LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting. – June 21, 2023

A regular meeting of the Liquor Licensing Authority was held June 21, via Zoom Link, Chief Judge
Jill Hueser presiding.
Secretary’s Note: All applications were heard via Zoom.

Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
, visiting 14 liquor licensed establishments of which 1 served the underage operative: a failure
rate of 7.14% for the evening.
Liquor Enforcement Officer Ripsam stated that the overall failure rate is 8.81 % for 2023.
Show Cause Hearing for D Martin Group, Inc., dba
Elliot’s Martini Bar, 234 Linden Street, Stipulation Agreement
Anda Stephenson, attorney representing D Martin Group, Inc., stated she has had an opportunity to
review the stipulation agreement with her client and that they have agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $2073.42 fine in lieu of suspension), with 10 days
held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I)
prohibiting the service of an alcoholic beverage to a person under the age of twenty-one years.
Chief Judge Hueser approved the findings, conclusion, and order, accepting the stipulation agreement
as presented for D Martin Group, Inc., dba Elliot’s Martini Bar, 234 Linden Street.

Walmart Market #3177, 4625 South Mason Street,
Stipulation Agreement
Erik Schneider, attorney representing Walmart, Inc., stated he has had an opportunity to review the
stipulation agreement with his client and that they have agreed to the terms.
Assistant City Attorney Coulehan reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15-day suspension, 5 days served (paid $1130.24 fine in lieu of suspension), with 10 days
held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I)
prohibiting the service of an alcoholic beverage to a person under the age of twenty-one years.

Modification of Premise Application from The Cigarette Store LLC, dba
Smoker Friendly/Gasamat, 1054 West Vine Drive, Approved
Brandon Sandburg, attorney representing The Cigarette Store, LLC, briefly described the proposed
changes.
Chief Judge Hueser approved the modification of premise application from The Cigarette Store, LLC,
dba Smoker Friendly/Gasamat, 1054 West Vine Drive.
Transfer of Ownership Application from Munroe Culinary, LLC, dba
Genoa Coffee and Wine, 2614 South Timberline Road, #101, Approved
Kevin Munroe, representative for Munroe Culinary, LLC, briefly described how he will make sure he
does not serve underage patron. He stated he will make sure employees check id’s and if they are
suspicious to check additional identification.
Chief Judge Hueser approved the transfer of ownership application from Munroe Culinary, LLC, dba
Genoa Coffee and Wine, 2614 South Timberline Road, #101.
New Application from Bucking Horse Brewery, LLC, dba
Jessup Farm Barrel House, 1921 Jessup Drive, Approved
Robert Runco, attorney representing Bucking Horse Brewery, LLC, stated his client currently holds a
State liquor license and are applying for a brew pub license to allow them to expand their offerings.
Carol Johnson, representative for LiquorPros, briefly described the petitioning process and that the
results of this petition indicate strong support for this application.
Alicia Lincoln, representative for Bucking Horse Brewery, LLC, stated that all employees are required
to maintain valid TIPs training and that any employee found in violation of the liquor code is
immediately terminated.

Chief Judge Hueser adopted Resolution 2023-006 approving the brew pub application from Bucking
Horse Brewery, LLC, dba Jessup Farm Barrel House, 1921 Jessup Drive.
New Application from Three Four Beer Company, LLC, dba
The Marmot, 829 South Shields Street, Unit 100, Approved
Will Overbagh, representative for Three Four Beer Company, LLC, was sworn. He stated that they
currently hold a brew pub license, and that this application is for a tavern liquor license. Mr. Overbagh
briefly described the petitioning process and said that the business model will not change.

Chief Judge Hueser adopted Resolution 2023-0074 approving the tavern liquor license application
from Three Four Beer Company, LLC, dba The Marmot, 829 South Shields Street, Unit 100.
New Application from Maverick, Inc., dba
Maverik, Inc. #642, 7490 SW Frontage Road, Approved
Utahna Archuleta, representative for Maverick, Inc., was sworn. She stated that if any employee is
found in violation of the liquor code, all the employees at that store are required to be re-trained. In
response to questions from the Authority, Ms. Archuleta detailed the premises.
Carol Johnson, representative for LiquorPros, was sworn, then briefly described the petitioning
process.
Chief Judge Hueser adopted Resolution 2023-005 approving a fermented malt beverage and wine
retailer application from Marverik, Inc., #642, 7490 SW Frontage Road.
New Application from Hollyollyoxenfree, LLC, dba
Scissors & Scotch, 2803 Brush Creek Drive, Approved
Holly Dickinson, representative for Hollyollyoxenfree, LLC, was sworn. She described the petitioning
process and that the results indicate strong support for this application. In response to questions from
the Authority, Ms. Dickinson stated she has support from the franchisor and that she has visited other
Scissors & Scotch. She stated that she has already completed SafeServe training and emphasized that
there is a clear distinction between the salon and bar.
