Public Participation (In Person): Individuals who wish to address the Planning & Zoning Commission in person may attend the meeting located in City Council Chambers at City Hall, 300 Laporte Ave. Public Participation (Online): Individuals who wish to address the Planning & Zoning Commission via remote public participation can do so through Zoom at https://fcgov.zoom.us/j/93602599256. Individuals participating in the Zoom session should also watch the meeting through that site. The meeting will be available to join beginning at 5:45 p.m. on September 21, 2023. Participants should try to sign in prior to 6:00 p.m. if possible. For public comments, the Chair will ask participants to click the “Raise Hand” button to indicate you would like to speak at that time. Staff will moderate the Zoom session to ensure all participants have an opportunity to address the Commission. (Continued on next page) Planning and Zoning Commission Page 2 September 21, 2023 • ROLL CALL • AGENDA REVIEW • PUBLIC PARTICIPATION Individuals may comment on items not specifically scheduled on the hearing agenda, as follows: • Those who wish to speak are asked to sign in at the podium if they are in person • The presiding officer will determine and announce the length of time allowed for each speaker. • Each speaker should state their name and address and keep their comments to the allotted time. • Any written materials should be provided to the Secretary for record-keeping purposes. • In person participates will hear a timer beep once and the time light will turn to yellow to indicate that 30 seconds of speaking time remains and will beep again and turn red when a speaker’s time to speak has ended. • CONSENT AGENDA The Consent Agenda is intended to allow the Planning and Zoning Commission to quickly resolve items that are non-controversial. Staff recommends approval of the Consent Agenda. Anyone may request that an item on this agenda be “pulled” for consideration within the Discussion Agenda, which will provide a full presentation of the item being considered. Items remaining on the Consent Agenda will be approved by the Planning and Zoning Commission with one vote. The Consent Agenda generally consists of Commission Minutes for approval, items with no perceived controversy, and routine administrative actions. As adopted by City Council Ordinance 143, 2022, a determination has been made by the chair after consultation with the City staff liaison that conducting the hearing using remote technology would be prudent. Draft Minutes for the P&Z July Regular Hearing The purpose of this item is to approve the draft minutes of the July 20, 2023, Planning and Zoning Commission hearing. 2. City of Fort Collins Gardens at Spring Creek Lighting Updates - MA PROJECT DESCRIPTION: This is a request for a Minor Amendment to the City of Fort Collins Spring Creek Lighting Updates located at 2145 Centre Avenue (parcel #9723112901). The proposal is to complete updates to the existing building and parking lot lighting at the Gardens at Spring Creek. The lighting update is intended to improve the safety of the parking lot while providing enough versatility in the lighting system to account for dark spots caused by existing landscaping on site. Bloom Filing Four PROJECT DESCRIPTION: This is a proposed Project Development Plan (PDP) to construct 413 multi-family units and is the fourth filing of the Mulberry & Greenfields PUD (parcel #8709307006). The proposal includes 11 multi-family buildings, a clubhouse with pool, two private streets, and gathering areas around the site. The project proposes a combined total of 593 parking spaces that include on-street, garage, and surface parking spaces. The site is within the Medium-Density Mixed-Use Neighborhood (MMN) zone district. The proposal is subject to Planning & Zoning Commission (Type 2) Review. Zigler-Corbett ODP Major Amendment (Remanded Hearing) PROJECT DESCRIPTION: Following City Council appeal, this is a request for a remanded hearing for a Major Amendment to the Ziegler-Corbett Overall Development Plan (ODP) located southwest of the intersection of Ziegler Road and Paddington Road (parcel #s 8732000002, 8732400008, 8732000009). The original ODP, approved February 2022, is a mixed-use project consisting of 400-700 residential dwelling units, a childcare center, and 50,000 square feet of commercial or community facility space. The major amendment proposes incorporating an additional parcel and realigning the site’s primary Ziegler Road access point with Hidden Pond Drive. The Major Amendment also removes the original ODP’s reliance on alternative compliance by stubbing a local street connection along the site’s northern boundary for future bike, pedestrian, and vehicular connectivity to Paddington Road. No changes to land-uses or development intensity are proposed. The Landings at Lemay Multi-Family and Mixed-Use Development PROJECT DESCRIPTION: This is a request for a consideration of a Project Development Plan (PDP) for the construction of 344 apartment units in 18 buildings, an amenity center, and dog park on a 17-acre, vacant site. The site is generally located southeast of the N. Lemay Avenue and E. Vine Drive intersection on Parcel #8707200008, 8707200019, 8707200019, and 870700021 in the Medium Density Mixed-Use Neighborhood (MMN) Zone District. A Multi-Family land use in the MMN Zone District is subject to a Planning and Zoning Commission (Type 2) review.
