Work Session Agenda
Participation for this hybrid Planning and Zoning Commission work session will be available in-person, online or by
phone. Commission members and staff may be present in-person but interested members of the public and
applicant teams are strongly encouraged to participate via Zoom. No public comment is accepted during work
sessions.
Public Participation (In Person): Individuals who wish to view the work session in person may attend the meeting
located at 281 N College Ave in Conference rooms C&D.
Public Attendance (Online): Individuals who wish to attend the Planning and Zoning work session via remote
public participation can do so through Zoom at https://fcgov.zoom.us/j/95565807239. Individuals participating in
the Zoom session should also watch the meeting through that site.
The meeting will be available to join beginning at 11:45 a.m. on THURSDAY, November 9, 2023. Attendees should
try to sign in prior to 12:00 p.m. if possible.
In order to attend virtually:
Use a laptop, computer, or internet-enabled smartphone. (Using earphones with a microphone will greatly
improve your audio).
You need to have access to the internet.
Keep yourself on muted status.

November 2023 Public Engagement Update
The purpose of this memo is to provide the Commission a monthly review of staff efforts to engage the
public in Development Review as well as preview upcoming work of interest.

• Public Education Around Development Review and the Public’s Role
1. Neighborhood meeting purpose statement
• Consultation with City Attorney’s office
• Using lay language
• Top points:
• The neighborhood meeting is a required part of the Development
Review process for this project.
• The City requires them so that there is an easy opportunity for the
public to learn about the proposal and ask questions with all the
relevant people involved available to answer them.
• The public is also able to make comments to the City and applicant,
and those comments will be recorded.
• The applicants can use those comments to alter their proposal if they
choose to.
• The City can make use comments to request changes to the proposal
or deny approval only if they are regarding ways the proposal fails to
meet the requirements of the Land Use Code.
• The City is not able to require the applicant to make changes to their
proposal based on anything other than its adherence to the Land Use
Code.

2. Planning Academy
• Curricula around neighborhood meetings, their purpose and how to participate
effectively.
• Curricula around the Land Use Code, what it governs and what it does not, and
information about how it is written.
• Mock hearing to demonstrate the decision-making process of P&Z and the
impact of public comments.
3. Accessible educational materials
• Adding on-demand educational materials to the websites.
• Designing scripts and talking points for other staff members who may get
questions from a wider variety of people.
• Additional educational materials in our mailings to prepare people for
participation.
