Hybrid Meeting
Wednesday September 13th, 2023 at 11:30 a.m.
Mission: The Senior Advisory Board shall serve in an advisory capacity to the Fort Collins City Council on
programs and policies that help aging citizens live full and interesting lives and continue to contribute,
participate, and share in the life of the community.
Participation for this hybrid Senior Advisory Board meeting will be available in person, online or by phone.

indicate you would like to speak at that time. Staff will moderate the Zoom session to ensure all participants have an opportunity to
address the Board or Commission.

on programs and policies that help aging citizens live full and interesting lives and continue to
contribute, participate, and share in the life of the community.

II. Public Participation
Tammy Shirk, Trisha Ehrlich, Joe Glomboski
• Tammy and Trisha shared concerns regarding changes to scheduling for free
programming at the Senior Center as well as information relating to Senior Advisory
Board.
III. Administrative Items
a. Attendance:
Alan Kress, Deanna O’Connell, Mary Roberts, Bruce Henderson, Gabby Rivera, David Kovach,
Suzanne King.

b. Approval of May minutes Motion: Alan Kress Second Mary Roberts. Unanimously approved.

IV. Today’s Guest Speakers: Ginny Sawyer Project Manager with the City Manager’s Office

b. Background on 2 potential November ballot measures
• Action needed.
a. Boards to have basic understanding of the measures should they get questions.

funding).
V. New Business:
a. Discussion of community outreach.
• How to create awareness in the community about the Senior Advisory Board and what
their mission is.
• A proposal was made that Senior Advisory Board create handouts to be distributed to the
community via senior center programs as well as within the community at various
locations. A motion was made by Suzanne King and seconded by Mary Roberts to
investigate avenues of producing handout material. All approved.

2023 Draft Work Plan
Summary Statement:
Consistent with our Mission and the City of Fort Collins’ Strategic Budgeting for
Outcomes, the Senior Advisory Board serves as advisors to the Fort Collins City
Council on programs and policies that help older residents live full and interesting
lives, continuing to contribute and participate in our vibrant community.
Primary Functions of the Senior Advisory Board:
1. Sharing a concern for aging members of our community, the Board assumes
responsibility for involvement in a network of senior agencies and
organizations to remain aware of issues, needs, and occurrences that are
relevant to older/aging adults:
-Larimer County Office on Aging Advisory Council
-Partnership for Age-Friendly Communities in Larimer County (PAFC)
-Columbine Health Systems Center for Healthy Aging at CSU
-Various City Boards and Commissions and other relevant organizations
pursuing similar goals with focus on neighborhood livability issues including but
not limited to affordable housing, transportation access and mobility, and safety.
2. Our priorities are to provide education to this community about the aging
process, to inform and be informed, to advocate for a good quality of life
and to encourage networking among the various groups that deal with
senior issues.
3. We participate in important community events throughout the year.
4. We communicate information describing the needs and challenges of our older population and highlight the value and benefits of older people to our community. Work Areas for 2023 Prioritization
1. Neighborhood Livability and Social Health
a. Education: We will learn and engage in discussion to help the Council
work towards solutions for the senior community housing need.

by periodically attending the Affordable Housing Board’s and the
PAFC’s Housing Priority G roup’s meetings, as appropriate.
We will also remain open and receptive to the general
voice of older people in the community and their thoughts and
opinions on local housing needs. We will actively seek out speakers
from various industries, non- profits, health, and lifestyle advocates
and others to give us a broad perspective in this and other areas
regarding older people.
b . Advocacy: We will work on ways to educate all members about the
housing needs of seniors. We will share with Council our
deliberations regarding improvement to senior housing options.
c. Outreach: We will share , as appropriate, with the Affordable
Housing Board and other organizations what we know and have
learned regarding the housing needs of seniors.
2. Transportation
a. Education: We will learn and engage in discussion to help the Council
work towards solutions for the senior community’s transportation needs
b y periodically attending Transportation Board meetings as well as
those of PAFC’s Transportation Priority Group. We will also remain
open and receptive to the general voice of seniors in the community
and to their thoughts and opinions on local transportation needs, as
appropriate.
b. Advocacy: We will share our concerns and thoughts with the City
Council about ways the City can improve transportation for seniors
and ways the City has made great strides in providing seniors with
reliable transportation.
c. Outreach: We will compile and disseminate what we have learned
about the senior community’s transportation needs and we will
share that, as appropriate, with the Transportation Board and other
Boards and relevant entities.
3. Safety
a. Education: We will learn and engage in discussion to help the Council
work towards solutions for key safety issues that Fort Collins older
adults encounter. We will remain an open and receptive group where
the community can voice their concerns and encourage citizen
attendance of our meetings.

