Online Public Participation:
The meeting will be available to join beginning at 3:20 pm, August 16, 2023. Participants should try to sign in prior

Ms. Martin confirmed with City Clerks office that board members can vote on
Minutes for meetings they didn’t attend .
Ms. Powers moved to approve the May 10 and June 21 Minutes .
Ms. Sherman seconded.
Unanimously approved
6. NEW BUSINESS
a) ARTIST -IN -RESIDENCE PRESENTATION
Artist Allie Ogg, and Utili ties Staff (Kellie Gorman with public engagement and
executive sponsor Gretchen Stanford who is Deputy D irector of Utilities) were in
attendance to present the project. Allie spen t the start of her residency learning
about the Fort Collins Utilities with a goal of showing the community the work
Utilities does 24/7 365 days a year. She has developed a four-panel illustration
with an interconnected panel for each utility—Water, Wastewater, Stormwater,
Light & P ower. The illustration creates a digital package to be used ongoing. Its
imagery can show the whole Utility ecosystem or pieces of the image can be
pulled to show specific Utility functions. Allie is also proposing a painted mural of
the four-panel Utility story on a to be determined building downtown as part of
the project. The Utilities project team shared how the Utilities s taff at large took
pride the project and are excited to be shown in the illustration. The team sees

the project as a way to highligh t and thank staff in front of the community. It a lso
raises awareness for recruitment.
Ms. Powers move to approve the Utilities Artist in Residence Project with Allie
Ogg.
Ms. Zola seconded.
Unanimously approved .
b) BACON PARK PRESENTATION
Jill Wuertz, Senior Manager of Parks Planning , gave an overview of the project.
Originally the Mail Creek Trail and Siphon Overpass were separate projects that
the Board recommended going to the Design Consultant List but there is limited
space and small budgets, so it was decided to pool the budget with Bacon Park
for a larger impact at a more public site. The Board discussed.
Ms. Sherman moved that we go out for a 250 -mile radius call for Bacon Park
Ms. Barnes seconded.
Unanimously approved .
c) TRANSFORMER CABINET MURAL PROJECT REVIEW
Ms. Martin presented designs for Chelsea Gilmore, Joe Myers (Motive), and
Aerica Raven Van Dorn. There will be designs from a neighborhood project, a
HOA sponsored cabinet at Maple Hill, and at the Water Treatment Facility.
Ms. Bauer moved to accept the three mural concepts as presented.
Ms. Powers seconded.
Unanimously approved .
d) BUS ART SUBMISSION REVIEW
Ms. Martin presented the images selected through a review by the Selection
Committee. The Board voted on the ranking of al ternates.
Ms. Barnes moved to accept the presented 21 images and 5 alternates
Ms. Bauer seconded.
Unanimously approved .
e) NEIGHBORHOOD GATEWAY SUBMISSION REVIEW
Ms. Martin presented the project. There was a smaller than e xpected response.
Staff recommends that the project team and neighborhood project team
interview the three artists who applied and select an artist through the interviews.
There was a discussion about reaching and mentoring new artists.

Ms. Powers moved that we accept the three artists for the neighborhood .
Gateway project to interview and select a finalist.
Ms. Zola seconded.
Unanimously approved .
7. STAFF REPORT
Ms. Martin shared highlights from the report. The report will be emailed to the
Board.
8. OTHER BUSINESS
Ms. Bauer shared that a Girl Scout Troup that submitted a mural design for
Pianos About Town that wasn’t accepted have painted the mural for a piano at
Syntax Distillery in Greeley.
9. ADJOURNMENT 5:15 PM

