Ms. Powers moved approval of July 19 minutes.
Ms. Zola seconded.
Unanimously approved
6. NEW BUSINESS
a) TRANSFORMER CABINET MURAL PROJECT
Ms. Martin presented the designs. The APP Neighborhood Cabinet Mural Project
is located near the new community mural by Armondo Silva coordinated by
CSU’s LEAP Program and the City’s Neighborhood Services. APP Artists
including Chris Bates, Ren Burke, Chelsea Ermer, and Dominique Montaño will
be painting six cabinets. The artists and designs were curated to work together
on a single site with themes that tie to Silva’s concept and community input. The
APP artists joined community outreach held for Silva’s mural to get input from
the neighborhood on their designs. The other mural designs presented were the
second murals of the season by Allison Ramirez and Shawna Turner.
Ms. Barnes moved to accept the designs as presented.
Ms. Powers seconded.

b) WATER TREATMENT FACILITY CABINET MURAL
Ms. Martin presented the project funded by the APP Water Utility. This is not an
electrical cabinet but a different type of cabinet inside the Water Treatment

Facility. Artist Kristen Vohs was selected by the project team from the pre-
approved list. Earlier, she painted two transformer cabinets outside the fence at
the site. This mural is on the driveway into the facility and is intended to be seen
by, and educate, visitors and tour groups. The mural shows an x-ray view of the
dam at Horsetooth Reservoir and the pipes inside that transfer water to the plant.
Ms. Zola moved to approve Kristen Vohs design for the Water Treatment Plant
Mural.
Ms. Sherman seconded.
Unanimously approved.
c) SPONSORED TRAFFIC BOX MURAL
Ms. Martin shared the design by Chris Bates. This is sponsored and paid for by
the Maple Hill HOA. The board appreciated the involvement of the HOA.
Ms. Powers moved to approve the sponsored traffic box mural design by Chris
Bares on resolution of the question about the missing part of the design.
Mr. Staten seconded.
Unanimously approved.
d) APP WORK PLAN
Ms. Martin shared the most recent Work Plan as a model to start the discussion
about this year’s Work Plan. This is one of the yearly documents the Board
creates for City Council. She asked the Board to review it as a starting point for
the 2024 Work Plan.
7. STAFF REPORT
Ms. Martin shared highlights from the report. The report will be emailed to the
Board.
8. OTHER BUSINESS
Ms. Bauer asked for updates about the Bus Advertising. Ms. Martin shared that
there weren’t any updates as far as adverting but staff is checking into
opportunities for more art at the stops.

MONTHLY UPDATES:
BUS AND BUS SELTER ART: The 7 posters and 2 poems from 2022 and the first 12 posters from the 2023 Call
for Entry have been installed. Staff is completing paperwork with the artists and fabricating the remaining
posters.
CARNEGIE CENTER FOR CREATIVITY, 200 Mathews St.: The project team will select an artist from the Design
Consultant List.
COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team interviewed artists
from the Design Consultant list and selected artist Mark Leichliter. The concept was presented at this meeting.
COLLEGE AVE. AND TRIILBY INTERSECTION: The project team will select an artist from the Design Consultant
List in the fall.
DOVETAIL PARK, near Nancy Gray and Miles House Aves.: Formerly known as Bucking Horse Park. Artist Joshua
Wiener has installed the art work. The Grand Opening Celebration is Monday, October 23, 4:30 to 6 p.m.
ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper is
meeting with the team to develop art for the site and will present to the board shortly.
GARDENS ON SPRING CREEK TEMPOROARY ART INSTALLATION, 2145 Centre Ave.: The Gardens team selected
Colorado artist Jodie Bliss. Jodie has installed her nine sculptures and will be hosting an art workshop on
November 18, theme is to be determined.
LAPORTE BRIDGES, Laporte Ave. between Grandview Ave. and Taft Hill Rd.: The team selected Jim Lynxwiler
from the Design Consultant List. The design was approved by the Board and the project is currently being
fabricated.
LAPORTE CORRIDOR, Laporte Ave. between Fishback Ave. and Sunset St.: Staff will issue an RFQ for a Colorado
artist.
MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: This project is currently on hold. Staff

will issue an RFQ for an artist within a 75-mile radius of Fort Collins.
OAK STREET STORMWATER IMPROVEMENTS PROJECT, Oak Street from Jackson Avenue to Mason Street: Artist
Mark Aeling was selected for this project and is meeting with the team to develop the art for the site.
PEDESTRIAN PAVER PROJECT: APP staff is developing the digital files for the 2023 designs.
PIANO PROJECT: Willow Sedam is painting through September 25 at the Art in Action Tent on Mountain Ave. at
the south end of Old Town Square. Chelsea Romaniello will paint after her in the last outdoor slot of the season,
September 27-October 9
STORM DRAIN MURAL PROJECT, multiple sites: Seven artists completed 10 murals in August.
STREAM REHABILITATION, multiple sites: Andy Dufford’s design for this project related to stream rehabilitation
for multiple sites was approved by the APP Board and by City Council. The project is in fabrication.
TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the Design Consultant List in
the fall.
TRANSFORMER CABINET MURALS: Artist Terry McNerney has completed the 400th Transformer Cabinet Mural
at 3754 Landings Dr. Shawna Turner complete her first mural of the season in the sculpture garden at The
Lincoln Center. The remaining artists are currently painting their murals. Joe Motive will be painting at the Open
Streets event on September 24.
UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Artist Allie Ogg was selected by
the project team. Allie project was approved by the Board and City Council. Staff is finalizing a contract.
VINE AND LEMAY: This project with artist Joshua Wiener was approved by City Council. The artist is scheduled to
install the sculptures this week.
WATER RECLAMATION FACILITY, County Rd. 9 and Environmental Dr.: Artist Lisa Cameron Russell was selected
for this project. When the design is finalized, it will be brought to the APP Board.
WATER TREATMENT FACILITY, Laporte west of Overland Trail: Todd Kundla’s project was approved by the APP
Board and by City Council. This project is in fabrication.
WATER TREATMENT FACILITY UTILITY CABINET MURALS, Laporte
west of Overland Trail: Artist Kristen Vohs’s cabinet mural within the
gates of the facility has been approved. She will begin painting
shortly.
WEST ELIZABETH, between Shields St. and Overland Trail: Artist
Mark Leichliter was selected for this project. The artist was meeting
with the team to develop art for the site when the project was put on
hold. The project team is currently developing the budget and will
start meeting again shortly.
OTHER BUSINESS:
• Cultural Services Director Jim McDonald has resigned his
position. His last day will be October 13.
• The Fort Collins Artist Studio Tour and Sale will be the weekend
of October 21-22.
• Art in Public Places is assisting The Lincoln Center in issuing a
call for an artist to create digital artwork for a van wrap.