b. Advocacy: We will voice safety concerns with City Council and
suggest areas for improvement based on our deliberations.
c. Outreach: We will share potential safety issues with the
community and, when necessary, we will request that the
City make major safety issues known to our older population.
Examples may include air quality, water availability,
emergency plans in place for seniors, etc. 4. Timely Information to Assist Council
Senior Board Members will provide timely information, as appropriate,
to City Council regarding upcoming agenda items for Council meetings
per Council request and our observance of important items
approaching deliberations that may involve the older population.
It is important that older adults are considered in decisions made by
Council regarding the community. The ‘norms’ for the older generation
are changing (as family dynamics change): as older adults become an
increasingly greater segment of the workforce, as retirement years
last longer, as older people contribute to the City’s economy and in
the coming years will represent upwards of 20% of Colorado’s
population.
The SAB recognizes the importance of our work and
we will inform Council so that the City of Fort Collins remains a healthy,
vibrant community for people of all ages, with active members from the
entire population.

A. Transfort. Potential action. Transfort has been fare free since the start of the COVID-19 pandemic and
is part of a statewide fare-free initiative this summer. Transfort is currently conducting a study
exploring going fare free permanently. Tax funding for this was one of the items Ginny mentioned in her
presentation under Transportation. Could we send a letter asking the Council to encourage Transfort
with this and help ensure funding is a priority. I see this as a big win for older adults, low income
community members and some people with disabilities. I would recommend we consider this for our
Sept. meeting rather than discuss it in email which might cause an Open Meeting issue.
B. BAC sent a letter to the Council via the T Board. FYI only. I mention this because there was a short
discussion about bike parks and the former Hughes Stadium land in one of our meetings several months
ago.
Letter summary - The BAC supports recreational cycling facilities. The City should incorporate bike parks,
skills areas, soft surface trails, recreational paved trails, and closed courses thoughtfully incorporated
throughout the city. FC Moves and Parks & Recreation should jointly plan recreational bicycling facitlities
in support of this under appreciated community need. The concept aligns with current Active Modes
plan. The BAC drafted this letter in April, it was approved and forwarded by the T Board in July.
C. BAC proposal to change its name and form. FYI only. Change scope and form of this
organization. The result of this change could provide focus more on older adults in the work the current
BAC does. 4 options were presented:
• Change name from BAC to Active Modes Committee and remain a subcommittee to T Board.
Currently this is the only subcommittee.
• Change name to Active Modes Committee and remain a subcommittee that is allowed to send
communication directly to Council.
• Become new stand-alone Active Modes Advisory Board with at-large members and non-voting
community group members.
• Create one superboard combining the BAC and T Board.
Main reasons for the proposal: The name change is consistent with the original purpose of the
Committee and is better aligned with the Active Modes Plan (includes walking).
There is currently a delay sending letters to Council, thru T Board (see previous item).
The Council reviewed this in their Boards Ad Hoc Review Committee. Their recommendations were
discussed in last night's Council Working Session as part of an overall proposal on Boards and
Committees. No decision in the Working Session, so stay tuned.
The T Bboard opinions on this.
Change the name and allow direct communication to the council. The T Board is concerned that creating
a separate Board could create silos and more work for staff and duplication.