MONTHLY UPDATES:
BUS AND BUS SELTER ART: The initial bus art posters and poems are installed. Staff is completing paperwork
with the artists and starting to fabricate the posters.
CARNEGIE CENTER FOR CREATIVITY, 200 Mathews St.: The project team will select an artist from the Design
Consultant List.
COLLEGE AVE. SIGNALS, College Ave at Pitkin, Columbia, and Harvard: The project team interviewed artists
from the Design Consultant list and selected artist Mark Leichliter. The team will start to meet shortly.
COLLEGE AVE. AND TRIILBY INTERSECTION: The project team will select an artist from the Design Consultant
List.
DOVETAIL PARK, near Nancy Gray and Miles House Aves.: Formerly known as Bucking Horse Park. Artist Joshua
Wiener has installed the art work. A date has not been set for an opening.
ENVIRONMENTAL LEARNING CENTER FLOW RESTORATION, east of Timberline on Drake: Artist Katy Casper is
meeting with the team to develop art for the site and will present to the board shortly.
GARDENS ON SPRING CREEK TEMPOROARY ART INSTALLATION, 2145 Centre Ave.: The Gardens team selected
Colorado artist Jodie Bliss. Jodie has installed her nine sculptures.
LAPORTE BRIDGES, Laporte Ave. between Grandview Ave. and Taft Hill Rd.: The team selected Jim Lynxwiler
from the Design Consultant List. The design was approved by the Board and the project is currently being
fabricated.
LAPORTE CORRIDOR, Laporte Ave. between Fishback Ave. and Sunset St.: Staff will issue an RFQ for a Colorado
artist.
MIDTOWN IMPROVEMENT, College between Boardwalk and Thunderbird: Staff will issue an RFQ for an artist
within a 75-mile radius of Fort Collins. This project is currently on hold

OAK STREET STORMWATER IMPROVEMENTS PROJECT, Oak Street from Jackson Avenue to Mason Street: Artist
Mark Aeling was selected for this project and is meeting with the team to develop the art for the site. Mark
recently visited Fort Collins to see the site and met with the team.
PEDESTRIAN PAVER PROJECT: APP staff is developing the digital files for the 2023 designs.
PIANO PROJECT: Natalia L. Popham started painting today and will paint through August 28 at the Art in Action
Tent on Mountain Ave. at the south end of Old Town Square.
STORM DRAIN MURAL PROJECT, multiple sites: Seven artists are painting on site August 5-11 to correspond
with the Poudre River Fest event on August 12.
STREAM REHABILITATION, multiple sites: Andy Dufford’s design for this project related to stream rehabilitation
for multiple sites was approved by the APP Board and by City Council. The contract is being signed and
fabrication will start shortly.
TIMBERLINE & LINCOLN INTERSECTION: The project team will select an artist from the Design Consultant List.
In the fall.
TRANSFORMER CABINET MURALS: Artist Terry McNerney has completed the 400th Transformer Cabinet Mural
at 3754 Landings Dr. Shawna Turner started her mural at the Xeriscape Garden Party on June 17. She is
finishing it in the sculpture garden at The Lincoln Center. The first of the 2023 artist designs were approved at
the June meeting. More artists will present today.
UTILITIES PUBLIC ARTIST IN RESIDENCE PROGRAM, location to be determined: Artist Allie Ogg was selected by
the project team. Allie project was approved by the Board and will be reviewed by City Council on August 15.
VINE AND LEMAY: This project with artist Joshua Wiener was approved by City Council. The artist is currently
fabricating the artworks and will install shortly.
WATER RECLAMATION FACILITY, County Rd. 9 and Environmental Dr.: Artist Lisa Cameron Russell was selected
for this project. When the design is finalized, it will be brought to the APP Board.
WATER TREATMENT FACILITY, Laporte west of Overland Trail: Todd Kundla’s project was approved by the APP
Board and by City Council. Staff is finalizing a contract.
WATER TREATMENT FACILITY UTILITY CABINET MURALS, Laporte west of Overland Trail: The project team is
working with artist Kristen Vohs on the next cabinet mural within the gates of the facility. The design will be
presented today.
WEST ELIZABETH, between Shields St. and Overland Trail: Artist Mark Leichliter was selected for this project.
The artist was meeting with the team to develop art for the site.
The project is currently developing the budget and estimated to
start meeting again shortly.
