITY RECOGNITION COMMITTEE – UPDATE RE: 2023 HUMAN RELATION AWARDS PROGRAM Beth reported that the nomination period for the December 5th Human Relations Awards is now open and will close October 23rd. In terms of follow -up, the following action items were agreed to: - All will encourage nominations to be submitted by October 23rd. - Teresa will explore finding a nominator for the County's Teen Activity Center. - Claudia will confirm that CPIO will be implementing a "social media boost" encouraging nominations asap. - Beth and Kyle will order six additional award prints for this year's ceremony. Teresa motioned that HRC funds be allocated to cover the cost of the award prints. Coronda seconded; approved 8-0. - Kyle will send to all (asap after October 23rd) a nomination spreadsheet that will consolidate all nominations received. All will review this information and come prepared to select award recipients on November 9th. - Beth will send drafts of the letters to award recipients, finalists, and all nominators to the planning committee for review. - Barb and Melanie will work together to create the Human Rights Day proclamation to be read on December 5th. The HRC will review a final draft for approval at our November meeting. o GOVERNMENT RELATIONS o EXECUTIVE Due to the fact that the Human Relations Awards are scheduled for December 5th, and that program historically serves as our monthly meeting, Phil motioned that the December 14th HRC meeting be canceled. Keven seconded; approved 8-0. Barb reported that there is interest from the Larimer County EDI Advisory Board to have a joint social meeting with the HRC. This will enable the two groups to build a stronger relationship and explore future collaboration. Barb will report on next steps at one of our next monthly meetings. Beth reported that the City is supportive of a Diwali Lamp Lighting Ceremony in early November. Although it cannot be held at the Downtown Holiday Lighting Ceremony at Old Town Square, a permit can be submitted to the City to hold the event at Oak Street Plaza. Beth informed Maya Jairam, the City resident who requested the HRC’s support for this ceremony, about this alternate opportunity. Maya will keep us informed regarding the scheduling of this event. Barb reported that the City will be hosting a Boards and Commissions recruitment event for interested residents on November 6th at City Hall. o ANNOUNCEMENTS 9. NEXT STEPS • NEXT MEETING – November 9, 2023 – AGENDA IDEAS? Selection of Human Relations Award recipients; finalize HRC assignments at the ceremony; finalize program flow and schedule virtual rehearsal; approve the Human Rights Day proclamation; finalize the 2024 HRC work plan. 10. Minutes approved by the Chair and a vote of the Board/Commission on XX/XX/XX X/XX/XX– MINUTES Page 1 FINAL DRAFT 11/9/23 FORT COLLINS HUMAN RELATIONS COMMISSION 2024 WORK PLAN November 30, 2023 MISSION As community leaders and advisors, the Human Relations Commission collaborates, educates, and advocates for equity and inclusion in the City of Fort Collins. VISION Embracing differences and giving value to every human being. PURPOSE The Fort Collins City Council established the Human Relations Commission (HRC) in 1964 to promote acceptance, equity, inclusi on and respect for diversity through educational programs and to act in an advisory capacity to the City Council. LONG RANGE GOALS Cultivate relationships with the community and media that support the mission and vision Provide educational outreach that promotes equity and inclusion Advocate for an equitable and inclusive environment in city government and community The Fort Collins Human Relations Commission will continue a broad plan for enhancing productive human relations and supporting social sustainability issues that are pertinent to the City of Fort Collins and are consistent with the City Chart er and the City Code. The Commission will strive to be informed about diversity, equity, inclusion and social justice issues within Fort Collins an d will recommend appropriate action to City Council. The Commission will recommend programs, policies, and activities that promote positive human relations and equitable outcomes and greater opportunities for all. The Commission also may create and deliver programs and activities in furtherance of this objective. HRC goals and responsibilities are divided among four standing committees for procedural reasons, but are not exclusive to any one committee. THE EXECUTIVE COMMITTEE SHALL: • Determine meeting agendas for monthly and special HRC meetings • Maintain regular communication with the HRC’s City Council Liaison and City Council • Collaborate with and support the City’s Office of Equity & Inclusion programs and initiatives • Delegate issues for resolution to standing or special committees • Provide support to HRC standing committees as needed • Call special meetings as needed • Adopt an “open door” policy and meet with Commissioners as needed • Explore opportunities to collaborate with other Boards and Commissions, and DEI-focused organizations in the community THE MEDIA/COMMUNITY RECOGNITION COMMITTEE SHALL: • Plan, coordinate and execute an annual Human Relations Awards event; consider both “live” and “virtual” options; promote early nominations for Award recipients; redefine award categories as needed to better reflect community diversity and inclusion • Recommend updates and refinements to the HRC website content so that its message and branding are clear • Expand HRC’s community and media relations by maintaining and building an updated contact list • Organize and track efforts by developing, in collaboration with the City, detailed communication plans for specific programs and events • Report monthly to the HRC THE EDUCATION OUTREACH COMMITTEE SHALL: • Create a better understanding of equity and inclusion through educational programs and events, including, for example, collaborating with community organizations to host a “Human Library” event. • Seek to deliver programs and events in the most accessible and equitable way • Plan and deliver interactive public forum or discussion sessions • Propose collaboration opportunities with local organizations or other boards or commissions to respond to new or long-standing community issues or topics as identified in the City’s Equity Plan • Educate citizens and recommend actions that promote positive relationships and outcomes within our City • Document committee events to increase efficiency in future programming • Evaluate the impact of programming by surveying participants • Recruit speakers and facilitators • • Report monthly to the HRC THE GOVERNMENT AND COMMUNITY RELATIONS COMMITTEE SHALL: • Monitor City Council activity and attend meetings as needed • Review proposed legislation, policy changes or other governmental actions at the Federal, State or Local level which may affect human rights in Fort Collins and recommend actions as appropriate • Establish consistent lines of communication with community leaders and partners, including periodic meetings with elected officials, candidates for local and state offices, etc. focused on topics related to equity and inclusion (for example, public health, housing, transportation and employment issues) • Align HRC’s priority objectives with local and state priorities as appropriate • Advocate for people of color to join City Boards, Commissions and Government • Collaborate with other organizations whose primary mission is social justice in Fort Collins • Explore scope of HRC quasi-judicial work with city leaders. The HRC’s quasi-judicial role is to defined as follow in section 2-175 (b)(2) of the city code: To assist residents of the City in utilizing the complaint procedure under Chapter 13, Article II of the code and to hear appeals from decisions of the City Manager as provided in Subsection 13-23 (b) of the Code; provided, however, that any members of the Commission who have rendered assistance to particular complainants shall refrain from participating in the Commission’s review of any decision of the City Manager related to such complainant. • Report monthly to HRC PROCLAMATION WHEREAS, the Universal Declaration of Human Rights was adopted by the United Nations on December 10, 1948; and WHEREAS, it was the first time a document declaring human rights and fundamental freedoms was adopted by an international organization, and it continues to have universal value in defending and advancing people’s rights; and WHEREAS, America’s commitment to individual freedom and democracy provides the foundation for our society and the Bill of Rights serves to guide our people and our government to ensure basic human rights and liberties; and WHEREAS, as a community, we are committed to upholding these principles and making Fort Collins a place where all citizens have the opportunity to voice their opinions, practice their faith, and enjoy the blessings of freedom; and WHEREAS, our community will find encouragement in rallying together to defend human rights. By working together to advance the rights of all people, we will help to build mutual trust and harmony for all individuals in our community. NOW, THEREFORE, I, Jeni Arndt, Mayor of the City of Fort Collins, do hereby proclaim December 10, 2023, as HUMAN RIGHTS DAY in the city of Fort Collins and hereby encourage all residents, businesses, and institutions to recognize Human Rights Day 2023 by observing our nation’s Bill of Rights and pledging to uphold the universal principles of liberty and justice that define our dreams and shape our hopes as we face the challenges of a new era.
