July 13, 2023, 5:30-7:30pm
CALL TO ORDER
● The meeting was called to order at 5:32 pm by Chair Beth Jaeger.

APPROVAL OF MEETING MINUTES – JUNE 8, 2023 –
• Motion to approve by Barb; seconded by Masood; approved without changes 7-0.
BUDGET REVIEW
• Beth indicated that, according to the HRC’s year-to-date budget report, the HRC
has spent approximately $1369. Our 2023 budget is $6100; thus, we have
$4731available for the remainder of 2023.
NEW BUSINESS
• PRESENTATION BY GINNY SAWYER, PROJECT AND POLICY MANAGER
O Ginny Sawyer shared an overview of the City’s sustainable funding work,
including an overview of local tax revenue through sales, property, gro ceries
purchases, etc. Ginny stated that many of the property taxes collected are
earmarked specifically for certain entities (from prior elections). She indicated
that Transfort is funded out of general fund.
O One question asked: “how often do we go to voters to confirm renewable

taxes?” and Ginny indicated that the City cannot call special elections for tax
increases; rather only during general elections can tax increases be
requested.
O City needs approximately $46 million to meet current and aspirational n eeds
and she outlined several different channels of revenue generation that City
Council members are considering.
OLD BUSINESS
• COMMITTEE REPORTS:
o Education Outreach – Coronda confirmed that the next educational program
will be offered on October 5 th from 5-7:30pm at the Fort Collins Senior Center.
Focus of the program: “Unmasking Microaggressions” (note: this was the top
recommendation from the survey Fabiola conducted last year). Coronda and
Barb will work on a marketing plan and report back at the next meeting (Aug.
10, 2023).
O Media/Community Recognition Committee – Beth first introduced our new
Commission members: Teresa Cribelli and Miho Yoshioka. Welcome!!! Each
commission member introduced themselves, along with public participants.
Beth then walked everyone through the initial work plan for the 2023 Human
Relations Award, taking place Dec. 5th from 3-5:30pm at City Hall. She
indicated that we’ll be looking for high quality pool of nominees, with the
nominating period opening Sept. 18. Note: the Awards program is the one
event that all Commission members are asked to attend. To be done: clarify
definitions of awards and qualifications; crisp up the language. Coronda,
Masood, Miho, and Teresa volunteered to help Beth and Kyle with the
preparations.
o Government Relations – Barb announced that City Council is on vacation until
July 18 so nothing to report from their meetings. The community group
working to put U+2 on the November ballot did not collect enough signatures
by the deadline; thus, only City Council can now add a question to the ballot,
which they are considering doing (will be brought up at the 7/18/23 Council
meeting). Barb updated the group on the networking event for all DEIJ groups
operating in the City/County – currently proposed for Oct. 22nd from 3-5pm;
location still to be determined.
O Executive – Beth reported that the upcoming Boards and Commissions
networking event will take place July 26 from 4-6pm in the CIC room at City
Hall. Beth sent out invites to several Bs&Cs and ha s confirmed 6 attendees
at this time.
Teresa reported out on a conversation she had with Mayor Arndt who has
said she’d like to see the HRC collaborate with the Disability Board on

issues/programs related to Disability. Teresa will keep us posted on Autism
Awareness month and how we can market/collaborate with the Disability
Board (note: they will be represented at the networking event on the 26 th and
we’ll share this information then). July is Disability Pride Month with lots
happening.
Beth updated the Commission about removal of the term “AD” from all official
City documents – we’ve been told that it’s been accomplished. Rachael will
confirm with the City Clerk when she’s back in the office. Hillel asked that
Rachael send out an email to all folks who are still using the old templates to
have them remove that term from the template.
The question came up if an HRC email address is posted on the website.
Answer is “yes” with caveat that only Claudia has access to it. Beth asked
that it be put on the front page of our website for ease of finding. Rachael will
ask to have this done. Another question arose: “who’s email addresses can
be on the site?” Rachael will check with Jenny Lopez Filkens about what’s
possible.
ANNOUNCEMENTS:
o Barb announced that NOCO Pride is coming up on Saturday, July 15, from
10am to 4pm at Civic Center Park. Rachael asked that anyone who wants to
help out at the City’s table contact her directly.
NEXT STEPS
o NEXT MEETING – August 10, 2023, from 5:30-7:30pm at the CIC room in City Hall
note: Miho volunteered to take minutes – THANKS!!!
ADJOURNMENT – Motion to adjourn made by Coronda, seconded by Teresa; approved
7-0. Meeting adjourned at 7:13pm.
